Liu Xin, female, 40, was a teacher of Dasizhan Town Middle School in Boli County, Qitaihe City, Heilongjiang Province. On November 22, 1999, Liu went to the Boli County Police Department to advise police not to persecute Falun Gong practitioners. She was arrested by the political security section chief at that time, Sun Chengyi. Later she was jailed in the county detention center for 45 days. Since Liu kept practicing Falun Gong after her release, police from Dasizhan Town Police Station arrested her on February 21, 2000 and sent her to the county detention center again. During detention, Liu was tortured both mentally and physically. As a result, she developed edema all over her body. Seeing that she was near death, the political security section of the Boli County Police Department extorted several thousand yuan from her family and sent her home. Not long after she returned home, Liu passed away on August 23, 2001.
