On the evening of June 28, 2004, during Zeng Qinghong's visit in South Africa, Falun Gong practitioners from Australia were shot at near Pretoria, the capitol of South Africa, while on there way to file a lawsuit against Zeng Qinghong. One practitioner was wounded, and a bullet shattered the bone in his right foot. This is the most severe case of violence against Falun Gong practitioners outside China during the five years the practice has been persecuted in China. The victims believe that this was a deliberate assassination attempt carried out by hired gunmen.

According to the World Organization to Investigate the Persecution of Falun Gong's (WOIPFG) investigation, Zeng has been made Politburo Standing Committee member, Secretary of the Central Committee Office, Director of the CCP Institute, and Vice Chairman of China. He has played a major role in planning and executing the persecution of Falun Gong. He was the Chairman of the CCP's Organization Department in 1999-2002, and became a main accomplice to Jiang's persecution of Falun Gong by fully devoting his energy to this role.

Five years ago, Jiang Zemin suddenly launched the persecution of Falun Gong. The majority of high Party officials didn't agree with the persecution, and there was even bigger resistance from grass-roots people. Zeng Qinghong and Luo Gan were among the first high level officials to support Jiang in persecuting Falun Gong.

On July 23, 1999, only three days after Jiang and his regime openly started persecuting Falun Dafa, Zeng Qinghong, as the Chairman of the CCP Central Committee Organization Department, posted a conversation with a People's Daily journalist, suggesting that the whole Party join in the persecution effort, publicly support Jiang and the persecution, create fanfare for what was to come, and clear the way internally for the persecution.

Jiang Zemin, Zeng Qinghong, and Luo Gan's staged the "Tiananmen Self-immolation" on the afternoon of January 23, 2001, and shifted the blame to Falun Gong, an incident which shocked the world. This was the greatest lie that the Jiang group has come up with. He has used it to deceive the public, incite hatred against Falun Gong, and to justify and intensify the persecution.

From January 27, 2001 to February 1, 2001, Zeng Qinghong used the "self-immolation" incident to slander and attack Falun Gong in Jiangsu and Hunan Provinces. He also ordered the local governments to take the persecution "as an extremely important assignment to be carried out quickly and well."

Because Zeng Qinghong controlled the CCP's Organization Department, a unit with solid political power in the Party, he played a substantive role in driving the Party and other government officials to participate in the persecution. He passed down documents through the CCP's Organization Department that guided the persecution at each level of the Party. Some of these documents are listed below:

In January 2001, the CCP Discipline Committee and the CCP Organization Department jointly issued a "Notice to Fully Utilize Local Party Branches and Party Members in the Battle against Falun Gong."

In May 2002, the CCP Organization Department together with the Central Civilization Office, the Central Education Department, the Public Security Bureau, the Department of Agriculture, the Youth League Central Committee, and the China Science Association decided to push forward a movement aimed at Falun Gong …quot; "Follow Science, Care for Your Family, Treasure Life, and Be Anti-[Jiang's slanderous term deleted]."

Zeng Qinghong called for more severe action against Falun Gong and demanded that the Organization Department and Party Committees on all levels "actively and voluntarily participate in this serious political struggle" at numerous organization meetings held by the CCP Organization Department. For example:

At a national conference for all organization department heads in 2000, Zeng Qinghong again slandered and attacked Falun Gong.

In January 2001, Zeng gave a talk at the core meeting of the CCP Organization Department, emphasizing that each level of the Party should join the long battle against Falun Gong.

On April 20, 2001, at the "No. Four Expanded Meeting of the National Conference on Studying and Educating about ‘Three Represents' in the Countryside" held in Beijing, Zeng Qinghong ordered people in the countryside to suppress and brainwash with propaganda people who practice Falun Gong. Brainwashing is the most important part in the persecution, since it is a form of genocide that seeks to eradicate Falun Gong itself through mental and physical torture of practitioners. His talk was passed down as a CCP Organization Department document (ZZF [2001]#11) to the whole country.

Before the October 1^st National Day in 2001, Zeng Qinghong and Luo Gan personally plotted and organized the "Number Three Storm Mission" and arrested many practitioners. The state government sent many computer and Internet specialists to each province and city to destroy access to Minghui Net from China. Police and temporarily employed young men kept the main public places and residential areas and streets under 24-hour surveillance. Some practitioners were arrested

Between January 17 and 23, 2001, Zeng Qinghong and Luo Gan went to Hunan Province to persecute Falun Gong. During these six days. Over 1,600 practitioners were arrested in Hengyang City alone.

In late April 2001, Zeng Qinghong went to Hefei City, Anhui Province. Soon after, on April 29 and April 30, local government authorities made large-scale arrests of Falun Gong practitioners.

On February 26, 2001, the CCP Organization Department, the CCP Propaganda Department, the CCP Political and Judiciary Department, the Public Security Bureau, the Civil Affairs Department, the Human Resources Department, the State Department Prevent and Cult Treatment Office (i.e., "610 Office") jointly held a meeting of people fighting against Falun Dafa in the People's Hall in Beijing in order to discuss rewards. These award-winning individuals and the award-winning places they represented have all tortured to death or disability Falun Dafa practitioners, such as:

Beijing Police Tiananmen Local Station, which dared to beat up Falun Dafa practitioners in open public; Party Secretary Wang Xian-an, who brainwashed Falun Dafa practitioners in the Zhongyuan Petroleum Survey Department of China Petroleum Chemical Corp; the notorious Masanjia Labor Camp Director Su Jing (female), who tortured many Falun Dafa practitioners to death, disability or mental collapse, and threw 18 stripped female Falun Dafa practitioners into male cells; Ouyang Daixia from the Shayang Labor Camp in Hubei Province, which is notorious for brainwashing Falun Dafa practitioners by using mental and physical torture. These groups and individuals went on tours to give talks all over the country, and were widely reported on by media, which became encouragement for the perpetuation of the persecution.
