(Clearwisdom.net) Since the persecution of Falun Gong began, a group of people, headed by Secretary Zhao Jie of the Nanyuan Neighborhood Committee of Weifang City, has been vigorously following Jiang in persecuting Falun Gong. For several years they have been applying Jiang's vicious policy against Falun Gong practitioners: "destroy their reputation, bankrupt them financially, and annihilate their bodies." They have committed torture and genocide against a group of good people who "don't hit back when hit" and "don't curse back when cursed."

Before July 20, 1999, there were over 100 Falun Gong practitioners in a small area named Nanyuan. When the persecution of Falun Gong began on July 20, 1999, Falun Dafa practitioners in Nanyuan were forced to give up their right to practice, as well as all things related to Falun Gong such as books, tapes, and the Teacher's photograph. Falun Dafa practitioners Ding Yuehui, Wang Xinmin, Wang Ruizhen, Wang Kuiyun, and others were secretly arrested and detained.

In the meantime, Nanyuan Neighborhood Committee ordered the imprisonment of Ha Jianhua and Pei Yongmei, two teachers who were also practitioners, in the school where they taught. These two practitioners were under 24-hour surveillance, even while using the washroom. All of their basic human rights were violated. During this period, they were forced to watch videotapes defaming Falun Dafa and the Teacher Mr. Li Hongzhi, as well as write a pledge promising to give up practicing Falun Gong. After being detained for four or five days, they were forced to pay a huge fine of 5,000 Yuan [500 Yuan is the average monthly income for an urban worker in China] and a living expense of 500 Yuan per person, which meant each individual was extorted 5,500 Yuan. They could not afford this huge fine, but, in the end, were released after being forced to pay part of it. Afterwards, Wang Xinmin's daughter thought the Nanyuan Neighborhood Committee was completely unreasonable and went to report them to the Appeals Bureau in Kuiwen District of Weifang City. When the Nanyuan Neighborhood Committee learned of this complaint, Wang Xinmin was then fined an additional 1,000 Yuan.

On July 20, 1999, Dafa practitioner Bu Chunjiang went to Beijing to make an appeal for Falun Gong. The next day after he returned home, he was forcibly taken to the Nanyuan Neighborhood Committee, and was forced to pay a fine of 4,000 Yuan before being allowed to return home.

That same day, Dafa practitioner Wang Hongjie also went to Beijing to appeal, and tried to find the relevant departments in Beijing to clarify the facts about Falun Gong for a period of 80 days. Soon after he returned home, the Nanyuan Neighborhood Committee abducted him. He was fined 2,000 Yuan and was detained for 15 days under a fabricated charge of "disrupting social order."

One night in September 1999, during a raid, police discovered Dafa practitioner Ha Jianhua reading a Falun Dafa book. He was taken, along with the books, to the village committee, and then taken to the Nanyuan Neighborhood Committee. The head of the committee, Zhao Jie, forced Ha Jianhua to pay a fine of 5,000 Yuan. Ha Jianhua had no money, and so was detained and supervised by his workplace day and night.

During the time of his detention by the Nanyuan Neighborhood Committee, no one attended to his essential needs: food, rest, and water. Ha Jianhua was forced to depend upon his family members for food. If his family had no time to bring him food to eat, he would go hungry. As a result, during his detention, he ate irregularly, and sometimes could not eat his fill for several days. At night, he would sit huddled between some chairs.

Zhao Jie came everyday to try to get the practitioner to pay the fine. He said viciously, "I've already made the calculations. There are several thousand Yuan leftover from your salary after your living expenses. I fined you 5,000 Yuan, and that means an entire year's worth of work has been for nothing. I'd like to see if you keep practicing after this." Several days later, Zhao Jie found that he was unable to swindle so much money, so he then decreased the amounts gradually--4000, 3000, then 2000. Finally, it all ended over 2000 Yuan.

On December 30, 1999, Wang Ruizhen, Wang Xiuzhong, Wang Kuiyun, Ha Jianhua, Pei Yongmei, who were all Falun Dafa practitioners from Nanyuan, went to Beijing to appeal for Falun Gong. In order to stop their appeal, Zhao Jie and others plotted and planned ways of torturing the practitioners while he sent people to Beijing to pick them up. First they rounded up all the practitioners from various villages in Nanyuan, and brought them to the village committees for supervision. On New Year's Day 2000, they took all the practitioners to the Nanyuan Neighborhood Committee and canceled their holiday vacation. They summoned the entire staff of the Committee to come two days ahead of time, and urged all village committees to come as well, getting them into a position to wait for the arrival of the practitioners who were going to appeal.

At 7 p.m. on the night of January 1, 2001, five practitioners, along with an additional five who were from out of town, were taken to the Committee with their hands cuffed behind their backs (all the practitioners from out of town were detained until they paid a 2000 Yuan delivery fee. Making money from this opportunity is an old trick of the Nanyuan Neighborhood Committee). They dragged five of the practitioners into a meeting room and ordered them to kneel down. The practitioners were then beaten for refusing to obey the order. Zhao Jie interrogated them and asked them how and why they were going to Beijing, and who was behind it. The practitioners faced them calmly, and stated that according to the law, it was perfectly legal to appeal to the authorities and that the government's persecution was totally wrong. In response, Zhao Jie said that appealing was disturbing the social order and an act against the government, and he said he would bring an end to appealing to Beijing. At his command, aggressors rushed the group of practitioners. Three or four of them pushed up against each practitioner, completely restrained them, then poured a mixture of urine, alcohol, and Chinese medicine down the throat of each practitioner, beating anyone who refused to swallow.

Originally, Zhao Jie and others were planning to feed practitioners with feces. Zhao Jie let his subordinates go to the bathroom to get feces, but the lights in the meeting room went out three times in succession. Then Zhao Jie changed his mind and decided to use urine and alcohol instead. After that, he threatened the other practitioners: "You have seen, this is the result of appealing to Beijing. This is what's in store for anyone who dares to go again. The worst is yet to come."

Zhao Jie ordered that five practitioners be dragged outside. Hua Zhaojun, the present secretary of the Political and Law section in the Nanyuan Neighborhood Committee, and an accomplice, told his subordinates to remove the practitioners' shoes and clothes, and had them handcuffed with their backs to a tree and their feet tied together. After they had completely restrained the practitioners, they went to make arrangements for their torture.

After about half an hour, another round of torture began. There were seven or eight of them for every practitioner. They released the practitioners from the tree and dragged them to the road. They then surrounded the practitioners as they began to brutally beat them. They cursed the practitioners as they were beating. They used all kind of means to torture the practitioners. The practitioners were beaten down and pulled back up over and over again. After about half an hour, when they had tired, the beating stopped. Once again, the five practitioners were handcuffed to the tree. The five Falun Dafa practitioners had nothing to eat or drink the entire day, had suffered many tortures, and were freezing.

In order to continue to persecute the practitioners over a long period of time, the evil staff of the Nanyuan Neighborhood Committee took turns. At about 10 p.m., An Tongjin ordered that each practitioner be filled with alcohol (Dafa practitioners abstain from drinking alcohol). The practitioners were beaten if they resisted. Later, An told his subordinates to soak bread in the alcohol and force the practitioners to eat it, forcing it into the mouths and down the throats of any practitioner who refused. Part of their task was to continually beat the practitioners. Everyone did his best to fulfill his duty. The five Falun Dafa practitioners were tortured like this until after midnight, when they were then taken to a room, with their hands and feet tied as stiff a stick. Among them, the main assailants were: Vice Director An Tongjin; Wang Qinggui from the Department of Armed Force; Zhang Huizhu from the Family Planning Office; the driver, Zhao Guangxian; Xu Shiyong from the Financial Section, and others.

Early the next morning, Cui Xigui from the Department of Armed Force came to the meeting room and once again forcefully poured the mix of alcohol and urine into the practitioners' mouths. It was said that Cui Xigui mixed his urine with the alcohol and ordered it to be fed to the practitioners. Cui had done such things more than once. He also repeatedly, brutally beat the practitioners.

That morning, the police started to separate and interrogate the practitioners. They kept asking the practitioners about their journey to Beijing to appeal for Dafa. At that time, the five practitioners hadn't eaten or drunk anything for over 30 hours and had been forced to stand for a long time with their hands and feet tied up. After suffering the brutal tortures, the two arms tied at the back brought so much pain that the arms seemed to have been broken. The pain in their lower backs caused their bodies to not be able to keep straight. The feet were so frozen that the pain seemed to penetrate the bone. The two legs had lost feeling. Hunger, lack of sleep and the pain combined together to make it really miserable for the practitioners.

However, in order to get what they wanted, the persecutors intensified the torture and took turns questioning and torturing the practitioners. Wang Qinggui especially attacked the practitioners brutally. He would use different ways to attack different positions of the practitioners' bodies and every attack was vicious and vigorous. The practitioners, with feet and hands tied, were beaten to the ground many times. They suffered dizziness and were dazed. Punching on the chest made them unable to breathe; their ribs were punched so painfully that they seemed broken. For more than two months, the practitioners were afraid to cough, swallow and turn around on the bed. The perpetrators never considered the consequences while viciously torturing the practitioners.

At night, they arrested practitioners Ding Yuehui, Wang Xinmin, Wang Changwei and Guo Kaiping who knew about the journey to appeal for Dafa in Beijing and brought them to the neighborhood committee office. They turned off the light and brutally beat the practitioners whose hands were tied behind their backs. Wang Qinggui led the beating again. Then they forcefully poured the mix of alcohol and urine into the practitioners' mouths. The malicious person An Tongjin thought up an evil trick to force practitioners to beat each other. These persecutors also kept slandering Dafa and displayed their extremely vicious sides.

During the following several days, they kept beating, insulting and cursing the practitioners. They required the practitioners to write down the whole course of the appeal and write "guarantee statements" to renounce Falun Gong. They didn't have any concern for the practitioners who hadn't eaten or slept. They didn't care whether they were alive or not.

Under the instigation of the Nanyuan Neighborhood Committee, the Nanyuan School authorities treated the three practitioners in the school badly. Just after July 20, 1999 when the persecution started, the three practitioners in the manager positions of the school were dismissed from their positions. They lost their Party membership as well. Some were sent to work at the reception desk; some were sent to teach classes. At the annual review, they purposely twisted the facts and gave the practitioners zero marks in ethics evaluation, which made them fail the annual review. At the seasonal review, the practitioners would always be graded the lowest. There were no promotions or salary increases for the practitioners.

When practitioners were arrested, they would be handcuffed in public places, in order to be insulted publicly and to be humiliated. Because of the evil persecution and deception, many people who didn't know the truth thought that practitioners were bad people. Their old friends were afraid to visit them and their relatives kept away from them. The family members suffered pressure and felt disgraced. This is the consequence of the policy of "Destroying their reputation".

Led by Zhao Jie, the persecutors in the Nanyuan Neighborhood Committee kept intensifying the persecution of the practitioners in order to wipe out Falun Gong completely in Nanyuan. The persecution went beyond logic and reason.

Before the New Year of 2000, practitioner Yao Xiurong was detained at the neighborhood committee office. She was watched by specially arranged persons and was forced to do cleaning work and other labor. Many people insulted and cursed her. There were no human rights, human dignity or reputation for the practitioners at all. At night, after working the whole day, she didn't even have a bed to sleep on and had to sleep on the desk. She tried to escape from the persecution but failed. She suffered from being brutally beaten and was watched more carefully. The evil head Zhao Jie fined her 10,000 Yuan. The fine was later dropped to 4,000 Yuan since her family couldn't afford it at all. Her family tried very hard to borrow the amount of money and to get her out of there after over 40 days of detention. For more than 40 days, she only had a box of instant noodles each day for food. She spent most of her time in hunger.

On major holidays or so-called "sensitive days," Yao Xiurong was often abducted to the Nanyuan Neighborhood Committee Office. One time, she refused to be taken away and reasoned with them. She got beaten and could not see clearly because her eyes were beaten and became swollen. At another time, she was forcibly taken to the committee office and handcuffed to the tree. Her husband and her daughter saw the scene when they came to deliver the food to her. Seeing what the persecution had done to her and to the family, they were very angry. Miao Shuqing, the assistant secretary in charge of persecuting Falun Gong, heard their words and became furious. He forcefully pushed Yao's husband to go home. Yao's husband tried to tolerate his aggression and but Miao didn't stop or let go. Finally they started to fight. Miao Shuqing went to the local police station to make a report. Yao's husband and her daughter had to go to the local police station to explain. Her daughter was arrested and charged with beating the police official. Her husband was scolded and let go. Then the committee office found that Yao Xiurong had disappeared. Her handcuff had been loosened somehow and Yao had taken the chance and escaped. Yao's husband was immediately suspected and caught. The perpetrator Hua Zhaojun from the committee office held his neck and with others beat him brutally. Later he was dragged into a room and beaten again. He was beaten so hard that he kept screaming. Afraid that he might be beaten to death, the evil head Zhao Jie finally stopped his cohorts. Yao's daughter was detained for several days and released only after the fine of 2,000 Yuan was paid.

On National Day of 2000, Yao Xiurong was arrested again. Since she refused to yield to the evil and persisted in practicing Dafa, the persecutors such as Zhao Jie and Hua Zhaojun sent her to the detention center.

In July 2000, the persecutors of Nanyuan Neighborhood Committee abducted the practitioners Wang Xinmin, Ha Jianhua and Pei Yongmei (who were all teachers) without any reason. When they found out that they all persisted in practicing Dafa, Zhao Jie ordered his accomplices such as Hua Zhaojun and An Tongjin to tie the practitioners to the trees outside facing west. At 2 PM in July, it was the hottest time of the day. The practitioners were quickly dehydrated and were sweating profusely. Hua Zhaojun and An Tongjin, hiding in the shade of the tree, still felt that it was not enough. They ordered a bowl of alcohol to be forcefully poured into each practitioner's mouth. Still unsatisfied, they got hot peppers and forcefully squeezed them into the practitioners' mouths, and smashed it onto their faces. The strong alcohol, plus the hot sun, made the practitioners dizzy and faint, and made it difficult for them to breathe. The hot smashed peppers burned the practitioners' faces and the pain was hard to describe. Not long afterwards, the practitioners started to throw up. It was really horrible, but Hua Zhaojun, An Tongjin and other persecutors stood in the shade and with pleasure, watched the practitioners suffering, and kept insulting them. Their behavior indicated that they had lost their human nature completely and were like savages out of control.

One night in August 2000, people from the Nanyuan Neighborhood Committee arrested and detained practitioner Ha Jianhua. They also sent people to search his home, but didn't find much of anything they wanted. In the end, they found an article related to Falun Gong. As if discovering evidence of a crime, they went back to the office and interrogated Ha for the source of the article. Ha refused to tell them. This group of thugs headed by Zhao Jie then beat him violently. Ha kept silent. They beat him and interrogated him for two days to no avail.

The next evening, they arrested Wang Ruizhen and her husband, pressing for the source of the Falun Gong materials found in the village. Seeing that they couldn't get any clue from the couple, they tried to deceive them into telling them something, but failed. Irritated, they tied the three practitioners to some electricity poles. Zhao Jie used all sorts of threats and tricks, trying to make them give in. Seeing no results, he ordered Hua Zhaojun, An Tongjin, and other people to beat the practitioners. They struck their faces hard again and again. Blood gushed from their noses and mouths. Their faces became swollen. Their heads felt dizzy and the pain in their faces turned to numbness. The perpetrators brought in a plastic pipe. An Tongjin asked his men to beat the practitioners with the pipe. He shouted aloud, "Beat them vigorously! Give it more force! More!" Any man with conscience wouldn't want to beat those innocent people. So no matter how much he shouted, his men just pretended to strike with force. An Tongjin grabbed the plastic pipe and with Hua Zhaojun struck the practitioners on the sides of their legs and waists. Every time they struck, it felt like the skin and flesh of the body was tearing apart. Dark bruises were left on their skin over a large area and they didn't recover for a long time.

After a while, they turned to Wang Ruizhen and her husband, beating them with the plastic pipe all over the body. Wang lost consciousness right on the spot. The perpetrators thought she was dead, so they stopped. Zhao Jie, who headed the group, then ordered people to send the couple home.

After October 1, 2000 (National Day of China), Wang Xinmin, Wang Changwei, and some other practitioners again went to Beijing to appeal for Falun Gong. According to the regulations, the local police should take them back and handle the issue. Therefore, the Nanyuan Neighborhood Committee couldn't get a hand in it. However, when they were taken back by the local police and handcuffed to the electricity pole, Liu Jun, one of the major persecutors on the committee, beat them severely out of rage and used an electric baton on them. He was later stopped by the local police (because they were afraid of being blamed if practitioners were seriously injured or killed under their custody).

Originally, people in the committee had planned to send Wang Xinmin and Wang Changwei to the labor camp. But the labor camp was full and refused to take in any more inmates. So they fined them 5,000 Yuan before releasing them. Zhao Jie and his group were still dissatisfied at not being able to fully complete their persecution. Not long after the two practitioners were set free, they were arrested again and detained in the committee. After torturing them there, they sent Wang Xinmin to the detention center. After he was detained for 15 days, the detention center asked the committee to take Wang back. Zhao Jie refused. Wang ended up being kept there till almost another 15-day period was over. The detention center again urged the Community Office to take him back. Zhao had no more excuses and had to take Wang back. Wang was detained for 28 days altogether. The committee should have let him go home, but Zhao kept him under detention and demanded 2,000 Yuan from his family as a fine. Since his family had turned in large sums of money several times and couldn't afford any more fines, Wang was detained in the committee office for a long time.

In late October of 2000, the committee arrested Wang Changwei, Ha Jianhua, and Pei Yongmei again. Because they refused to give up their faith in Falun Dafa, they were detained for a long time. Zhao Jie tried to force them to write repentance letters that denounced Falun Dafa, and to curse after him the teacher of Falun Dafa. The practitioners wouldn't follow him. Liu Jun and other perpetrators used electric batons to shock them and beat different parts of their bodies.

As long as practitioners were detained in the committee Office, they had no freedom, no food, no drink, and no rest at night. During the day, they were handcuffed to the trees, enduring the cold in winter, heat in summer, and mosquitoes on summer nights. They were only taken back to the room after 10 o'clock at night. While in the room, the practitioners were handcuffed to the heating pipes or a chair. They could only keep the sitting position throughout the night. Early in the morning, they were forced to wash the toilets, sweep the roads, and pick up the leaves. They were then forced to do the cleaning in the room and water the flowers. It took about two hours for them to finish the daily chores. Then they were forced to do other labor, such as mowing, digging holes, trimming trees, watering the land, tidying the flowerbed, and other chores and services.

People in the committee treated practitioners worse than criminals. The criminals still had the right to food and sleep, while they mocked, insulted, and beat practitioners at will. Every day, when the perpetrators came to work, they forced practitioners to do labor on the riverside with them. They made practitioners perform the hardest work. If there was not much work to do during the day, they would handcuff the practitioners to a tree or electricity pole for the whole day. Every night, Zhao Jie came to try to force them to give in. He threatened them: "Now, sign the repentance letters. Otherwise you will have to do labor with other people and you won't have food or sleep. Sometimes, I might ask them to torture you. Let's see how long you can hang on. I don't believe I cannot handle you."

They persecuted practitioners in this way and didn't give them food. So the practitioners' families had to send them food. If their family didn't have time, they would have had to starve. Ha Jianhua had no one to send him food, so other practitioners shared their food with him. Pei Yongmei's home was in Beiwangerzhuang Village, which is over 3 miles away from the committee office. Her mother had to ride a tricycle back and forth over 6 miles every noon to bring her food. So she could only have one meal a day. Sometimes, her mother also sent her food in the evening; thus, she had to go over 12 miles a day. Obviously, it was not hard to imagine how difficult it was for the 60-year old lady to go 12 miles by tricycle to bring her persecuted daughter some food. Wang Changwei's son could not bear to see his father being tortured like that, and so he asked help from his relations and invited them to dinner so as to find a way to have his father released. Zhao Jie extorted 5,000 Yuan from him before he set Wang free. Taking this opportunity, he threatened the other two practitioners, "Look, Wang Changwei was set free after his family turned in 5,000 Yuan. If you two turn in 5,000 Yuan each, I will let you go immediately. How is that?" He knew clearly that the two practitioners couldn't afford the fine, so he said this with ill intention, "See, it's not me who didn't release you. I know you don't have the money. So I come up with an idea for you. Just as I told you, write a few lines. But you won't listen. I can't help you then." The practitioners went through more than twenty days of inhuman torture before they were set free.

A practitioner whose last name is Jiang went to Beijing to appeal for Falun Dafa in the winter of 2000. The night he was brought back and detained in the neighborhood committee office, they stripped off his winter clothes, shoes, and socks, and tied him to a tree. They beat him with rubber clubs and left him in the cold. The next day, An Tongjin and his men summoned other practitioners in the community to come over and insulted him in front of them. He also tried to force other practitioners to persuade him to give in. When practitioners refused, he beat them. It was heart breaking to see Jiang tied to the tree in thin clothes and bare feet, being tortured by beating and cold. The perpetrators fined him 10,000 Yuan before they set him free.

Under Zhao Jie's direction, in June 2001, Liu Jun, who was in charge of the Falun Gong issue in the committee office, took a group of thugs and 7 or 8 soldiers to arrest Ha Jianhua at his home. Ha wasn't in at that moment, so they searched his house and took the Falun Dafa books and some clothes back to the committee office. They arranged for some people to stay at his home and wait for him. When Ha Jianhua arrived on a bicycle, Liu Jun grabbed the bicycle while the soldiers twisted his arms behind his back and carried him to the van. They took him to the committee office and handcuffed him there. Liu Jun, An Tongjin, and Zhao Guangxian beat him while doing the interrogation, asking for the source of the Falun Dafa materials. Ha refused to tell them, so they beat him madly. After a severe beating, they still didn't get what they wanted. They handcuffed him to a tree.

Later, they arrested practitioners Wang Kuiyun, Pei Yongmei, and Wang Xiumei and forced them into the committee office, pressing them to tell the source of the Falun Dafa materials. The practitioners didn't cooperate. The perpetrators handcuffed them onto trees to beat and interrogate them one by one. Liu Jun beat one practitioner (gender unknown) to the ground and shocked him/her with an electric baton. He then stepped on the practitioner's hand with the handcuffs on. He stepped on the hand and, using his body weight, turned his foot on the ground. The practitioner's hand was almost broken by the handcuff. For a long time, he/she couldn't hold up anything with that hand. Seeing that all sorts of torture couldn't make the practitioners give in, the persecutors asked them to write repentance letters. The practitioners refused. Desperately, Liu Jun asked Ma Changling to come over to persuade the practitioners. Ma used to be a practitioner, but betrayed Dafa and collaborated with Sun Xianzheng, head of the "610 Office"* in Kuiwen District of Weifang City. This "610 Office" is one of many throughout the country set up by the Government for purposes of persecuting Falun Gong in all the various levels of government. Ma didn't succeed in making the practitioners give in either. Zhao Jie and Liu Jun again tried all their threats and tricks on the practitioners, but to no avail. Then they sent Ha Jianhua, Pei Yongmei, and Wang Xiumei to a brainwashing center for further persecution.

In September 2001, Liu Jun led his henchmen to Dafa practitioner Ha Jianhua's home. Without a search warrant, Liu opened the door using a key that he had stolen from Ha Jianhua, and ransacked his home in broad daylight. These home invaders turned Ha's home upside down and rummaged through every inch of the home. They damaged his component stereo system, and stole cash hidden between newspapers in the closet. Finally they discovered four pages of Falun Gong practitioners' experience-sharing articles under the sofa cushions. They were excited over the discovery because they had found an excuse to arrest Ha Jianhua. They immediately rushed to his school and abducted him to the neighborhood committee office. While they were at the teachers' office, they also searched Pei Yongmei's desk and discovered truth-clarification materials. Hence they also abducted Pei to the neighborhood committee office. Liu handcuffed both of them to the trees. Liu interrogated them violently about the source of the truth-clarification materials, and tried to make them renounce Falun Gong. When Liu failed to attain either goal, he cursed them and slapped their faces incessantly like a mad dog. Both Ha and Pei's lips were injured and kept bleeding throughout the torture. Their faces and lips soon started to swell. In the afternoon, Liu started another round of violent interrogation. It was as though Liu had gone completely insane. He ground his teeth, cursed them, and showered them with violent punches on the face. Soon their faces were covered with large swollen bumps and became deformed, making a horrible sight. At the end of his wits, the frustrated and enraged Liu sent the two schoolteachers Ha Jianhua and Pei Yongmei to the detention center right before October 1, 2001. The inmates in their respective cells were too frightened by their deformed faces to sleep near them at night.

At the end of 15-day unlawful detention, Liu and Pei were not released. Instead, they were directly transferred to the neighborhood committee office again. Liu then transferred them to the forced brainwashing center directly that night because the forced brainwashing center had the authority to send them to the forced labor camps, which was exactly what he had planned. After throwing the two schoolteachers into the forced brainwashing center, Liu used his influence and connections to suspend both of their salaries.

Jiang Zemin's accomplices at the Nanyuan Neighborhood Committee in Weifang City, Shandong Province have been using the most inhuman means to torture and persecute Falun Gong practitioners in the past few years. They seized Falun Gong practitioners at will. Many Falun Gong practitioners in the area have been repeatedly abducted and some have been abducted more than ten times. Each time the Nanyuan Neighborhood Committee would subject the abducted Falun Gong practitioner(s) to appalling tortures and mutilations. They have a history of abducting batches of five Falun Gong practitioners to the forced brainwashing center or the detention center for torturing. They are especially hard at work before each holiday or so-called sensitive days, such as the National People's Congress' Assembly. In terms of their continuous persecution of Falun Gong practitioners in the past four years, the head of the office, Zhao Jie, once admitted to a Falun Gong practitioner's family, "We have exhausted all means and methods of torture to persecute Falun Gong, but they are still determined in Falun Gong and will never renounce it. I do declare that I am at my wits' end." An Tongjin is another staff member at Nanyuan Neighborhood Committee who often tries to use threats to pressure Falun Gong practitioners to renounce Falun Gong. Other staff members at the committee often claim, "There is no law for Falun Gong practitioners. You are entirely at our disposal. Even if we beat you to death, we may as well report that you were hit by a car or committed suicide and then cremate your body. No one will know the truth." It is sad to know that it's true. That was exactly what Jiang Zemin has ordered, "Death of Falun Gong practitioners from beating is nothing and shall be counted as suicide. The body shall be directly cremated without investigating the person's identification." Jiang Zemin' support and encouragement is the reason why the thugs at the Nanyuan Neighborhood Committee have no fear or reserve when it comes to persecuting Falun Gong practitioners.

"Bankrupting Falun Gong practitioners financially" is another malicious means that the Nanyuan Neighborhood Committee uses to persecute Falun Gong practitioners. The office has gone completely mad and sadistic in collecting illegal fines from Dafa practitioners in Nanyuan precinct. Dafa practitioners in Nanyuan have more or less paid the fines; some of them have indeed gone bankrupt. Some practitioners were repeatedly forced to pay fines. While 500 Yuan is the average monthly income for an urban worker in China, Dafa practitioners in Nanyuan have been forced to pay smaller fines over several thousand Yuan, larger fines over several tens of thousands of yuan, or even larger fines over several hundred thousand Yuan. Wang Changwei was fined four times, paying a total of 16,500 Yuan; Wang Xinmin, three times, 14,500 Yuan; Ding Yaohui, four times, 14,500 Yuan; Wang Ruizhen, twice, 11,500 Yuan; and Jiang, once, 10,000 Yuan. I am only listing the fines exceeding 10,000 Yuan. There are many other Dafa practitioners in Nanyuan that were given fines in the thousands of Yuan. According to incomplete statistics, 37 Dafa practitioners in Nanyuan have been forced to pay fines to Nanyuan Neighborhood Committee, in the total amount of 102,400 Yuan to date.

In addition, the three schoolteachers, including Wang Xinmin, Ha Jianhua, and Pei Yongmei, are subject to even more severe financial persecution. Their monthly salaries have been suspended since November 1999. Sometimes they are given 200 Yuan for minimal monthly expenses. However, they actually received less than 150 Yuan after their mandatory housing community fee, retirement insurance, and medical insurance have been deducted from their salaries. Occasionally they were given 300 Yuan for minimal monthly expenses, but most of the time they had to work without pay. However, they continue to conduct themselves according to the principles of Truthfulness, Compassion, and Tolerance, and remain people of high morality wherever they go. The following is a rough calculation of how much the Nanyuan Neighborhood Committee and the school had suspended from their salaries, insurance premiums, and other forms of compensation.

Wang Xinmin: Suspended about 70,000 Yuan in salary, housing assistance, and medical insurance premiums. Combined with the fines, Wang Xinmin has been robbed of over 90,000 Yuan.

Ha Jianhua: Suspended about 55,000 Yuan in salary, housing assistance, and medical insurance premium. Combined with the fines of 3,500, Ha Jianhua has been robbed of over 60,000 Yuan.

Pei Yongmei: Suspended about 45,000 Yuan in salary, housing assistance, and medical insurance premium. Combined with the fines of 5,000, Pei Yongmei has been robbed of over 50,000 Yuan.

This is no more than a rough calculation. These three schoolteachers have actually been robbed of more than this amount. Based on our calculation, Nanyuan Neighborhood Committee has stolen over 260,000 Yuan from Dafa practitioners. Because of Nanyuan Neighborhood Committee's extortions, they lost their many years of savings. Some practitioners even had to borrow from other people to pay the fines. Some ended up having debts everywhere, and eventually had to sell their homes and property to put food on the table. Some are starving. Zhao Jie and his henchmen at Nanyuan Neighborhood Committee divide Dafa practitioners' hard earned savings and spend it lavishly.

The former principals of Nanyuan School, Han Shanguang and Pan Chunde, completely cooperated with Zhao Jie in persecuting these three schoolteachers, and forced them to give up their jobs and leave home, going into hiding. Although Nanyuan Neighborhood Committee started the persecution, the school has become its partner in crime. Pan Chunde and Zhao Jie even plotted the financial persecution together. They suspended the three schoolteachers' salaries, as well as their housing assistance and medical premiums. When Dafa practitioners asked for their salaries and supplementary payments back, Pan and Zhao told them nothing but lies and pushed away their responsibilities. While Liu Jun illegally detained these three Dafa practitioners, Pan and Zhao went to Liu and together they canceled the three teachers' payment contracts with the school. Later on, Nanyuan Neighborhood Committee issued an order to recover their payment contracts, but Pan Chunde refused to process the request to recover the payment contracts. Because of Pan's obstruction, these three schoolteachers did not start receiving their monthly salaries until March of the following year while they should in fact have start receiving them in December. Pan directly caused them to lose four months of salary. He severely violated their legal rights.

After the policemen in Ershilibao Police Station abducted Dafa practitioners Mr. and Mrs. Liu Peidong in Maozizhuang, Liu Jun led a group of his henchmen to break into their home. They looted everything of value, and even abducted their dog. Mr. and Mrs. Liu Peidong still have not gotten precious belongings such as a color TV and a quilt back. Each time their family went demanding the return of their property, they shifted the responsibility around and denied having committed the robbery.

Under Zhao Jie's leadership, his henchmen at the Nanyuan Neighborhood Committee, especially Liu Jun, have committed a lot of crimes against Dafa practitioners in Nanyuan. They have brutally tortured Dafa practitioners psychologically, physically, politically, and financially. These Dafa practitioners' family members have also fallen prey to overwhelming psychological pressure and have been living under the threat of terror.
