He Yingqing, a Teacher at the Hunan Vocational Institute of Biological, Mechanical & Electrical Technologies, Has Been Illegally Detained

Ms. He Yingqing, 38 years old, is from Ningxiang County, Hunan Province. Since she graduated from the Mathematics Department of Hunan Teacher's University, she has been teaching at the Hunan Vocational Institute of Biological, Mechanical & Electrical Technologies. Due to her hard work and responsible attitude, she has achieved very good results from her teaching, a fact that was acknowledged by the leaders and her colleagues in the Institute. She was promoted to be the director of the Mathematics Team and became the mainstay of the Institute. However, simply because she practices Falun Gong, she has been subjected to persecution since November 1999.

In July 2002, without any legal authority, she was summarily removed from her position at the Institute and forced into a special brainwashing program established near the Baimalong Forced Labor Camp in Zhuzhou City. During her detention, she was forced to watch videos defaming Falun Dafa. While watching the videos, whenever she closed her eyes even slightly, she was punished by being forced to stand for a long time or pinched on her eyelids. She had once escaped from the brainwashing session, but was soon after picked up at the railway station. She was then taken to a hotel affiliated with the police, where she was tied up and brutally beaten and kicked. After a month of this abuse, she still refused to renounce her belief in Falun Gong. Thus the Institute transferred her from Zhuzhou City to the brainwashing program administered by the "610 Office" in the Furong District, Changsha City. (1)

Because she insisted on continuing to practice Falun Gong, the Institute sent her to the Baimalong Forced Labor Camp in early October 2002. She was unjustly sentenced to one year forced labor (they later had her initial term extended). Her work unit told staff of the forced labor camp, "No matter what measures you take, have her renounce her belief!" In the forced labor camp, Ms. He was subjected to a variety of torture methods such as, not being allowed to sleep or to use the toilet, being forced to remain standing for extended periods, and other numerous inhuman means of torture. Every day, she was only permitted to sleep from 7 to 10 p.m., and during the rest of time, she was forced to stand in one place. She was not allowed to bathe or use the toilet for extended periods. Even when she was permitted to use the toilet, it was only four times a day. This punishment lasted over 60 days. She was constantly abused and insulted by police guards.

She had been detained in the "Intensive Brainwashing Team" of the Baimalong Forced Labor Camp, a team specially established to persecute steadfast Falun Gong practitioners, where she was handcuffed for 40 days. Except for during mealtimes, she was cuffed more than 20 hours a day, and not allowed to sleep. There were different methods of handcuffing in order to make practitioners experience the most pain. For instance, she was handcuffed with one hand coming up from her lower back and the other hand going over her shoulder with both hands stretched to meet and be handcuffed with the body bent, rendering her unable to stand up. Nonetheless, the police guards deliberately asked her to stand up straight. Or, they added a little bench under the handcuffs to add more pressure while her body was cuffed in an arched shape. The police guards on duty laughed and nicknamed this torture, 'modeling'. In that position, in less than ten minutes both hands go numb from the pressure on the nerves. After the cuffs were removed, her two hands were weak and unable to grab anything with strength. One of her hands remained completely numb and devoid of sensation. There was a scar on each hand about an inch wide and so deep it touched bone, due to the long-term handcuffing. Once she was jolted with electric batons for an entire day because she was discovered practicing the Falun Gong exercises. As a result, both of her arms were black and blue with bruises. The police guards did not stop jolting her until they were afraid that she might die from their torture. In June 2003, Ms. He Yingqing went on hunger strike in protest. She wasn't released till 2004. Although she had suffered such brutal persecution in the forced labor camp, she still persisted in practicing Falun Gong, and treated everyone around her with a heart of compassion and tolerance.

Yet, the release from the forced labor camp didn't mean the end of the persecution. Currently, she is under house arrest and kept in a single-story house. The Institute authorities assigned some people to monitor her 24 hours a day. She cannot go home to stay with her daughter, a 13-year-old girl who has been separated from her mother nearly four years. The reason is, the Institute authorities are worried that she may go to Beijing to appeal on behalf of Falun Gong and explain the facts of the persecution or expose the police torture to the public. The authorities even threatened to send her to a more severe brainwashing program.

Since 1999, directed by the "610 Office" system and participated in by the Hunan Vocational Institute of Biological, Mechanical & Electrical Technologies, the persecution of Ms. He has lasted four years already and it is still ongoing. The tragedy of mother and daughter being kept apart while in the same town is so sad. Hereby, we appeal to all people of justice and conscience to support and help Ms. He Yingqing by resisting to the unjust persecution of kind people. We hope she will be released as soon as possible, reunited with her family members and returned to her beloved teaching position.
