Corrupt Captain, Zhu Pengde, from Zhucheng City, Shandong Province, Has Committed Crimes of Extortion and Torturing Dafa Practitioners to Death

(Clearwisdom.net) Zhu Pengde, 50 years old, is the captain of the political security brigade of Zhucheng City's Police Department in Weifang Region, Shandong Province. Unfortunately this man has abused his power and committed various crimes.

In order to be able to move up in his career, he has done all he can to initiate and participate in plans to persecute Falun Gong practitioners. Since 1999, during the period when Falun Gong practitioners went to Beijing to appeal, Zhu Pengde made a specialty out of capturing and detaining Dafa practitioners in Weifang's liaison office in Beijing, he used his political power to extort large sums of money from practitioners' families for his own personal enrichment. The sums he extorted ranged from 1,000 Yuan up to 10,000 Yuan depending on the situation (1). Falun Gong practitioners Xu Huancui, Li Hongmei, Gao Bingmei and Li Shuying, each had 1,000 Yuan extorted from them; Xu Jinrong, Wu Yuhong, Yan Zhaomei, Du Shuzhen, Yang Depeng, Liu Fengming, Cui Fengyu lost 3,000 Yuan each; Zhao Fuxiu, Wang Qingyuan, Zhou Guiyun, Yuan Shufen, Liu Xiuguang, Qin Shujuan, were told to pay him 5,000 Yuan; Zhao Xiurong had 7,000 Yuan extorted from him; Xu Peiyuan, Wang Cheng, Liu Yumei and Li Zhixin were forced to pay 10,000 Yuan. A group of corrupt officers led by Xu Guangrong went to ransack practitioner Li Yi's house and threatened to harm his children. Currently the children are still suffering from the psychological trauma that resulted from this terrifying experience. These corrupt officers also extorted 6,000 Yuan from Li Yi.

Among the nearly 400 practitioners illegally sentenced to labor education in Weifang Region, a quarter of them are there by Zhu Pengde's efforts. Zhucheng has been one of the cities where the persecution has been most severe. Many practitioner's homes were searched, they were detained, sent to labour camps, had their incomes confiscated and lost their jobs, some even were forced out of their homes and had to live on the street or in different places.

Furthermore, over the past four years, 4 practitioners died as a result of the persecution they received in various towns in Weifang and they included Yang Guizhen, Ma Yanfang, Li Xianglan, Wang Jihua). Zhu Pengde is one of those officials who is directly responsible for these people's deaths. During the persecution, he wielded his political power at will, and caused pain and suffering to good people at his pleasure. He also frequently used methods of torture , which resulted in the death of several Falun Gong practitioners. Dafa practitioner, Yang Guizhen, of Taojialing Cit, died while being tortured on a device known as the "iron chair" (2) a torture instrument that Chinese authorities use in prisons against criminals sentenced to death. Zhu Pengdu also forced healthy practitioners into mental hospitals where they later died from being tortured and abused under his orders. Dafa practitioner, Ma Yanfang, from a porcelain factory died in the Dongjiao Mental Hospital and is one of the victims Zhu Pengdu is responsible for.

(1)"610 Office" an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.

(2) "Iron Chair" The iron chair is made of iron pipes. Victims are restrained on the iron chairs with both arms and legs tied for a long period of time.
