Zhang Guimei directly and indirectly persecuted many Falun Gong practitioners. She compiled the "Practical Textbook" sold at a fixed price of 20 yuan (1), which every Falun Gong practitioner detained at the camp was forced to purchase and study. She was unlawfully making money and at the same time trying to brainwash the practitioners. The contents of the book mainly vilified and slandered Falun Gong and violated the Constitution of China. The book also contained the clauses of the illicit laws used to persecute Falun Gong.

Zhang was the first person who established "Study Sessions" in the labor camp, which were in reality brainwashing sessions targeting and persecuting Falun Gong practitioners. During the session, the practitioners were forced to read articles that attacked the character of Falun Gong, and to watch TV programs of falsifications that slandered Falun Gong. The practitioners were forced to take notes and to write reports about their impressions of the session. To persecute Falun Gong practitioners, special personnel called "assistant instructors" who in reality were personnel specially trained to mistreat the practitioners, were used. They were trained to distort the facts, malign the Law and Principles (Dafa), and force the Falun Gong practitioners to write the "Five Statements" (Dissociation, Critical Exposure, Guarantee, Resolution, and Repentance statements). Under the guise of assistant instructors, they assaulted and tried to forcibly "transform" the Falun Gong practitioners. The practitioners were deprived of sleep for many days. Words slandering Teacher Li and Falun Dafa were pasted on the walls. Several of the camp personnel would press practitioner's fingerprints onto a prepared "Dissociation Statement" [a promise not to practice Falun Gong any more]. The practitioners who were on a hunger strike to protest the persecution were force-fed and punished by being made to stand in one spot without moving for extended periods of time. The police officers lied to the assistant instructors, telling them fabricated negative stories about Falun Gong, and misled them to shock many practitioners with electric batons or to brutally beat the practitioners. These brutal acts were all done under orders from the Brigade Leader, Zhang Guimei.

The prison guards and the criminal inmates worked together to persecute Falun Gong practitioners. Many times, Zhang Guimei visited the Liaoning Masanjia Forced Labor Camp, the Harbin Forced Labor Camp, and other labor camps to share techniques of the persecution, and to plan more savage methods of mistreating Falun Gong practitioners. The more steadfast Falun Gong practitioners were subjected to immediate and extended periods of cruel treatment.

What follows are details about the abuse of Falun Gong practitioners by Zhang Guimei and her subordinates.

Yuan Ying, instructor [police officer] of the First Squad, persecuted Falun Gong practitioner Ms. Li Cong. During an "assisted education" period, Li Cong was deprived of sleep for several days in a row. Collaborator (2) Zhao Guizhen (resident of Jilin City) wrote abusive things about Teacher Li, pasted harsh and vulgar comments about Falun Dafa on the walls, and forced Li Cong to stand facing the wall as punishment. Zhang Jiwang, a teacher at the Beian Road Primary School, Changchun City, assaulted Li Cong openly during the day. The mental and spiritual torment of Li Cong continued for many months. Nevertheless, Li Cong remained steadfast in her beliefs and nothing that Zhang Jiwang did could shake Li Cong's righteous will.

During the months of March and April, Brigade Leader Zhang Guimei, instructor Yuan Ying, and several other instructors applied a lot of pressure on Li Cong's legs while administering electric shocks with the electric batons. They also beat her severely. Li Cong became incapacitated as the torture left her toes bent backwards, injured the tendons of her legs, and caused her to be unable to walk for a long time. Even so, Li Cong was forced to walk to the canteen to have her meals. She persevered by walking on her insteps, keeping her right leg rigid, and thrusting one hipbone out in an unnatural way. The prison guards even went to the extent of spreading rumors that Li Cong had a hereditary illness that caused her to walk in such a fashion, and that she became ill as a result of practicing Falun Gong. She was only slightly over 20 years old and was an upright and virtuous person. She was in excellent health when she first arrived at the forced labor camp. After a year of illegal detention and mistreatment at the camp, she could only walk by dragging one leg and limping with the other!

Liu Zhiwei was the instructor of the Second Squad. Because practitioner Ms. Du Hongfang had written good things about Falun Gong in her "report," Liu Zhiwei assaulted her and used an electric baton to shock her. On another occasion, Han Xueyan also wrote some facts about the goodness of the Falun Gong teachings in her report. For this, Liu Zhiwei and other Brigade Leaders, Wu Wei and Zhang Simei, and a number of other instructors used electric batons to shock Ms. Han. The whole area was filled with her pitiful screams. They stuffed Ms. Han's mouth with filthy rags to muffle her screams and then continued to savagely beat her.

Feng Xiaochun was the instructor of the Third Squad. One day, a newly arrived Falun Gong practitioner, surname Hu, was told to go to the office of instructor Feng Xiaochun. Feng demanded to know why Ms. Hu had described the benefits of practicing Falun Gong in her report. Ms. Hu answered, "Falun Dafa teaches us to be good people. There is nothing wrong with that!" Feng Xiaochun said, "If it is so good, why were you sent here to the forced labor camp?" and commenced slandering the Falun Dafa Law and Principles. She continued: "Once you are here, you have to do what we tell you to do." Ms. Hu replied: "If I would ever write anything, it would be that Falun Dafa is good!" Prison guard Feng Xiaochun and a number of the instructors tied Ms. Hu up with ropes, shocked her with electric batons, and savagely beat her. She was so badly beaten that she was unable to walk by herself. The prison police officers let the guard on sentry duty assist her back to the workshop.

Wang Jing was the instructor of the Fourth Squad. Wang Jing slapped or used the electric batons to shock Ms. Shi Yazhen, Ms. Bai Ping, Ms. Liu Xiaoman, Ms. Xu Chunrong, and other Falun Gong practitioners on many occasions. She even smashed Xu Chunrong's spectacles when she assaulted her. Falun Gong practitioner Ms. Li Shuying was tied to the "dead person's bed" (3), force-fed for several months, and tortured until she suffered renal damage. Li Shuying was quickly considered to be "requiring external medical treatment" and sent home.

Zhang Xuesong was the instructor of the Fifth Squad. She was one of the persons directly responsible for the death of Falun Gong practitioner Ms. Cui Zhengshu. Collaborators Li Fengli, Guo Junqin, Shen Junjie, and others took turns torturing Falun Gong practitioner Cui Zhengshu, depriving her of sleep for 33 days. During the 33 days, she was only allowed 22 hours of sleep. She was also forced to staple ten to twelve boxes of books (2,500 to 3,000 pages). Under the long term mental torment and excessive manual labor, Cui Zhengshu's health deteriorated day by day, and she became thinner and developed a persistent cough. She was sent to the hospital for a medical examination, and diagnosed with tuberculosis (TB). Under fluoroscopy, her lungs were found to be extensively infected. The police officers, Zhang Xuesong, Guan Wei, Zhang Guimei, and others, afraid of being implicated and held responsible for Ms. Cui's illness, said that she "required external medical treatment" and sent her home on April 15, 2003. Although Falun Gong practitioner Cui Zhengshu was carefully tended to and well looked after by her family when she returned home, it was impossible for her to recover because of the savage treatment she had suffered. On August 12, lamentably, she passed away.

Prison Police Officer Zhang Xuesong had been married for ten years but did not have any children. At the beginning of 2003, she became pregnant but miscarried and had to take a month of medical leave. She was transferred from the Fourth Brigade and is at present a night shift instructor for the Second Brigade.

Zhang Shuhua was the instructor of the Sixth Squad. She used electric batons to shock Falun Gong practitioners Ms. Zhang Shujuan, Ms. Hua Xiaoxiao, Ms. Zhang Yuanyuan and many other persons. One time, she slapped Falun Gong practitioner Ms. Zhang Yuanyuan's mouth more than thirty times. On a more intensive occasion during the "compare and assess session," a non-Falun Gong practitioner, Ms. Fan Shuhua spoke the truth because she noted that the Falun Gong practitioners did the right things and did them well. After she wrote this down in the column of her assessment, she was severely assaulted by prison police officer Zhang Shuhua, who kicked and punched her as well as subjected her to shocks with electric batons. Fan Shuhua's body was covered with blue-black bruises and her neck was swollen and red in color.

Under such inhumane and savage treatment, most of the Falun Gong practitioners did not fear their tormentors, which terrified those wicked persons.

The Fourth Brigade Police Officers' savage and inhuman treatment of the Falun Gong practitioners detained at the Heizuizi Female Forced Labor Camp, Jilin Province, are gradually being exposed. We must not allow the evil to continue this persecution. No one has given them the right to persecute kind, compassionate, and innocent people. The perpetrators took it upon themselves to indiscriminately abuse practitioners by performing evil acts that violate the principles of heaven and of conscience. We will utilize the relevant laws that protect human rights and the rights of the citizens to punish such ruthless persons.

(1) 500 yuan is the average monthly income for an urban worker in China.

(2) collaborator: former Falun Dafa practitioner who has given up his/her practice under severe pressure and torture and now assists the authorities in the persecution of Falun Dafa practitioners.

(3) "Dead Person's Bed" is a kind of cruel torture method. The four limbs of the practitioner are stretched out and tied to the four corners of an icy-cold metal bed.  The practitioner cannot move at all.  Neither is he/she allowed to get up to eat, drink, or go to the bathroom.  This treatment would last from several hours up to more than a dozen days.  This type of cruel torture causes severe damage to the practitioner both mentally and physically.
