Public Notice from the World Organization to Investigate the Persecution of Falun Gong Reveals Zhou Yongkang's Crimes Against Humanity
(Clearwisdom.net) Recently, the World Organization to Investigate the
Persecution of Falun Gong (WOIPFG) issued a public notice to reveal the crimes
committed by Zhou Yongkang, a major criminal guilty of genocide, torture and
crimes against humanity. The following are the details of the public notice: Zhou Yongkang is a current member of the Politburo of the Central Committee
of the Chinese Communist Party, Secretary of the Secretariat of the Central
Committee of the Chinese Communist Party, Member of the State Department, and
Minister of the Department of Public Security. He was the former secretary of
Sichuan Province's CCP Committee, and previously Assistant Director of the
Social Security General Committee and Deputy Secretary of the Central Political
and Judiciary Committee. Since Jiang Zemin's criminal regime started to publicly
suppress Falun Gong on July 20, 1999, Zhou Yongkang actively pushed the
persecution forward and was personally involved in persecuting Falun Gong
practitioners when he was secretary of the Sichuan Province CCP Committee from
1999 to December 2002. He made use of many occasions to hatch plans for the
persecution of Falun Gong in Sichuan Province. After deployments at major
meetings, he often gave written instructions the same night, to encourage the
literary hacks in the Institute of Social Sciences in Sichuan Province to
promote slander and hate propaganda. He also rewarded those departments or
individuals who actively participated in the persecution of Falun Gong with
money and promotions. He himself participated personally in the persecution of
Falun Gong practitioners in some units. From 1999 to December 2002, forty-three
Falun Gong practitioners were confirmed to have died as a direct result of
persecution in Sichuan Province. (A large number of cases that are not yet well
reported or completely confirmed are not included here). In terms of the
persecution of Falun Gong, Sichuan Province is one of the provinces with the
most serious persecution situation. During his visit in the U.S.A. on August 27,
2001, Mr. Zhou was sued for crimes of torture, crimes against humanity, and
others. Because Zhou Yongkang closely followed Jiang Zemin in the persecution of
Falun Gong, in December 2002 he was promoted to the position of Minister of the
Department of Public Security, even though he had no previous experience in the
field of public security. At the same time he was also appointed as Deputy
Secretary of the Central Political and Judiciary Committee, and assistant
director of Central "610 Office," an agency dedicated to persecuting
Falun Gong, later to be called by another name, the "Office of Preventing
and Handling Cults." Zhou made even more unbridled attacks against Falun Gong practitioners in his
new positions. In December 2002, when Zhou was just appointed Minister of the
Department of Public Security, during high level cadre meetings and nation-wide
public security meetings he continuously conceived plans and issued orders to
Public Security at all levels to persecute Falun Gong. He also traveled to all
parts of China to give personal instructions and encourage grass-root units to
persecute Falun Gong with an iron hand. As minister of the Department of Public Security, Zhou rewarded those units
and individuals in public security organizations who actively persecuted Falun
Gong practitioners. He did so with proclamations and bonuses, and thus incited
the grass-root units to raise the persecution to an even crueler level. Additionally, Zhou coerced and made use of the Public Security Departments
and Departments of Justice to persecute Falun Gong under various banners, such
as the "Striking hard" punishment, learning Jiang Zemin's theory of
the "Three Represents," cracking down against so-called
"anti-China forces" from inside and outside of China, and
"safeguarding the social stability," among other such directives. At
his urgings, tragedies such as illegal arrests, extended-term imprisonments, use
of torture methods to persecute practitioners, or even torturing practitioners
to death, took place all over the country, one after another. Whereas Zhou Yongkang is one of the main people responsible for manipulating
and commanding the persecution of Falun Gong, WOIPFG has placed his case on file
for investigation and prosecution. The WOIPFG will further investigate and
confirm his crimes and will provide all facts and evidence that is collected and
confirmed to the International Criminal Court, human rights organizations and
state governments in all countries, to facilitate lawsuits against him and
expose his crimes in persecuting Falun Gong. According to laws pertaining to and
decrees which state "Foreign officials who have persecuted freedom of
belief are not allowed to enter democratic countries, neither are their spouses
and children," Zhou Yongkang's criminal record will be submitted to customs
