The Death of Two Falun Gong Practitioners in Boli County, Qitaihe City, Heilongjiang Province

Ms. Liu Xin, teacher of Dasizhan Town Middle School in Boli County, Qitaihe City in Heilongjiang Province, and Mr. He Ping were persecuted to death by local police in 2001 and 2002 respectively.

Ms. Liu Xin, 40 years old, was a teacher at the Dasizhan Town Middle School. On November 22, 1999, former Political Security Section chief Sun Chengyi arrested Ms. Liu while she was clarifying truth to the county police department. She asked them not to persecute good people who practice Truthfulness, Compassion and Tolerance. She was sent to the county detention center and was locked up for 45 days after being fined 4,000 yuan*. Because Ms. Liu never gave up cultivation, she was arrested at her home by Tasizhan Town police on Feburary 21, 2000 and was sent to the county detention center. While she was in the detention center, she was traumatized both physically and mentally. Her whole body swelled up and she was very close to death. Under strong protest from her family (it was said that her husband paid Sun Chengyi several thousand yuan), she was released to go home. After returning home, she was continuously harassed by her workplace and the local police station. She passed away on August 23, 2001.

Mr. He Ping, 35 years old, was a Falun Dafa practitioner with Changxing Forestry in Boli County, Qitaihe City in Heilongjiang Province. Because he continued practicing Falun Gong, he was arrested by Changxing Forestry Police Station and sent to the county detention center on November 12, 1999. While in the detention center, the warden instructed other prisoners to beat He Ping, and let the other prisoners choke Ping until he was near death. He was released after more than 6 months of persecution in the detention center. Former Political Security Section chief Sun Chengyi later sent him to Suihua Forced Labor Camp for two years on July 24, 2000. Due to the severe torture he received in the county detention center, Ping was diagnosed as being unfit and was sent back to Boli County Detention Center. The persecution continued in the county detention center and he was released one month later in an extremely weak condition. On September 8, 2000, Ping went to Beijing to peacefully appeal for Falun Gong, and was arrested and sent back to Boli County Detention Center. In December 2000, under the instruction of former county police department chief Lizhu Shi and former political security section chief Sun Chengyi, in order to improve the so called "transformation rate" and get a reward, warden Shichun Chen and other prisoners started to torture Ping like crazy. They forced Ping to his knees on bricks with no clothes, and beat him with plastic pipes while verbally insulting him loudly until Ping's whole body turned black and he passed out. Such torture continued for 21 days, resulting in an otherwise perfectly healthy young man becoming a skinny skeleton with just one shred of breath left. For fear of the consequences, they released Ping in August 2002. Within 3 months after returning home, Ping passed away. He is survived by a father over 80 years old.

* Yuan is Chinese currency, the monthly salary for an average Chinese urban worker is about 500 yuan.
