Ill-Gotten Gains of Bai Wenyou from Shuangta District Police Station in Chaoyang City, Liaoning Province

After Jiang's regime started to persecute Falun Gong in 1999, Bai Wenyou, who is head of the National Security Team of the Shuangta District Police Station in Chaoyang City, Liaoning Province, spared no effort in following Jiang's directive to persecute Falun Gong practitioners. Over the past 4 years, countless Falun Gong practitioners in Chaoyang City have been arrested, tortured, and sent to labor camps or prisons by Bai Wenyou.

He has also taken advantage of this persecution to act in a self-serving manner under the protection of Jiang's commands. He not only ransacks practitioners' homes, but also brutally steals Falun Gong practitioners' valuables and belongings. He has also threatened practitioners' relatives and blackmailed them for hundreds of and even thousands of Yuan (Chinese currency, the average monthly salary of an urban worker in China is about 500 Yuan) with the threat of sending practitioners to forced-labor camps or prisons if he did not get the money he demanded.

Two examples of these ill-gotten gains were seen in October of 2001. After Bai Wenyou unlawfully arrested Falun Gong practitioners Cao Zhiyong and Hu Jianguo, he took their personal vehicle. Bai Wenyou drives this car everywhere and uses it when he breaks into people's homes.

After several years of performing these illegal confiscations, Bai Wenyou, who previously had not been well off on his government salary, suddenly became rich. Recently he bought a mansion 160-170 square meters. All the costs were paid for from the money that he plundered from Falun Gong practitioners.

The following paragraph was excerpted from the statement of female Falun Gong practitioner Yu Huijuan during her illegal detention in the Second Detention Center in Chaoyang City, from which we can see Bai Wenyou's "ways to make money."

"...My left wrist was tied so tightly that bloody marks appeared on it. They then called my husband to come. Bai Wenyou shamelessly asked my husband for money and my husband refused. Then Bai Wenyou reduced his charge from 3,000 Yuan to 1,000 Yuan, then to 500 Yuan, then 300 Yuan and in the end to 200 Yuan. He said if my husband didn't give him the money, they would not release me. He bargained with my husband on the amount for my release. My husband was unwilling to see me being tortured and was also afraid that they might torture me to death [in October 2000 Wang Lixia, a Falun Gong practitioner from Yushulin Village of Balibao Township of Shuangta District, was tortured to death in the Second Detention Center of Chaoyang City]. Therefore, while my husband knew that Bai Wenyou had no right to charge for this money, he still gave him the money. After Bai Wenyou obtained the money, he hypocritically wrote a receipt for my husband. But after he wrote the receipt, he put it into his own bag. He doesn't care about people's life and death for even a small profit! He could do any evil deed for money..."
