Sweden: A Letter from Swedish Falun Gong Practitioners to the Chinese Ambassador to Sweden

Dear Mr. Ambassador,

We are Falun Gong practitioners in Sweden. We have come here today to hold this peaceful vigil in the hope that you could pay attention to some recent happenings in China and call on the Chinese government to stop persecuting Falun Gong immediately and bring to justice Jiang Zemin, the prime culprit in the persecution, and his accomplices Luo Gan, Liu Jing and Zhou Yongkang.

During the last four and a half years of persecution, hundreds of thousands of Falun Gong practitioners have been incarcerated, detained in forced-labor camps and psychiatric hospitals, and even more have been forced to leave their jobs and homes and have lost their most basic rights as human beings. In the last month alone, more than twenty Falun Gong practitioners were persecuted to death, dramatically raising the number of known cases of deaths in custody to 884. Moreover, Falun Gong practitioners in Hebei and other places have been subjected to violent arrests and kidnappings because of their successful efforts to clarify the facts to the general public. Many have been put into life-threatening situations.

Jiang Zemin, chairman of the CCP Central Military Commission, former CCP general secretary and Chinese state president, is the initiator and prime culprit of the whole persecution campaign. Four years ago, out of a pathological jealousy towards the vast popularity of Falun Gong among the public, he started the ruthless persecution against the peaceful and non-political practice. Since then, he has been using the most brutal torture methods and nastiest lies in his systematic attempt to quash people's belief in Falun Gong; he has been forcing officials and policemen to become his accomplices; he has been selling China's territory and economic interests to encourage the international community to remain silent on the genocide taking place in China and he has been using the whole state propaganda machine to deceive the people, including officials at all levels, to incite hatred among Chinese people both at home and abroad against their own people.

He set up the "610 Office", a Gestapo-like organization specializing in persecuting Falun Gong practitioners. He gave the "610 Office" unlimited powers in dealing with Falun Gong practitioners, and instructed the office to "defame their reputations, bankrupt them financially, and destroy them physically". His policies have led to a complete breakdown of the legal system, effectively leaving the country in the hands of murderous thugs. Jiang Zemin and his accomplices are China's most malicious offenders. If the country is ever to enjoy any peace and stability, it is paramount that these scoundrels are brought to justice.

Luo Gan, CCP's Politburo member and secretary of the CCP Politics and Law Committee, is an extremely murderous accomplice of Jiang Zemin. Directly in charge of the "610 Office" operation, he has been directly involved in the design and execution of the whole campaign of persecution from the very beginning. The disaster his actions have brought about and the trauma he has inflicted upon the people and society are unprecedented in Chinese history.

Luo Gan started systematic harassment of and interference with Falun Gong practitioners long before the persecution officially began. In April 1999, he colluded with his relative, He Zuoxiu, to provoke the so-called Falun Gong incident in Tianjin, and then intentionally aggravated the situation even further, resulting ultimately in the 25th April Zhongnanhai Incident. It was a premeditated attempt to frame up strictly non-political Falun Gong practitioners. During the persecution campaign, he dedicated the whole state security and police agencies to escalating the persecution, arresting, incarcerating and torturing practitioners without mercy. Furthermore, he single-handedly orchestrated the staged Tiananmen self-immolation incident in order to undermine the good reputation of Falun Gong and demonize innocent practitioners.

Liu Jing, Vice-Minister of China's Ministry of Public Security and the responsible person for the "610 Office", has been in charge of the detailed operational matters of the nation-wide persecution of Falun Gong practitioners.

As leader of the "610 Office", Liu Jing has been extremely active in implementing Jiang Zemin's directives in persecuting Falun Gong. On the 4th January 2002, at a meeting of all provincial officials responsible for the persecution in Jilin Province, Liu Jing passed on Jiang's words: "Cracking down on Falun Gong is at present the highest priority of the whole country and the whole party." Before the Chinese New Year in 2002, Liu Jing gave orders to "completely exterminate Falun Gong". He also ordered that policemen be authorized to shoot on site any Falun Gong practitioners found publicly distributing materials that revealed the facts of the persecution of Falun Gong.

Liu Jing was directly involved in planning and staging the self-immolation incident on Tiananmen Square. He also played an active role in organizing the propaganda campaign centered around the staged self immolation to incite hatred against Falun Gong. He personally spread the lies at a press conference held a month after the incident.

Zhou Yongkang, minister of public security, was sued in the United States for Torture and Crimes Against Humanity when he was the CCP secretary of Sichuan Province. Together with other senior party and governmental officials of Sichuan, he perpetrated appalling crimes against Falun Gong practitioners in the province.

Zhou, who has close family connections with Zeng Qinghong, was personally responsible for the anti-Falun Gong operation in Sichuan, China's most populous province. Under him, the persecution was not just limited to practitioners themselves but had extended to their family members and relatives, who would be implicated if they failed to make practitioners in their families give up the practice. Statistics suggest that between July 1999 and December 2003, seventy nine Falun Gong practitioners were persecuted to death in Sichuan.

Because of his brutality and absolute ruthlessness, Zhou Yongkang was promoted to minister of public security. On the 9th December 2003, at one of the first meetings he presided over as minister, Zhou told the main cadres of China's police force to continue intensifying their persecution of Falun Gong, saying "seriously cracking down on Falun Gong is still the key point of China's public security work".

Good acts will be rewarded with good returns, and evil deeds will be met with due karmic retribution. There is no time to lose in bringing these criminals to justice. The despicable crimes perpetrated by Jiang Zemin and his accomplices have been exposed in broad daylight. The morality and conscience of the human race will not allow these crimes to continue unchecked. More and more people in the international community have stood up to voice their concerns over the horrendous human rights violations in this four-year-old campaign of persecution, which has been happening with unimaginable severity on an unprecedented scale in human history. We hope that Chinese officials on all levels can also wake up to the cruel reality and start doing whatever is in their powers to try to put an end to the evil persecution as quickly as possible.
