On July 3, 2004, the Global Coalition to Bring Jiang to Justice (GCBJJ), the World, the Press Freedom and Human Rights League (PFHRL), and 20 other organizations held a rally in front of the White House, calling for an end to the overseas extension of Jiang's state-run terrorism. The rally was prompted by the injuries to Australia practitioners in a drive-by shooting in South Africa. The practitioners were in a car on their way to Johannesburg to deliver a lawsuit against Zeng Qinghong, where he was visiting, for crimes he committed in persecuting Falun Gong. Both of practitioner David Liang's feet were severely injured. Reporters interviewed human rights attorney Ye Ning from Washington, D.C., who attended the rally. The following are Mr Ye's views as an attorney on the shooting incident.

Ye Ning: "This is a politically motivated assassination attempt. The ultimate disclosure of the case often has to wait until the collapse of the political regime orchestrated the assassination attempt. At that time, the truth will be known. Many secret files, the numerous, hideous files of the Communist Party, will return to the hands of people."

Question: "The shooting incident in South Africa occurred suddenly just a few days ago and is still under investigation. As an attorney, you probably place a great deal of emphasis on evidence. Why did you join this rally today? How do you see this incident?"

Ye Ning: "In general, a politically attempted murder should be analyzed from three perspectives. One is legal, the second is moral, and the third is political.

"From the legal perspective, political murder is also a criminal case. From a purely legal perspective, it is not appropriate to accuse anybody as the participant of the political murder before sufficient evidence is collected. However, we know that any political murder, like the South African shooting incident, is not a purely criminal case. From the background of the incident and the coincidence of time and place, it shows clear traces of being committed by the Chinese Communist Party. In criminology this is a crime's modus operandi. It is the "signature" of a crime. The fingerprints of the political boss are evident behind the scenes of this despicable criminal act.

"We have solid evidence--and quite a bit of it--that the Chinese Communist Party has indeed acted to extend its ¡®dictatorship of the proletariat' overseas. We know that the Chinese Communist Party has conducted political murders in China under its rule. This is no longer secret, and we have seen many such cases. This shooting incident is just one example of extending "the dictatorship of proletariat" overseas. However, it is a recent occurrence to do it so publicly and boldly.

"We have seen that in June 2002, Chinese Communist Party sent spies to Vietnam to arrest the overseas democratic leader Wang Bingzhang and bring him back to China to persecute him politically and sentence him to a lifetime in prison. Recently, it colluded with the military government of Burma to kidnap the overseas activist Mr. Peng Ming (transliteration). These acts are politically and morally linked with the June 28th South African shooting incident, and the Chinese Communist Party is inescapably responsible. The incident had the fingerprints of the Chinese Communist Party all over it. It is evidence of ¡®business as usual.'

"Under certain circumstances, an inference can be made from customary behaviors or activities.

"Of course, this is politically attempted murder. Its complete disclosure often has to wait until the collapse of the political regime responsible for it. At that time, the truth will be known. Many secret files, the numerous, hideous files of the Communist Party, will return to the hands of people. People will then organize a court of righteousness to try those cases, just like the cases of many Falun Gong practitioners who have died or been injured or persecuted in the genocide and brutal persecution of Falun Gong under the rule of the Chinese Communist Party. Until then, we can only collect sufficient evidence.

"Generally speaking, when we discover a case with their apparent political fingerprints, we can expose the Chinese Communist Party's evil activities from the perspectives of morality, politics, and public opinion. From these perspectives, it is actually quite appropriate to expose those activities."

Question: "Recently, the media has been filled with reports on the decapitation of American and South Korean hostages. This is the first time a Falun Gong practitioner has been subjected to a shooting overseas. Can you talk about the influences of this incident on global anti-terrorist efforts?"

Ye Ning: "When we see the bloody pictures of decapitations on TV, we see the terrorists' power against freedom. We must add an attributing clause in front of the terrorism power. That is to say, the clarity in the expression of thoughts and the consistency in the definition of certain terms are the important aspects in which our perspectives are spread ideologically and extended to the public. These terrorists are using almost unbelievably brutal measures to fight against the freedom of humankind. Those terrorist behaviors, in fact, resemble the South African shooting incident on June 28 in many respects.

"We saw that terrorists used similar tactics in South Africa as compared to the brutal decapitation of hostages in Riyadh and Baghdad.

"What kind of crime is decapitation? It is a brutal practice from the Medieval Ages. It is slow and torturous murder. The victims were often innocent people. These characteristics mirror those of the dictatorship of the Chinese Communist Party and its terrorist acts.

"Falun Gong believes in ¡®Truthfulness, Compassion, and Tolerance.' It improves health and enhances spirituality through inner cultivation. The practitioners of this cultivation have been brutally persecuted at the directive of Jiang Zemin since July 20, 1999. Up to now, a thousand people have died from the persecution, and tens of thousands of people have been arrested.

"Over the past five years we have seen many pictures and reports in which peaceful, nonviolent Falun Gong practitioners who believe in the philosophy of ¡®Truthfulness, Compassion, and Tolerance' have been tortured and brutally killed by the Chinese Communist Party. These pictures actually bear all the characteristics of the decapitations. There is an ancient Chinese punishment called Lingzhichusi, in which victims are put to death by dismemberment. The pictures we saw of the Riyadh and Baghdad decapitations are also a form of Lingchichusi. The terrorists decapitated the hostages with very dull knives, slowly cutting the heads off of living persons. This is a direct challenge to respect for human life.

"Those people who died, both the practitioners and the hostages, were all innocent. However, they did not die in vain. It is those innocent people who die or sacrifice their lives for their beliefs and ideals that change our views of humankind. It alerts us to this evil force that is sabotaging humanity, freedom, and democracy.

"When this spark of decency is aroused, we must grasp this historic opportunity and not let it pass in vain. While demonstrations were held all over South Korea when the terrorists decapitated their countryman, we have not seen this happen in the United States.

"Today I will appeal to the American people in my speech. We cannot let these brutal acts against humanity, peace, and freedom run rampant.

"We must fan the spark of human decency. This is the historic reason we are gathered here today."
