Description of a Brutal Torture Method Used on Falun Gong Practitioners in Siping Labor Camp, Jilin Province

Between October 1999 and March 2001, 6 or 7 practitioners, including Mr. Shao Hao and Mr. Li Qin, have suffered from the following torture method over ten times. It was administered to one practitioner 3 to 4 times every month. This torture method is as follows:

The guards tie the victims to a chair, handcuff their hands to the back of the chair, raise one of their feet, and use a wooden stick (length 15cm and diameter 2-3cm) to rap their ankles from both sides for several minutes. The guards stomp on the feet while hitting them. Both sides of the ankle are rapped for several minutes to make the blood vessels hemorrhage internally. The bleeding will expand to the feet and toes until the feet are full of extravasated blood. This torture method can cause severe damage. If it is used lightly, the victim will feel sharp pain and have difficulty walking for several days. If it is used severely, this person will not be able to walk and will need to be carried. It is even more brutal and unbearable if one is tortured in this way repeatedly.

Forced-labor camp guards Zhang Xiaosen, Wang Jun and Qiao often use this and other torture methods to persecute Falun Gong practitioners.
