As soon as the persecution started, Liu Shijie immediately made arrangements to collect the names of Falun Gong practitioners, and forced them to be fingerprinted and photographed. He slandered Dafa and our Teacher at assemblies of a thousand people, instigated hatred in people who did not know the truth about Falun Gong, fabricated crimes to frame Falun Gong practitioners, and unjustly detained them. He monitored and wiretapped practitioners who were persistent in their practice. He made phone calls to harass practitioners or broke into their houses in the night. Liu Shijie also held brainwashing classes and sent practitioners who were persistent in their belief to labor camps. He forced many practitioners to leave their homes and live in exile to avoid being persecuted. On politically sensitive days, he searched the homes of practitioners' relatives with the excuse of looking for the practitioners, threatening them and punishing them simply because they were related. In the summer, he detained Dafa practitioners in damp, dark rooms and exposed them to mosquitoes. He gave them no water or food. In the winter, he took off their winter clothes and shoes, and then tied them to a tree, freezing and starving them for a whole night. His subordinates beat many practitioners.

In the name of arresting Falun Dafa practitioners in Beijing, Liu Shijie sent several of his subordinates round trip airplane tickets. They lived in luxury hotels, dined in five-star restaurants, purchased expensive gifts, took tours, and went sightseeing. All this was at the expense of Falun Dafa practitioners. A practitioner who went to Beijing would be fined 5,000 to 8,000 Yuan ⁽¹⁾. Some practitioners had been fired from their jobs and had no source of income. Liu Shijie deducted the money from their parents' retirement. Some senior practitioners had only a few dozen Yuan in living assistance, which was also completely drained. When sending practitioners to labor camps, he demanded several hundred Yuan from practitioners' families, with the excuse that it was needed in order to make prison uniforms. During the brainwashing sessions, he forced every practitioner to pay several dozen Yuan for living expenses and to purchase overpriced goods.
