Evidence of Crimes Committed by Police Officer Cao Jianguo and Party Secretary Zhu Zhongmin

(Clearwisdom.net) Cao Jianguo is Fengman District Police Precinct chief for the Jilin City Police Department. On July 12, 2004, Cao Jianguo arranged for personnel in the Shijinggou Police Precinct in the Fengman District to illegally arrest practitioners Gao Ruili, Ma Fang and Ma Yan. Then he appeared on the municipal TV station to discredit and defame practitioners, claiming to have caught an "organized group" led by Gao Ruili, who is the mother of a 19-month-old child.

Around 8:00 P.M. on July 19, 2004, officers from Erdao Township's police station and several township officers came to the home of practitioners Liu Jun and Yu Guiling. They were going to search their home, but Liu Jun and Yu Guiling did not let them into the yard. They left at about 9:00 P.M. But in less than ten minutes they came back with Cao Jianguo, chief of the Fengman District Police Precinct, accompanied by five other non-uniformed police officers. Cao Jianguo was very drunk at that time. Without showing any legal papers, he ordered police to forcibly search the house and to beat anyone they encountered. He said that he would take personal responsibility if anyone were beaten to death. More than ten police officers climbed over the wall and into the yard. They entered the room through the windows and ransacked boxes and chests in their search. Practitioners Yu Guiling tried to stop them. Police officer Xu Zhenfeng from the Erdao Township Police Station beat her with a flashlight until she fell unconscious. The police still kept beating her while she was unconscious. She suffered severe injuries to her head, arms and legs. Practitioner Liu Jun also was subjected to a beating and lost consciousness when he tried to stop them from beating Yu Guiling.

These police officers destroyed the locks and threw things everywhere. They confiscated a lot of Dafa materials and stole other personal belongings, including 510 Yuan (1) in personal savings, two radios, a photo album and an address book. They broke the garage door lock and took away a new motorcycle that was worth 4,000 Yuan. Just before they left, they even stripped the ripe fruit off the tree in the yard, eating some and throwing the rest away.

Cao Jianguo told the rest of the officers, "For your hard work, take the 510Yuan cash you found in Liu Yun's home and have a good meal."

Zhu Zhongmin is the party secretary for the municipal Party committee for Jilin City. For the past several years he has been responsible for planning and encouraging the persecution against Falun Dafa practitioners, using Cao Jianguo as his enforcer.

Zhu Zhongmin has issued orders saying that the law is not applicable to Falun Gong practitioners. He personally controls the municipal Political and Judiciary Committee, the municipal "610 Office," municipal Police Department, municipal Security Division and the municipal Security Bureau. He does not allow anyone else to share his power.

Zhu Zhongmin has faithfully carried out Jiang's persecution policies for several years now, which cost nearly 40 practitioners who believe "Truthfulness-Compassion-Tolerance" their lives from the persecution. The authorities have spent large amounts of money to persecute those good people. Every local police station has received several hundred thousand yuan to purchase police cars and to hire large numbers of thugs to persecute practitioners. They also hired more people and spent additional money to monitor the Internet. Zhu Zhongmin personally made arrangements at different municipal Party meetings or at governmental meetings to persecute Falun Gong. He rewarded officers who persecute the most practitioners with bonuses.

Between July 20 and 22, 2004, he held a three-day conference to commend the officers and organizations that participated in persecuting Falun Gong practitioners:
