Honorable Mr. President:
We were shocked to learn that on Jan. 24 and 26, peaceful Falun Gong
practitioners were detained and roughly treated by the Paris police. The police
claimed that the color yellow as well as clothing and accessories with "Truth,
Compassion, and Tolerance" were illegal in France on those days. These actions
are alarmingly similar to those carried out by the Chinese police in their
persecution of Falun Gong in China. The World Organization to Investigate the
Persecution of Falun Gong (WOIPFG) is gravely concerned about the fact that such
injustice happened in the democratic country of France.
WOIPFG has launched investigations into the Chinese government's attempt to
export its persecution of Falun Gong to other countries through political,
economic, and diplomatic means. We have found that most western democratic
countries are well aware of the PRC's genocidal persecution of Falun Gong
practitioners in China and have condemned and resisted the regime's attempt to
export the persecution onto their own soils. For example, in July 2002, the U.
S. Congress unanimously passed Resolution 188, which calls for an end to the
persecution in China and investigation of the reported harassment of Falun Gong
practitioners in the U.S. by Chinese agents. However, a few countries have bowed
to China's pressure in exchange for political and trade benefits. During state
visits by high-ranking Chinese officials, these countries have abandoned their
democratic principles and obligations to safeguard justice. Sometimes they have
even violated their own laws and the basic human rights of Falun Gong
practitioners.
The wrongful conduct of the French police force is evidence that the Chinese
Communist regime is indeed exporting the persecution to other countries. WOIPFG
has initiated an investigation of this incident and is in the process of
obtaining evidence. The initial investigation report will be made public
shortly. Further, on December 8, 2003, WOIPFG, together with several
international organizations in different countries, established "The Committee
for an International Special Tribunal on the Persecution of Falun Gong." We will
join others around the world to promote the establishment of an International
Special Tribunal on the Persecution of Falun Gong. This special tribunal will
refer to the precedent set by the Nuremberg War Crimes Trial to bring those who
initiated and/or participated in the persecution of Falun Gong to trial.
Mr. President, the French people will never forget the suffering France
endured during World War II. Throughout history, there have been many tragedies
as a result of tolerating and even capitulating to brutality. Surely you would
agree that China must not be allowed to export the persecution of Falun Gong to
France. We believe that the injustice was not of your choosing; however, a
sovereign, democratic nation has the responsibility to investigate and correct
wrongful conduct by its government officials. WOIPFG is ready to work with your
government to further investigate this matter for a positive outcome and to
minimize the negative impact of this injustice on the reputation of France.
