I am Luo Zirong, female, 52 years old, a retired worker from Panzhihua Steel Factory. I live in the Nanshan District of Panzhihua City, Sichuan Province. Since practicing Falun Gong, I have been following the principles of "'Truth, Compassion, and Forbearance"' in my daily life. I have become healthier and rid myself of many selfish thoughts and behaviors. I have benefited immeasurably from practicing Falun Gong.

Since the persecution began on July 20, 1999, I have suffered brutal tortures by policeman Yuan Bing and other police officers at Panzhihua Steel Factory Public Security Sub-Bureau for refusing to give up my belief in Falun Dafa.

On New Year's Day 2000, policeman Yuan Bing took me to the Nanshan Police Station. He cuffed both my hands together and hung me from iron window bars. Only my toes touched the ground. ''The cuffs were so tight that the metal cut deep into my skin. Yuan Bing kept kicking my upper legs with his leather boots, cursing me loudly. He tortured me from 10 a.m. to 3 p.m. Both my hands went numb and my legs were covered with dark blue bruises. I was unable to sit or use the bathroom as a result of the torture. That afternoon, I was sent to Yanbian County Detention Center. During my detention there, I suffered repeated tortures by Yuan Bing in the interrogation room.

On the afternoon of January 14, 2000, policeman Yuan Bing, policewoman Lu Maoshu and another young policeman took me to an interrogation room. Yuan Bing attempted to tie me up with an iron chain. He tore my coat and sweater off in order to tie the chains tighter. He ran the iron chain from my neck to my chest, then under both my armpits and around to my back. Then he tied both hands against my back. The iron chain was not long enough, so Yuan Bing tied it together with ropes and exerted all his strength to tie me tightly. He pulled me up by my tied hands and kicked me with his leather boots. He even kicked off my shoes. When he was tying me up, that young policeman exhausted all his strength to force my shoulders backward. He even threatened to have a dog chew on me. They tortured me in this barbarous way for about 3 hours.

On the morning of January 15, 2000, Yuan Bing and Zhu, the chief officer of the National Security Section, interrogated me again. Yuan Bing again tied me with the iron chain and beat and kicked me. Officer Zhu pretended to be nice and talked with me, while ordering Yuan Bing to keep beating and kicking me.

After 2 days of these brutal tortures, my shoulders and upper legs were covered with dark blue bruises. I was locked up in the Yanbian County Detention Center for 30 days before they released me. They ordered my family members to pay 2,000 yuan as bail. A year later they returned the 2,000 yuan to me. Although three years have passed since this happened to me, the marks left on my wrists from the handcuffs are still visible.

I went to Beijing on July 4, 2000, to appeal on behalf of Falun Gong and to let the government officials learn the truth about Falun Gong. Just as I finished filing the appeal form, the staffs from Panzhihua's liaison office in Beijing came and took me back to Panzhihua City Train Station.

After I was taken back to Panzhihua City, I was detained in the Dongqu Detention Center for the night. The next day I was forced to pay a fine of 20 yuan and then I was taken away by the police from the Panzhihua Steel Factory Public Security Sub-Bureau. That afternoon, policeman Guo Taisheng and others sent me to the Wanyaoshu Detention Center. I was detained there for 30 days and fined 200 yuan before I was sent home.

On the night of December 31, 2001, I went outside to put up Falun Gong truth-clarification posters and the police arrested me again. They detained me in Nanshan Police Station for the night.

In October 2002, during the 16th National People's Congress, the management of my workplace assigned 8 people to follow me 24 hours a day to make sure I did not try to appeal. They did this for 17 days, until the 16th Congress was completed.

I request the relevant government agencies to fulfill their responsibilities and bring those people who trample on the legal system and violate human rights to justice. I will uphold my right to sue those who have committed brutal crimes against Falun Gong practitioners until every one of them have been put on trial.
