Shocking Details Regarding the Persecution of Falun Gong Practitioners in Jiaozhou City, Shandong Province
(Clearwisdom.net) After July 20, 1999, the Jiaozhou City "610
Office" (1) mobilized all radio stations, TV stations, and newspapers to
openly spread lies and to slander and frame Falun Gong and practitioners. They
left no stone unturned when finding means to incite public hatred against Falun
Gong. All this so they could justify the persecution against Falun Gong. Since
then, many Falun Gong practitioners have been arrested and taken to detention
centers, brainwashing centers, mental hospitals, cellars, dark rooms, etc. The
"610 office" (1) has enforced the persecution in all townships and
villages. The following are accounts of the acts of persecution at various
locations. Zhangying Township - A Rural Community West of Jiaozhou City In October 1999, police officer Zhou Zhaoshan from the Zhangying Police
Station arrested local Falun Gong practitioners under the authority of the
township government and detained them in a small office. During the first two
days, township officers took turns monitoring practitioners and coerced them
into signing guarantees. Several practitioners were fined from 200 to 1,000 yuan
(2) and were released. Two days later, it snowed for half of the night, and the temperature was 12o
Celsius below zero [10 oF]. At around 6 p.m., practitioners were
taken outside and handcuffed in pairs to trees or windows in the freezing
temperatures. Policeman Zhu from Gaoshangou Village hit practitioners with
snowballs; Zhang Meikai, the leader of this activity, who was from the East
Zhangying Village, ordered police officers to take off a female practitioner's
shoes and forced the practitioner to stand barefooted on the snow-covered
ground. Zhang Meikai also ordered the policemen to take off all practitioners'
cotton padded coats. He forced them to be exposed to the bone chilling wind for
7 hours, according to police officers. During the next night, the authorities forced practitioners to sit in a
semi-squatting position. Some practitioners' hands were raised up and handcuffed
to windows, with their body in an awkward position, leaving only the toes
touching the ground. They were released after an indeterminate length of time.
Some of them had lost consciousness and fell to the ground after being
unshackled. One night, Zhou Maolai from Damengci Village, an employee of the Zhangying
Tax Station, showed up, drunken, and wearing military boots. He is about 1.8
meters tall. He forced practitioners to do semi-squatting in a row. One by one,
he walked behind the practitioners and kicked their leg joints, and then he
walked in front of them and kicked their knees again. While kicking he roared:
"Stand in style! Stand in style! I don't believe I cannot control you, I
want you to remember I am Zhou Maolai!" At that time, four more people had
come also, Xiang (from the Tax Station), An (from the police station, born in
Xianjiagou Village), and Liu (from the township government). They used a steel
hook that was heated until red-hot to threaten a 14-year-old child. They kicked
and beat up practitioners while cursing them. Director Leng of the township tax
station held Teacher's picture in his hand and forced practitioners' to curse
and step on the picture. One male Falun Gong practitioner was about 50 years old. He was beaten up in
turns by the three of them. After he was knocked to the ground, they pulled him
up again and continued with the beating. After he fainted, they still shouted:
"Stand up! Don't pretend to be dead!" After they realized that he
really could no longer stand up, they asked for a doctor. After a check-up, the
doctor said: "If you keep beating him, he will die!" Scared of taking
the responsibility if the practitioner died, the three officials left in a
hurry. Fuan and Zhongyun Precincts, Jiaozhou City These two precincts are located at the center of Jiaozhou City. The police
stationed there do not beat practitioners that often, but each location built a
steel cage to confine practitioners. At the Fuan Police Station, they once caged
seven practitioners at the same time in a cage of less than one square meters
area. Practitioners who were locked in the cage included Ms. Li Huixian, Ms.
Jiang Guiju, Ms. Liu Hongmei, Ms. Ji Hong, Zhuang Zeqing, Ms. Kuang Benyu, Ms.
Sun Hongming, Ms. Sun Mingjing, An, Ms. Zhou Xiuxing, Ms. He Shuqing, Ms. Gao
Fen, Wei, and others. Practitioners Ms. Yu Shuzheng, Song Xinjian, and Xu
Yanzhong were handcuffed to the handrail of a flight of stairs. During the Chinese New Year period, from two days before to 8 days after the
New Year's day, Mr. Xu Yanzhong was handcuffed to the stair's handrail. There
was a chilly winter wind and yet they left him there for 9 days and nights (hallways
in China are commonly not heated). The steel cage at the Zhongyun Police Station is less than two square meters
in area. Most practitioners who were detained at Zhongyun Police Station were
confined in this cage, including: Ms. Liu Xia, Gong Aiming, Ms. Gao Shuling, Ms.
Yan Zhigui, Ms. Zhang Ling, Ms. Ma Xiulan, Ma Yongkang, Zhuang Zejie, Ms. Liu
Shuying, Ji Ruitong, Ms. Liu Xiuying, Ms. Yu Xiuzhang, Ms. Zhao Fengxian, Ms.
Pan Li, Wang Yihan, Ms. Sun Linfang, Ms. Shen Yan, Ms. Kuang Bencui and Ms. Zhou
Caixia. With so many people in the cage, there was not much room to place one's feet.
Neither food nor drink were offered. Sleeping was also forbidden. Dafa
practitioner Ms. Zhou Caixia was hung up by her hands on the cage ceiling and
was not allowed to use the bathroom for several days and nights, although it was
during the cold wintertime. She had to urinate into her trousers. Yin Fengkun, the deputy Communist Party Secretary of the Fuan Office, tricked
Dafa practitioner Zhou to come to the local police station and caged her for
about 7 days. The Zhongyun Office also deducted practitioner's salary. Right now, Li Xiuyun,
Xun Xianyong and others earn only 300 yuan a month. Dafa practitioner Zhou
Caixia's factory was illegally confiscated and sold by the authorities who
personally kept the proceeds from the sale. The Jiaodong Township, East of Jiaozhou City Jiaodong Township was formerly called Qiandiankou Township. In 2000, local
Dafa practitioners decided to go to Beijing to appeal. On June 9 (lunar
calendar), 2000, many Dafa practitioners were arrested at home, while traveling
to Beijing, or in Beijing, and taken to the township government courtyard. They
arrested practitioners Ms. Yu Xiuxiang, Ms. Sun Zonghui, Hei Ruibao, Yuan Kecun,
Li Sheng, Jiang Zigao, Jiang Wanqing, Gao Meijuan's (husband and wife), Xu
Guanshu, Xu Guanli, Lu Shenli, Liu Xueliang, Liu Xuewei, Liu Shuhua, and others. They were forced to sleep on a concrete floor, covered with rotting corn
straw and a layer of torn blankets. If one removed the blankets, one saw foul
white dust rising from the ground. The police cruelly did not allow practitioners to sleep or use the bathroom.
They had to urinate and defecate in the same room. Local officers had received
orders to prevent all appeals to Beijing by the local people they had
jurisdiction over, even though that is a citizen's basic right as stipulated in
China's constitution! Failure to prevent appeals would bring punishment to the
local authorities and they feared this. Yu Zhenmao and Qi from the former Transportation Station cursed and beat up
practitioners around midnight. They forced practitioners to sit in a
semi-squatting position, and stripped them. No food was provided. They forced
practitioners to drink the water used for washing the face. Yu also forced
practitioners to stand with their head touching the wall and with a rod placed
between their body and wall. If the practitioner moved even slightly, the rod
would fall down and they would receive a beating from the authorities. In October 2000, Jiang Wanqing, Liu Xuewei and an unnamed practitioner went
to Beijing to appeal. They were escorted back and detained. The city public
security bureau allocated several police officers to beat them up, and
handcuffed the three to steel chairs for half a month. No personal freedom
including using the bathroom or sleeping was allowed. Practitioners were also sent to mental hospitals, the Zhangjiatun
Brainwashing Center, or forced labor camps for even longer terms where they were
subjected to more severe torture. Beiwangzhu Township, North of Jiazozhou City The brutal persecution of Falun Gong here in China has been recorded by UN
human rights organizations. In December 1999, seven Dafa practitioners,
including Han Shue and Xu went to Beijing to appeal. They were arrested. The
seven were squeezed into the rear of a car, which is actually only meant for
three people, and driven back to their residential area. They were locked up in
an empty room at the township government. They were interrogated and tortured,
repeatedly slapped in the face, had their hair pulled and their heads were
struck with wooden clubs. Late at night on December 15, 1999, police officers took the cotton-padded
jackets off eight Dafa practitioners and handcuffed them to outdoor trees or
steel pipes. They were forced to freeze in subzero temperatures for over ten
hours. The temperature was 12o Celsius below zero. They were like
blocks of ice when they were released and suffering from hypothermia and
exposure. To save them from impending death, each practitioner was walked around
the courtyard, supported by two police officers, to get their circulation moving
and revive them. Police officers detained them for 18 days. They extorted a
total amount of close to 30,000 yuan from practitioners before releasing them. Jiulong Township, South of Jiaozhou City Dafa practitioner Gao Fen's situation is a clear indication of the Jiulong
Township officers' depravity. Gao Fen said, "One day in June 2000, I went
to visit a fellow practitioner's home. At around 10 p.m., police officers
knocked on the door. Some of them climbed over the wall, some were shouting and
some were walking with torches back and forth in the courtyard. They broke into
the house, searched the whole place, squeezed us into a police car, carried us
to the Fuan Police Station and locked us into a steel cage. Police officers did
not offer any food, nor did they allow us to use a toilet. For no given reason,
they detained us for seven days, and then sent us to the Jiaozhou City Mental
Hospital for further torture (there have been previous reports on the situation

). "In October 2000, to validate Falun Dafa and to declare that the
guarantee I wrote in the mental hospital under torture was null and void, I went
to Beijing again to appeal on behalf of Falun Dafa. At Tiananmen Square, I was
recognized by police officer Sui from the Jiaozhou Public Security Bureau, and
was taken back to the local police station. "At the same time, three other Dafa practitioners were brought back from
Beijing. They are Li Qisheng, Wang Xiangye (both over 60 years old), and Wang
Xiaochuan (in his 30s) from the Baiguoshu Village. Directed by Wang Huansheng,
the head of the police station, police officers handcuffed Li Qisheng to a steel
column. In October, it was already very cold. Mr. Li was unable to move. Police
officer Cao Shangyi forced us to squat down in the courtyard and beat us one by
one. Cao slapped the old man's faces until their faces turned red and pulled
their ears until they were swollen and deformed. Cao cursed while beating
practitioners. After the beating, police officer Gao Chuanyi shocked Wang
Xiangye with electric needles. I successfully removed the handcuffs and escaped,
now I am homeless. But Li Qisheng died due to their torture." Tucun Township, Jiaozhou City In Tucun Township, directed by former Party Secretary Ma Rusi and Lie Wenfa,
officers hung up Dafa practitioners Du Xide and his wife by their hands on a
single bar, then removed the sand underneath their feet, and hung them like this
for over 40 minutes. Local officers also forced all villagers to share the costs
of persecuting Dafa practitioners. In Dakuaijiagou Village alone, each person
had to pay 50 yuan to the police as a kind of "persecution fee!" Jiaoxi Township, Jiaozhou City In October 2000, directed by Yang Xiaolei, the deputy head of Jiaoxi
Township, and Kuang Huazhong, the head of the Jiaoxi Township Police Station,
officers abducted Han Daxue and his wife and took them to the township
government. Yang kicked Han's wife's face, which caused her face to swell. They
also ordered people to take away Han's four-wheel vehicle, which included their
entire peanut crop that was loaded on it. Then they ransomed it back to Han for
12,000 yuan. Nanguan Precinct, Jiaozhou City On the evening of July 22, 1999, police officers from the Nanguan Precinct,
commanded by military section head Chen Peijin, illegally searched many Dafa
practitioners' homes. They took away many Dafa books, Teacher's pictures and
Dafa lecture audiotapes. Each practitioner was fined 100 yuan. Later on, the
authorities frequently harassed Dafa practitioners. In October 2000, a group of police officers from the Nanguan Police Station
broke into Dafa practitioner Ms. Gao's home and took her to the police station.
Police officer Liu Xudong first beat her for a while and then forced her to sit
on the ground with her legs spread apart. Liu then ordered two men to put a bar
on top of her legs and ordered the two men to stand on the bar, which pressed
down on her thighs with their full body weight. At that time, approximately
eight Dafa practitioners were detained together with Gao. Police officers beat
their backs and chests with clubs. When officers were tired from beating the
practitioners, they twisted their arms behind their backs and handcuffed their
hands together or forced them into the semi-squatting down position. Then the
police handcuffed the practitioners in pairs using one pair of handcuffs. At noon on September 18, 2000, Dafa practitioner Ms. Song was forcibly taken
to the Police Station. Police officer Yu Jin beat the side of her face, which caused
her to lose her hearing in one ear, and also blackened her eyes. He then beat
her chest with a meter-long square cornered steel bar and then painfully scraped
her nose with the sharp edge of a thick sheet of plastic. Police officer Song
Yewu especially beat practitioners against their joints, or shocked their head
with electric batons. When Song Yewu became tired, police officer Fa would
continue the torture where Song Yewu left off. The townships and precincts discussed above are just a few examples
representing different areas in Jiangzhou City. But actually, such the
persecution against Falun Gong is rampant in most townships and precincts across
Jiaozhou City. Other units who rampantly persecuted Falun Gong include the city government
departments, including the Hydraulic Bureau, Construction Department, and some
companies such as the Forging Factory, Company #7, etc. The crimes of the "610 Office" and some officers of Jiaozhou City
in the persecution of Falun Gong are still in the process of being collected and
investigated. These facts will be used as evidence in the future trial of those
criminal officers who have actively persecuted Falun Gong. 2004-5-11 Notes: (1) "610 Office": a bureau specifically created by the
Chinese government to persecute Falun Gong. It has absolute power over each
level of administration in the Party, as well as over the political and
judiciary branches. (2) yuan: Chinese currency, the monthly salary for an average Chinese
