International Lawsuits Whereas: The Global Coalition To Bring Jiang Zemin To
Justice was established on September 30, 2003; and Whereas: About a hundred organizations and hundreds of
individuals from all over the world have joined the Coalition, and the
membership continues to grow; and Whereas: The Global Coalition To Bring Jiang Zemin To
Justice aims to expose Jiang Zemin's crimes, and to bring Jiang to the court of
law as well as to the world's "court of conscience and morality;" and Whereas: Jiang Zemin, China's former President and former
Party Secretary General of the CCPC, abuses his official power, tramples China's
constitution, created the 610 Office and positioned it above the law for the
specific purpose of persecuting Falun Gong; Whereas: Jiang forcibly deprives Chinese citizens of
their freedom of belief; and Whereas: Jiang's stated policy for destroying Falun Gong
– "defame their reputation, bankrupt them financially, and destroy them
physically" – has brought about incredible mental, physical, and economic
suffering to tens of millions of Falun Gong practitioners and their families,
and to date has caused the confirmed deaths of nearly 1,000 Falun Gong
practitioners; Whereas: This persecution has caused tremendous damage to
Chinese society and human civilization; and Whereas: Concrete evidence shows that Jiang and his
followers have extended the persecution of Falun Gong practitioners to many
countries overseas, including democratic countries, and that the persecution has
posed a threat to citizen's safety in countries other than China; and Whereas: Jiang's persecution essentially targets
humankind's very conscience and morality; and Whereas: Jiang is the primary person responsible for
these crimes, and his actions have seriously violated the laws of China,
including: constitutional law, criminal law, Law on Administrative Penalty,
Administrative Reconsideration Law, Under Age Protection Law, the Law to Protect
Women's Rights and Benefits, Educational Law, Civil Law, Labor Law, Nationality
Law, Copyright Law, the Judges' Law, the Prosecutors' Law, the People's Police
Law, Prison Law, Parade and Demonstration Law, Trial Methods for Implementation
of Re-education Through Labor, Rules and Regulations for Appealing, Regulations
on the Usage of Police Tools and Weapons by the People's Police of the People's
Republic of China, Publication Administrative Regulations, Administrative
Regulations on Radio and TVs; and Whereas: Jiang's crimes have violated international
treaties that China has signed, including: The Convention on the Prevention and
Punishment of the Crime of Genocide, The International Covenant on Civil and
Political Rights, The Convention against Torture and Other Cruel, Inhuman, or
Degrading Treatment or Punishment, The International Covenant on Economic,
Social and Cultural Rights, The Convention on the Rights of the Child, and The
Universal Declaration of Human Rights; and Whereas: The legislative, judicial, and executive
institutions of the People's Republic of China are prevented from adhering to
virtue and conscience, are prevented from carrying out their responsibilities to
justice and the law in order to bring Jiang and the 610 Office to justice, and
cannot actively participate in the international lawsuits; and Whereas: Some legal institutions and the governments of
some countries have, under pressure from China, violated their own laws,
conscience, and principles of state; and Whereas:
Falun Gong practitioners have chosen to carry out non-violent activities such as
peaceful appeals and lawsuits in various countries, including China, to resist
the persecution, safeguard human rights and freedom of belief; and Whereas: Falun Gong practitioners have exhibited moral
courage and self-sacrifice in their resistance to the severe persecution imposed
on them by the entire state apparatus of the Jiang regime; and Whereas: The lawsuits filed against Jiang Zemin for
genocide and crimes against humanity will inevitably change the history of the
Chinese nation and prevent these atrocities from recurring; and Whereas: The rule of law must be safeguarded. The legal
communities in China and throughout the world have the duty to uphold justice
and to bring Jiang to trial; and therefore, be it Resolved: That the Global Coalition To Bring Jiang Zemin
To Justice will fully support valid lawsuits or legal complaints filed against
