(Clearwisdom.net) Based on Article 11 of the Immigration Administrative Law, two Falun Gong practitioners in Korea petitioned the judicial department on August 5, 2004 requesting that the Korean Government refuse entry to 119 individuals responsible for persecuting Falun Gong. These persecutors include Jiang Zemin, Luo Gan, and their appointed central and local government officials. Jiang and Luo were charged with genocide on December 26, 2003 at the Seoul Municipal Prosecutor's Office.

According to Article 11 of the Immigration Administrative Law, the head of the judicial department can refuse entry to these persecutors, citing their crimes.

Falun Gong practitioners in Korea will continue to build on their appeal by verifying and adding more persecutors and their crimes, and may submit another appeal letter. The list of the persecutors will be published online, to warn all persecutors that committing crimes directed at Falun Gong will only hurt themselves in the end.

This petition was written in compliance with Article 3, Article 4, Article 6, and Article 7 of the Korean Appeals Law.
