Record of Crimes Committed by Liu Jing, Chief of the "610 Office"

Recently, Falun Gong practitioners in many countries have gone to the local Chinese embassies and consulates one after the other to call out "Bring Jiang Zemin, Luo Gan, Liu Jing and Zhou Yongkang to Justice!" Jiang Zemin and his chief accomplices Luo Gan, Liu Jing, Zhou Yongkang, have gotten so much blood on their hands during the past four years' persecution of Falun Gong. Because information is tightly blocked by Jiang's Regime, people outside of China still do not have a comprehensive understanding of the facts of the persecution. However, from the little bits of news obtained by breaking through the tight information blockade, people can easily see that Liu Jing, the Deputy Minister of Public Security Department and the Chief of the "610 Office," is dead-set on exerting his full strength for Jiang Zemin in the campaign to eradicate Falun Gong, whether acting behind the curtain or taking center stage.

1. Spreading Lies in Geneva, Switzerland

In April 2000, at the meeting of the UN Commission on Human Rights annually held in Geneva, Switzerland, the Chinese Government Representative Liu Jing lied to the world in the face of international condemnation for China's human rights violations and attempted to cover up the brutal persecution of tens of millions of Falun Gong practitioners that was happening in China. He said China's human rights situation at that time was in its best period in history and that authorities did not arrest or illegally beat any Falun Gong practitioners. At the same time, he took the opportunity to defame Falun Gong without restraint.

At the meeting of the UN Commission on Human Rights held in March 2001, in Geneva, Switzerland, when faced with large numbers of documented cases of people tortured to death, Liu Jing brazenly deceived the world again and claimed none of these cases were true despite the fact that they all listed specific names, times, places and details of the torture.

Liu Jing, who used clumsy lies in an attempt to justify Jiang's brutal persecution of Falun Gong to the members of the UN Commission on Human Rights, is simply the criminal head and Chief of the notorious of the "610 Office," a specially created office that directs the persecution of Falun Gong for Jiang's Regime.

2. Plotting and Implementing Persecution Through the "610 Office"

The "610 Office" is a secret organization that was set up on June 10, 1999, and directly led by Luo Gan, Secretary of the Political and Legal Committee of the Chinese Communist Party. On handling the issue of Falun Gong, the "610 Office" not only has authority above the law, Party and governmental organizations, public security organs, procuratorial organs and the people's court, judicial departments, and all other governmental offices, it also has the authority to direct news and media institutions in every region. Spanning all levels of government, from the central to the local, from above to below, it was formed as an independent and tightly organized operating entity to act as the headquarters for Jiang Zemin's regime to systematically persecute Falun Gong. The "610 Office" directly plots, manipulates, and participates in the regime's illegal campaign that persecutes, defames, and fabricates rumors against Falun Gong and Falun Gong practitioners. In particular, the policies of the "610 Office," implemented throughout the persecution, of "defaming their reputation, bankrupting them financially, destroying them physically," "considering it suicide if beaten to death," and "cremating the body on the spot without checking the identity" amount to coordinating, assisting, and directly carrying out the crime of genocide ordered by China's leader, Jiang Zemin, in his oppression and persecution of Falun Gong. The destructive and devastating role carried out by the "610 Office," an organization of terror, has truly affected every household, neighborhood and workplace within China

All the activities of the "610 Office" are done secretly since they are too shameful to bear the light of day. For example: abducting and secretly arresting Falun Gong practitioners from their homes; without any trial, directly sentencing Falun Gong practitioners and sending them to jails or forced labor camps; expending huge amounts of money to run brutal brainwashing centers all over the country; forcing Falun Gong practitioners to give up their own belief; inhumanly torturing the firm and unyielding Falun Gong practitioners physically and psychologically; in jails and forced labor camps, using all methods of torture ever created to persecute Falun Gong practitioners, not even excluding children or the elderly. As of March 4, 2004, it has been confirmed that at least 896 Falun Gong practitioners have been persecuted to death.

The crimes committed by the "610 Office" in its persecution of Falun Gong are too numerous to record. Liu Jing, as Chief of the "610 Office" bears the direct responsibility for them all.

3. Giving Confidential Instructions to Special Agents in order to "Eradicate Falun Gong"

On August 8, 2000, six people which the authorities claimed to be Falun Gong practitioners were personally escorted from Beijing to Masanjia Forced Labor Camp in Liaoning Province by the Chief of the "610 Office," Liu Jing. On the way, Liu Jing gave confidential instructions to them. Among them, some were handcuffed and some were barefoot. The six phony Falun Gong practitioners made a show of publicly renouncing their belief and demonstrating they new understanding which complied with the government propaganda within several days after they arrived at Masanjia. The six individuals then began spreading fabricated stories and telling others they were Falun Gong practitioners in order to gain credibility. Actually, the six persons were special agents sent personally by Liu Jing from Beijing.

These several fake Falun Gong practitioners carried Falun Gong books in their pockets and located practitioners whom they thought they could disorient with their twisted logic. They canvassed and lectured all over, misinterpreting the true principles in the Falun Dafa teachings and spouting fabricated principles which caused a very bad impact on the local communities they visited. Liu Jing's purpose for employing such agents was to deceive and delude Falun Gong practitioners from the inside so as to disorient them and get them to renounce their belief in the principle of "Truthfulness-Compassion-Tolerance." The six persons only stayed at Masanjia for four months and then went back to Beijing. Before long, one of them died in a car accident.

Liu Jing and Luo Gan often went to Masanjia together to personally inspect the progress of the brainwashing efforts against Falun Gong practitioners. Liu Jing once conducted a class there himself, and ordered the police to use all means to force Falun Gong practitioners to give up their belief. Masanjia Forced Labor Camp once played Liu Jing's lecture to frame Falun Gong's founder and to defame Falun Gong. His instructions to the police: "For those who do not give up their belief in Falun Gong, just brutally torture them mentally and physically." Luo Gan and Liu Jing also gave lectures throughout the province, on the cruel methods that Masanjia employed to torture Falun Gong practitioners, which caused pervasive brutal persecution to be employed in all detention centers, forced labor camps, and jails throughout Liaoning Province. Masanjia Forced Labor Camp, which is located in the suburb of Shenyang City, is one of the most notorious places where Falun Gong practitioners are tortured most brutally in China. Many Falun Gong practitioners have died as a result of the persecution they received there. The Masanjia Forced Labor camp will also be noted in history for employing the torture tactic of stripping eighteen female Falun Gong practitioners, who refused to renounce their belief, naked and throwing them into male prison cells without police supervision.

4. Framing Falun Gong Using the Staged "Self-immolation in Tiananmen Square"

At the end of February 2001, Mrs. Mary Robinson, the UN High commissioner for Human Rights, attended a seminar on punishment of minor crimes in Beijing. On February 27, she said in the press conference held in Beijing: "It is very clear that Falun Gong practitioners' human rights are being infringed currently in China." Facing strong criticism from the international community, the Chinese authorities employed brutal means to persecute Falun Gong. On February 27, Liu Jing, who was also in charge of a governmental office entitled, "Preventing & Handling Cults Office" which had been newly established by China's State Department, unusually held a press conference and censured Mrs. Robinson as being ignorant. He also personally framed Falun Gong by using the "Self-Immolation in Tiananmen Square" occurring just prior to her visit. He did his utmost to increase the persecution against Falun Gong practitioners and cover up the evidence of police torture of Falun Gong practitioners.

In the press conference, Liu Jing was evasive and did his utmost to avoid answering the questions regarding Falun Gong practitioners' death in police custody. However, when he was asked whether his office was going to take over the "610 Office," he became very afraid that the existence of the "610 Office" had been exposed and tried his best to avoid answering the question. In fact, Liu Jing personally helped plot and implement the staged "Self-Immolation in Tiananmen Square," as well as was responsible for the creation of propaganda to incite hatred against Falun Gong. The staged "Self-Immolation in Tiananmen Square" is Jiang's biggest lie to frame Falun Gong and had the effect of inciting people who did not know the facts to have enmity for Falun Gong, and gave Jiang's regime an excuse for escalating the persecution against Falun Gong. Regarding the truth of the staged "Self-Immolation in Tiananmen Square," an organization known as the International Education Development (IED) pointed out in a report dated August 14, 2001: the self-immolation incident in Tiananmen Square "was staged by the government"; and they had copies of that video available for distribution.

5. Giving the "Shoot to Kill" Order

Before the Chinese New Year in February 2002, Liu Jing held a meeting regarding the persecution of Falun Gong in Changchun City's Nanhu Hotel, Jilin Province. During the meeting, Liu Jing angrily criticized Jilin Province's lack of effectiveness in the persecution and gave a strict order to "completely eliminate" Falun Gong. The order of "shoot to kill" defenseless Falun Gong practitioners was given in this meeting. After this, terror reigned in Changchun City.

Before the Chinese New Year of 2002, the Changchun City Public Security Bureau conducted a large-scale arrest of Falun Gong practitioners on several successive nights. The order given at that time was: if Falun Gong practitioners are discovered in the act of putting up posters or hanging up banners, the police can shoot to kill. Clearwisdom.net has previously reported numerous incidents of Falun Gong practitioners being shot in Mishan City, Heilongjiang Province and Anshan City, Liaoning Province. On February 16, 2002, mere days after the Chinese New Year, the policemen of Anshan City opened fire on three Falun Gong practitioners while conducting an illegal arrest. One policeman fired four shots in succession, wounding one practitioner's leg. The policeman of Mishan City, Du Yongshan, discovered practitioner Jiang Honglu posting truth-clarifying materials at around 2 a.m. on February 12, the first day of the Chinese New Year. Du opened fire, the bullet breaking Jiang's leg.

6. Mass Arresting and Killing Falun Gong Practitioners after Changchun City's Cable TV Network was Tapped

At about 8 p.m. on March 5, 2002, a few of Changchun City's Falun Gong practitioners managed to intercept the cable TV networks in Changchun City and Songyuan City, Jilin Province, and televised two programs regarding the facts of Falun Gong, "Falun Dafa All Over the World" and "Self-Immolation or a Staged Act?" which exposed to the people the lies Jiang's Regime fabricated and the evil they committed. It was regarded as a major event, being the first time in decades that the people broke through the prevailing propaganda of the official media on a large scale. Jiang's Regime was terribly scared.

After the broadcast on March 5, 2002, Jiang Zemin and his followers made brutal retaliation. He personally ordered "kill without pardon" those arrested Falun Gong practitioners and made a death list for practitioners throughout the entire country. Jiang Zemin sent Luo Gan, Liu Jing, etc. to Jilin Province on several occasions to direct the persecution effort against Falun Gong practitioners there. And he ordered that Nation Security Department, Public Security Department, street committees, armed police, and state-operated companies to send out personnel to conduct around-the-clock inspections at the main traffic intersections, the rail station, and the airport and to search out and arrest Falun Gong practitioners without restriction. They arrested anyone whom they suspected.

In this large-scale arrest throughout Jilin Province, Changchun District sent out more that 6,000 policemen. Just in Changchun City, more than 5,000 Falun Gong practitioners were arrested. After being tortured in Changchun City, they were sent to other jails in Jilin Province and continuously persecuted. In the bloody arrest of March 2002, at least six practitioners were killed and another 15 practitioners were sentenced to 4 to 20 years' imprisonment. The "610 Office" put a 50,000 Yuan bounty on Mr. Hou Minkai, the man responsible for tapping into the TV signal. He was arrested on August 21, 2002, and died from torture he received two days later. The killers were not only outlaws, but also obtained a "bonus" in the form of promotion and money. Jiang's Regime also enacted an implication policy, which forced many Falun Gong practitioners' families to be broken up and ruined. Police pried opened doors, smashed locks, searched practitioners' homes, and confiscated their property willfully without presenting any warrant. They stole money when they arrested practitioners and confiscated TVs, video players and computers for their personal gain. The police issued stiff penalties and fines upon practitioners in order to enrich themselves. Some practitioners were reduced to poverty and shouldered huge financial debts, and even had to sell their homes because they were arrested and fined so heavily. After arresting Falun Gong practitioners, the police immediately conducted body searches in order to confiscate all practitioners' personal cash and keep it for themselves. The police search everyone regardless of whether they are young children or the elderly and confiscate whatever they find.

Changchun Falun Gong practitioner Liu Chengjun was one of the primary persons responsible for intercepting the TV network. On March 24, 2002, Liu Chengjun was arrested. Although he had already been captured and was handcuffed, he was still shot in the leg, which caused a severe wound. This is the direct consequence of the order to "shoot to kill" given by Liu Jing. On that day, Liu Chengjun was sent to the Central Hospital of the Prison Management Department and his two hands were stretched out and handcuffed to the sides of the bed. When Liu Chengjun's picture was posted on ChinaNews.net on April 1, 2002, it showed that Liu Chengjun was tortured to the point that he was unable to sit up naturally. On May 1, Liu Chengjun was transferred to the Tiebei Detention Center, where he was tortured to obtain a coerced confession and suffered more torture on the "Tiger Bench" for 52 consecutive days. [Tiger Bench: A victim is tied on a narrow wooden or iron bench by the thighs and knees, with hands tied behind the back. Increasing number of boards or bricks inserted under his feet creates excruciating pain. The police often use this device to immobilize Falun Gong practitioners to force-feed them. ] On September 18, Liu Chengjun was sentenced to 19 years in prison by the Changchun City Middle People's Court and then transferred to Jilin Prison. Under the long-term appalling torture, Liu Chengjun died at 4 a.m. on December 26, 2003, in the China-Japan Union Hospital of Jilin University in Changchun City, Jilin Province.

Jiang Zemin, Luo Gan, Liu Jing and other lawless persons are directly responsible for illegally arresting, torturing and killing Falun Gong practitioners who tapped into Changchun City's TV network.

7. Publicizing Hatred to Poison the Minds of the People

On the night of December 23, 2003, a play that was written to defame Falun Gong was performed in the hall of the Public Security Department in Wuhan City, Hubei Province. According to the news on the front page of "Changjiang Daily" on December 24, 2003 (Duty Editors: Tian Herong and Wang Shanqiu; Reporters: Wang Zhixin, Zhong zhaoyun, Xia Kai), Liu Jing, the Central Commissioner of the Chinese Party and the Deputy Minister of Public Security Department, He Zuoxiu, a scholar from the Chinese Science Academy, Huang Yanzhi, the head of the provincial "610 Office," the Secretary of Hubei Province's Party Committee and Discipline Committee, and other officers saw this play.

(He Zuoxiu has a wide reputation among fellow academics as having no academic achievement and conducted no real research ability. He has served the Jiang's regime purpose of being a figurehead "academician" and lends his name and title to propaganda articles. In recent years, he tried his best to defame Falun Gong using his title of being an "academician" and make intellectual arguments for the bloody persecution committed by Jiang's Regime. He totally has lost all academic ethics and conscience nor conducts himself as an upright person, which really is a shame for one in the science and technology realm.)

This play completely distorted the facts, and deliberately defamed Falun Gong and its practitioners. The news also said: Wuhan City held such "large theatrical festivals" twice in 2003, and all districts held similar small "theatrical events" on more than 20 separate occasions.

While brutally torturing and killing Falun Gong practitioners, Jiang's Regime utilized all kinds of means to fabricate and spread lies, forcing all kinds of organizations to view the propaganda as political assignments. The purpose is to deceive and poison the people, forcibly brainwash the people, and make excuses for persecuting Falun Gong.

The above examples are only a small example of the hatred and lies created and spread in an overwhelming manner by Jiang's Regime. On many public occasions, Liu Jing personally pitched into the work, stirring up hatred, spreading lies to defame Falun Gong, and scurrying to cover for Jiang Zemin's persecution of Falun Gong.

8. Liu Jing Should be Brought to Justice Immediately

Now, more and more people know the truth about Falun Gong. The persecution of Falun Gong committed by Jiang's Regime has no way out. The voices calling to bring Jiang's political group to justice grow louder and louder both in China and overseas. According to the Vancouver Sun on January 21, 2004, the lawless officials who persecute Falun Gong in China have been placed on Canada's RCMP watchlist. The number of persons who are responsible for persecuting Falun Gong on the watchlist comes to a total of 45. Jiang Zemin, Li Lanqing, Luo Gan, Wang Maolin, Liu Jing and another 40 lawless persons have been listed. If they try to enter Canada, they will be detained immediately.

As one of Jiang Zemin's main accomplices to persecute Falun Gong, Liu Jing directly led the way in fabricating and spreading lies, publicizing hatred, defaming Falun Gong, and is responsible for Falun Gong practitioners being brutally tortured and killed. Liu Jing has so much blood on his hands. The crimes he has committed are monstrous. He should be brought to justice together with Jiang Zemin, Luo Gan and Zhou Yongkang.
