Cases of Persecution in Pingjiang, Hunan Province

1. Ms. Peng Kuifang, 40, is from Meixian Town, Pingjiang, Hunan Province. She has suffered persecution because she is steadfast in practicing Falun Gong (Falun Dafa). The Pingjiang Security Department abducted her and sent her back to Pingjiang because she went to Beijing to appeal for Falun Dafa in November 1999. Zhu Ting, head of the local police station, and another vicious police officer, brutally beat her.

Ms. Peng was illegally detained on seven occasions because of her persistence in practicing Falun Gong and was fined 4,000 Yuan [500 Yuan is the average monthly income for an urban worker in China]. Her home has been ransacked many times. The local police and local government officials have often intimidated her family, putting them under surveillance and forcing her husband to promise to monitor Ms. Peng's every movement. Ms. Peng had no other option but to leave home for several months.

2. Ms. Chen Xinglan is from Meixian Town, Pingjiang, Hunan Province. She was detained for one month and fined 2,000 Yuan because she went to Beijing to appeal for Dafa. She was regarded as a primary target for surveillance. Ms. Chen was forcefully sent to the "brainwashing class" on two occasions. Her family was harassed several times by the authorities.

3. Ms Wang Xuelian, 40, is from Meixian Town, Pingjiang, Hunan Province. She was detained for one month, forcefully sent to the brainwashing class twice, and fined 2,000 Yuan because she resolutely practices Falun Gong. While she was detained, the local police station and the local government threatened and intimidated her husband, saying they would demolish his house and sentence Wang Xuelian to prison. Therefore, her family collected more than 2,000 Yuan and gave it to the police department to secure her release.

4. Ms. Li Yuehua, 60, is from Meixian Town, Pingjiang, Hunan Province. Both she and her husband were persecuted by being sent to the brainwashing class three times. Their home was ransacked several times and their tape recorder, video player, and CD player were confiscated. Furthermore, the local police station detained the couple for two days and nights.

5. Ms. Zhong Dingxiang, 60, is from Meixian Town, Pingjiang, Hunan Province. She has suffered persecution because she persistently practices Falun Dafa. The local police detained her for two days and one night and extorted 1,600 Yuan from her. She was forcefully sent to the brainwashing class twice. She is frequently harassed and is considered by the authorities to be a so-called "primary target of surveillance."

6. Mr. Shan Baipei, 57, is an employee of the Pingjiang Water Company. His wife Sun Aixiang, 53, is an employee of the Pingjiang Bai Textile Company. Both of them practice Falun Dafa. They have endured persecution many times since July 20, 1999. Their home was ransacked four times and they were fined 1,000 Yuan. Mr. Shan Baipei was detained four times in the detention center and six times in the Pingjiang Mental Hospital. Sun Aixiang was detained twice in the detention center and twice in the mental hospital, all together for more than half a year. She was also sentenced to forced labor reform for a year. However, the forced labor camp refused to accept her due to "health reasons." Shan Baipei was illegally detained in the detention center for a month because he went to Beijing to appeal for Dafa. His work unit illegally removed him from the staff roster, with a one-year probation. His salary was lowered by two pay levels. His son was illegally prohibited from working for two months. In July 2000, their home was ransacked a second time and the couple was detained for almost a month. Their home was ransacked a third time in January 2001. The National Security Section took Shan Baipei away and detained him in the detention center for two months. His work unit stopped paying his salary for a year, and he was fined 1,000 Yuan. The National Security Section took his wife, Sun Aixiang, to the national security office and brutally beat her. Because of being kicked, Ms. Sun sustained injuries to her abdomen and severe bleeding from her anus. After being detained in the detention center for five months, Ms. Sun was then sentenced to forced labor reform for a year. Under Teacher's protection, she was refused entry to the labor camp twice because she was "sick." The couple's home was ransacked a fourth time in November 2003. Mr. Shan Baipei is still detained in the detention center.
