Understanding the '9 Dos and 9 Don'ts' Policy of Public Safety Department; Warning the Followers of Jiang's Group to do Good Things to Make up for Their Crimes in Time
(Clearwisdom.net) At the nationwide meeting of secretaries of
discipline inspection commissions from public security departments on February
11 this year, it was emphasized that there are "9 dos and 9 don'ts."
Among them were: "firmly defend the citizen's legitimate rights and
interests; respect and protect human rights; do not abuse forced approaches,
guns and police equipment; do not extort evidence by torture; do not exceed
detention terms; do not verbally abuse; and do not infringe upon human
rights." How can the meaning of this sentence be fully understood? The author thinks that "defending the citizen's legitimate rights and
interests" is the basic function of the Ministry of Public Security. Now
that it has been emphasized at a nationwide meeting where department chiefs and
bureau chiefs at various levels were all present, the need for the instruction
at least implies that public security officers and police officers do in fact
"abuse forced approaches," "abuse guns and police
equipment," "severely extort confession by torture and detain people
over time," "insult persons and offend human rights," "do
not defend citizen's legal rights and interests," and "do not respect
and protect human rights." These situations must be extremely serious in
order to require such a meeting to clarify the Public Security policy. In the more than four years since July 20, 1999, Jiang Zemin's group of
political scoundrels, including the Minister for Public Security Zhou Yongkang,
treated hundreds of thousands of Falun Gong practitioners exactly like this. By February 2004, almost 900 Falun Gong practitioners have been killed by
public security and police systems. There are still several hundred thousand
practitioners in the jails and suffering various forms of torture, forced
confessions, extortion of money, extended detention terms, forced brainwashing
and more. The huge pressure caused by the chain-reaction of this policy
penetrates the country's internal affairs and external diplomacy as well as all
aspects of people's daily life. Therefore, understanding this from a different angle, it seems that if the
Falun Gong issue cannot be resolved, these "9 dos and 9 don'ts" will
be a joke. The policy is only used to fool themselves, the public and the media. In fact, because the persecution of Falun Gong has reached every aspect of
the society, a direct resolution to the Falun Gong issue has become crucial. The
persecution has exceeded the Falun Gong practitioners themselves and is severely
delaying the rate of development of China. The Chinese government claims that the situation of human rights is
improving. They call it "the best period of human rights," but
millions of people are being persecuted and the human rights situation is
actually regressing. It is frequently the subject of worldwide condemnation and
finds itself counted among countries with the worst human rights records. On the surface, the media is asked to expose lies in order to increase
creditability. In reality, however, all media have been forced to create or
repeat the enormous lies about Falun Gong. Governors at various levels were just released from decades of propaganda
during the cultural revolution and previous political campaigns in China. But
now they have been forced to participate in the persecution of Falun Gong
practitioners at work and of their family and their relatives. They are required
to expose their colleagues and family members, again stirring up the ugliest
aspect of human nature. In the legislative system, when it should turn to "governing the country
by law," the Chinese judicial system deprived Falun Gong practitioners of
their basic right to a fair defense. It has been made illegal even for Falun
Gong practitioners to appeal to a higher level. Judges often hold closed door,
secret trials to just go over the trial formality in many places with the
sentence determine before the trial has begun. The legislative system has been
backed up for dozens of years. In the public security system, on the surface, the quality of executing the
law has been the focus of a request for improvement. But in practice, public
security and police officers faced pressure and orders from higher authorities
and utilized all sorts of torture against Falun Gong practitioners in order to
save their jobs. They killed innocent Falun Gong practitioners and claimed that
the deaths were caused by suicide. For diplomatic agents overseas, the focus of their work has been unexpectedly
changed from international affairs to eradicating Falun Gong, their own
countrymen who live abroad, to the end. In fact, it is not limited to these aspects. Many wise people in various
occupations and trades have sensed the great embarrassment caused to the entire
society because of the persecution of Falun Gong. When a policeman beats a Falun Gong practitioner to death and gets praise
instead of punishment, is the Falun Gong practitioner the only victim? Hasn't
the policeman been trained to this new low standard and considers it acceptable
to beat other people to death as well? Sun Zhigang was killed just because he
forgot to bring his temporary living identification papers and this case shocked
the whole country. Everyone ought to know that this was the same police station,
at Tuanhe, Guangzhou Province, where at least three Falun Gong practitioners
were tortured to death, even before this notorious event. As long as the persecution of Falun Gong continues, the society will not be
able to truly stabilize. The degeneration of human moral standards hurts all
people in society, including those policemen. It was said in the "9 dos and 9 don'ts" that "we need to
investigate the rules that stabilize society and public security under the
current situation," and "don't ignore the situation that has already
had profound changes." What is the "principle for the stability of society"? Will it
benefit the stability of society while persecuting "Truthfulness,
Benevolence and Forbearance"? Isn't it clear that all the chaotic elements
in China's society are caused by the lack of "Truthfulness, Benevolence and
Forbearance" in everyone's heart? What is "the profoundly changed situation"? Falun Gong has been
broadly recognized all over the world. The basic rights of numerous Falun Gong
practitioners in Mainland China must be guaranteed and the Falun Gong issue has
to be directly addressed as soon as possible. Society needs Truthfulness,
Benevolence and Forbearance and the world needs Truthfulness, Benevolence and
Forbearance too. According to reports, a high-level "610 Office" from a certain
region recently issued an urgent decree, ordering all "610 Offices"
below the county level to collect back internally all the related documents and
material evidence used in the persecution of Falun Gong since 1999, attempting
to destroy all evidence ordering the persecution of Falun Gong. In the meantime,
some local government officials are ignoring the dramatic changed situation,
creating a so-called "important activity" name list and continuing to
do obtuse things without realizing the implications of their actions. Over the past four years, the central "610 Office" has always
issued orders verbally or asked that original documentation be taken back after
being read, all in an effort to destroy evidence of the persecution and to
maintain an escape route for themselves. Now they are putting more effort into
destroying the evidence of their crimes. No matter from which angle one wants to understand it, the "9 dos and 9
don'ts" from the ministry of public security demonstrate the embarrassment
of the public security and society caused by the persecution of Falun Gong. It
exposes the seriousness of torture and the violation of human rights against
Falun Gong practitioners in the current situation, reminding people that one can
not let it go when seeing those who enforce the law but break the law
themselves. Those who abuse political power like Jiang Zemin, Luo Gan, Liu Jing, Zhou
Yongkang and others form a small group, and their infringement of the Falun Gong
practitioners' human rights is generating too great a burden on society and too
much death and hatred. They chose to be in charge of the persecution and hence
committed huge crimes. Eventually, they will be severely punished by the
universal principles and society's laws. No matter how brutal the persecution is in certain regions now, Jiang's group
is doomed. It is only their last, desperate performance left before their
elimination. This persecution should not continue and will not continue in favor
of their will. Those who follow Jiang's group and worsen the situation will be
sent to justice sooner or later if they can not atone for their crimes and save
