These people started off as public servants, but under the intense pressure applied by the Jiang regime, they were pushed into persecuting Dafa disciples. In the process of destroying the lives of kind, law-abiding citizens, they have sealed their own fates and inevitably faced karmic retribution as punishment. If it weren't for Jiang's wicked orders, perhaps their fates would have been different.

The former Assistant Secretary of the Chicheng County Party Committee and the Secretary of the Political and Judicial Committee, Song Wangui (currently the General Director of Zhangjiakou City Family Planning Department), was arrested for corruption on April 26, 2004. When Song Wangui was the assistant secretary, he often abused his power.

Since the Jiang regime started to persecute Falun Gong on July 20, 1999, Song Wangui and the former Secretary of Chicheng County Committee, Qiu Jianguo (currently the General Director of the Zhangjiakou Environmental Protection Department), and members of the "610 Office," ordered their subordinates to persecute Falun Gong practitioners. They disrupted practitioners' lives and committed many crimes, arbitrarily detaining practitioners, putting them under house arrest, restricting their freedom to travel, monitoring them, tapping their telephones, imposing fines on them, forcing them to go through brainwashing sessions, sending them to labor camps or prisons without trial, etc., all to try to force Falun Gong practitioners to give up their belief.

They ordered the police to arrest practitioners without cause, and to search Falun Gong practitioners' homes and confiscate their personal property. They worked with the police department to harass, intimidate, and abuse Falun Gong practitioners, leading to serious harm to the practitioners' minds and bodies.

When Song Wangui was the assistant secretary, the Falun Gong practitioners in Chicheng County were in danger every day.

Song Wangui, Qiu Jianguo and the local "610 Office" members are responsible for the illegal detention, arrest, and imprisonment of 150 practitioners in the past four years. They forced 70 practitioners to attend brainwashing classes; 8 practitioners were forced to become destitute and homeless to avoid arrest; 54 practitioners were sent to labor camps; 5 practitioners were sentenced to prison; 2 practitioners were crippled from torture, and 3 practitioners have died as a result of the torture.
