On around July 20, 2004, Tongliao City's Police Department once again offered a reward to catch two practitioners from the city. One of them is practitioner Mr. Zhou Jinpeng. He wrote an open letter to President Hu Jintao and Vice Premier Wen Jiabao that was published on Clearwisdom Net. He has been living in exile for three years so far. The other practitioner is 43-year-old Ms. Wang Shuyan. She is the wife of Li Yinjie, an outstanding prison police officer. On March 15, 2004 she managed to escape from detention with handcuffs on. Li Yinjie is still detained at Tongliao City's Hexi Detention Center.

On July 21, 2004, personnel from the Heping Police Station of Shenyang City's Police Department arrested practitioner Mr. Chen Zhengda from Shenyang City, who was born in Jianchang County, Liaoning Province. Dafa practitioner Mr. Chen Zhengda was arrested before, when his daughter was born. This time he was arrested when his wife was about to give birth again.

Since March 2004, personnel in the Hehuakeng Detention Center in Tangshan City have been rampantly torturing determined practitioners. No family visits are permitted now. The once disbanded team especially dedicated to torturing Dafa practitioners has again been set up. The police declared that they would break the determined practitioners, one by one.

At the beginning of July 2004, some practitioners living near Zhaozhuang Village went to Zhenzi Town to distribute truth-clarifying materials. Someone reported them to the police. At the same time, several Dafa practitioners were arrested from home, and all together nine practitioners were arrested. They are now being detained at Tangshan City's No. 1 Detention Center.

On July 21, 2004, policemen from the Political & Security Section, Jinzhou City's Police Department, arrested Dafa practitioner Li Huaying from home. Li Huaying lives in Hegou Village, Hetou Management District, Zongshizhuang Town, Jinzhou City.

On May 21, 2004, practitioner Liu Chen from Maojiazhai Village, Zongshizhuang Town was reported to police while posting some truth-clarifying materials. Liu Chen is now being held at Jinzhou City's Detention Center.

At around noon on July 14, 2004, practitioner Mr. Fu Mingjie from Haicheng Street, Wanghua District, Fushun City was arrested when he was distributing truth-clarifying flyers in a market. He gave a plainclothes policeman a flyer. Afterwards, six or seven officers from Wanghua District's Putun Police Precinct searched Fu's house and arrested his daughter, who was at home. In the meantime they arrested Ms. Ren Changxue, Fu Mingjie's wife, who was at work. Fu Mingjie's daughter was released after being held in the police precinct for a whole day. Fu Mingjie and Ren Changxue have been sent to a detention center.

Practitioner Ms. Liu Shuying and Ms. Mao Xiuping from Xishangtuan Village, Wutu Town, Changle County, Shandong Province were arrested for distributing Dafa information in May. Perpetrators were personnel from the Wutu Town Police Precinct. They have been held in Changle County's Detention Center. No family member visits are allowed. Liu Shuying and Mao Xiuying have since then been sentenced to three and two years of forced labor, respectively.

Policemen from Jinzhou City's National Security Bureau and National Security Team arrested practitioner Ms. Wang Jiao from Jinzhou City's Railway No. 1 Middle School in Liaoning Province and put her into the Jinzhou City Detention Center. Wang's home was searched and Dafa books, a laptop computer, a PDA Electronic Book and tape recorder were confiscated.

Practitioner Ms. Liu Guizhi from the Jinshui District, Zhengzhou City, Henan Province, was reported when clarifying the truth about Falun Dafa to community residents during the afternoon of April 3, 2004. Afterwards, policemen from the Jinshui District Police Precinct sentenced her to one and a half years of forced labor. The police department didn't notify her family members until one month later. Liu Guizhi is now being held in the city's Shibalihe Female Forced Labor Camp.

9. [Benxi City, Liaoning Province] Benxi Prison Authorities Torture Dafa Practitioners

The prison guards in the Benxi Prison in Liaoning Province, led by the prison director, tightly monitor those practitioners who are determined in Dafa. Two prisoners monitor each Dafa practitioner. The guards incite prisoners to search practitioners' bodies, beat them up and force them to "sit on a hard board." They do not even allow practitioners to use the bathrooms and beat up those who use the bathrooms. The food is extremely bad. Practitioners have to eat rotten vegetables everyday. Sometimes there is even a dead mouse in the soup. Dafa practitioners were tortured to the point where they are emaciated, and their health is in terrible condition.

Prison Guard: Zhang Chunye

Practitioner Mr. Luo Yanting (original name is Luo Xiaoyun), 48 years old, is an engineer from Baoji City's Telecommunication Office in Shaanxi Province. He used to be a volunteer contact person at Baoji City's Falun Gong practice site. On May 28, 2004, policemen arrested him from his home. His work unit was indifferent to his arrest. So far, Luo Yanting is still detained at the Jintai Police Precinct Detention Center in Baoji City. He has suffered all kinds of tortures. His family is not allowed to see him. Information about his current situation is unavailable.

Dafa practitioner Ms. Peng Yun from Chende City has been detained at a small cell in Shijiazhuang City's No.2 Prison for over two months.

Dafa practitioner Ms. An Jinting from the Northern China Petroleum Company was sentenced to three years of imprisonment for clarifying the truth about Falun Gong on the Internet in February 2003. She is currently being detained at Shijiazhuang City's No.2 Prison.

Dafa practitioner Ms. Li Xiaoying from Shijiazhuang City hasn't been released after her detention term expired. She has been fined over 10,000 Yuan. She has recently been sent to Hebei Province's Legal System Education Center (actually a brainwashing class) for additional persecution.

Furthermore, Shijiazhuang City No.2 Female Prison authorities did not allowed Dafa practitioners to be released on bail for medical treatment.

On or about July 20, 2004, policemen from the Tiedong District in Anshan City, Liaoning Province arrested the Dafa practitioners Shen Zhenlan, Chen Xiulan, Wang Qingzhu, Fang Decheng, Zeng Duo and Zhang Yuyun and others. A materials production center was destroyed.

Practitioner Mr. Yu Danjiang, 38 years old, was an employee of Jilin City's Refrigerator Factory and lived at the factory's residence. He went to Beijing to appeal for Falun Gong twice, in 1999 and 2001. Each time he was arrested and sent to a forced labor camp for one year.

In the spring of 2003 he went to live in exile due to the persecution and had to temporarily live at his sister's home in the Building No 1 in the Yuanlinyuan Residential Area in Taishan Road, Fengman District, Jilin City. His wife divorced him. His 13-year-old daughter, a primary school student, lives with him. They lead a difficult life. In order to make a living, Yu Danjiang found a job delivering milk.

At 1:00 p.m. on July 5, 2004 when Yu Danjiang was napping at home, two officers from the Gaoxin District Police Precinct broke into his sister's house, arrested him and took him to the police precinct. They confiscated all of his Dafa books. Yu Danjiang is currently being detained at Jilin City's No.3 Detention Center.
