(Clearwisdom.net) On September 16, 2003, at about 10:30 pm, the police broke into my home without a search warrant, handcuffed me behind my back, and forced my fellow practitioner into a corner. We were restrained, while others searched my home and confiscated our property. Over ten policemen participated in the unlawful arrest and confiscation. The officers included Sun Zhuang from the Jilin City "610 Office", several policemen from the Jilin City National Security Unit, Guo Qiang from the Yunheli Police Station of Changyi District Police Branch, and Liu Guoping from the Changyi District Police Branch. They also stole over 1,000 yuan in cash, a cellular phone, two pagers and a Palm Pilot. Dafa books, truth clarifying materials and portable computer disks for printing them, including Teacher's pictures, and anything else of value were also taken. They made a huge mess of things. Police then forcibly dragged us to the police car and took us to the Yunheli Police Station of the Jilin City Changyi District Police Branch.

At the police station, they interrogated us to determine our names and the source of the Dafa materials and portable disks. Superintendent Wang Jiali denied his responsibility in the matter, saying that he acted on orders from a superior and that they had no choice in the matter. They also slandered Dafa and Teacher.

Superintendent Wang Jiali tore up the Dafa books and Teacher's pictures right in front of me. I told them frankly that they would be held responsible for what they had done. They then proceeded to beat me, and I went on a hunger strike to protest. Superintendent Wang Jiali beat me mercilessly on my face and head. I said to him sternly, "Stop! You are deliberately breaking the law. You will take full responsibility for what you are doing!" Wang Jiali pointed to my forehead and said, "If you don't tell me the source of the materials and the portable disks, I will send you to jail." I replied, "You cannot send good people like us to prison. I won't go to prison for even a single day. Instead, it is people like you who will end up in prison." Policeman Guo Qiang also started beating me. When I shouted, "Police are beating good people," several policemen rushed in to help him. Two of them stepped on my legs and kicked my knees and ankles until I couldn't move them anymore. The other two policemen pulled up on my handcuffs (I was handcuffed behind my back) as high as possible, while another policeman held my head. I could not move at all, and my body felt as if it was going to split in two. I felt the pain deep in my joints and ligaments. They stopped when they saw that I was silent. It was so painful that my whole body was shaking. I laid on the floor and could not move at all. Wang Jiali, Guo Qiang, Liu Guoping and the other policemen questioned me again, demanding the source of the materials and the portable disks. I was very determined and warned them, "I will remember you. You must be held responsible for what you have done today." Under Wang Jiali's order, they again tortured me like they had done earlier. Wang Jiali also clutched and squeezed on all of my ribs. I almost passed out due to the pain.

The next morning, Superintendent Wang Jiali continued abusing me. I told him, "I want to see your director and sue you for deliberately breaking the law, beating and injuring me." I pointed to those who beat me and said that they will all be included. They were speechless and left one after another. I insisted on going to the hospital to have my injuries examined. Superintendent Wang Jiali had to agree to send me to the hospital for an examination. At that time, I could not move at all. Three policemen dragged us out to the vehicle. Once we were out, I saw several people standing nearby and I said to them, "I'm a Falun Gong practitioner. I was illegally brought here just because I want to be a good person and have been beaten and severely injured. Just take a look!" The policemen then rushed me into a vehicle and took me to the Jilin City Hospital, which had been assigned for use by the Jilin City police. Once we arrived, my heart was racing and I had difficulty breathing. The policemen had to get a stretcher to carry me into the emergency room. Immediately, the doctor started an I.V. and put me on oxygen. I remained clear-headed, but my whole body was in extreme pain. The doctor asked that my family be notified and allowed to visit me. Wang Jiali asked the doctor whether I would die or not. Wang said that as long as I was not going to die, my family didn't need to see me. When they saw that my life was in danger, the police used the money they had stolen from me to pay for the hospitalization. During the days afterward, I started a hunger strike. Since I could not move at all, I had to relieve myself right on the bed. The pain was unbearable. Police guard Guo Qiang cursed me and said, "If you die now, we will be off the hook. We can just say that you committed suicide." I said, "If you do not stop this wrongdoing immediately, you may do worse than going to jail in the future." Quo was afraid that their persecution against me would be revealed in the future and he would be held accountable. He said, "The chief who beat you with me is Wang Jiali and the other one is Liu Guoping." I told him, "I will remember them. Any person who has done bad deeds against Dafa and its practitioners will not be able to escape from justice." Three days later, I was able to get out of the hospital with righteous thoughts. After returning home, the injuries to my legs and lower back became worse and I had to stay in bed. I was unable to resume my normal activities for six months.

Mr. Liu Hongwei submitted a lawsuit for the torture caused by the policemen to the Jilin Provincial People's Congress Standing Committee and the Jilin Provincial People's Procuratorate:

I am Liu Hongwei, a 38-year-old self-employed man with a college education. I live at South Zhihe section of Chuanying District, Unit #1 of Building #2, 5th floor Apt #12, Jilin City, Jilin Province.

In 2004, the judicial system started to discipline and to rectify internal violations. They also started a one-year special investigation called: "Seriously Investigate Government Officials' Abuse of Authority and Criminal Cases of Violating Citizens' Basic Rights." That was to strengthen the rule of law and to protect citizens' human rights. As a citizen of this country, I have the obligation as well as right to tell you about the criminal acts perpetrated by the Yunheli Police Station of the Changyi Police Department in Jilin City. I am providing you with the fact that the police station conducted torture in attempt to extort a confession from me. They also illegally confiscated my personal belongings. I hope that the People's Supreme Procuratorate will investigate this case and provide a fair and reasonable solution.

The Complaint states:

On September 16, 2003 at about 10:30pm, over ten policemen unlawfully searched my home, confiscated my personal property and arrested me, Those people were Sun Zhuang from the Jilin City 610 Office, several policeman from the Jilin City National Security Unit, Guo Qiang from the Yunheli Police Station of the Changyi District Police Department, and Liu Guoping from the Changyi District Police Department. The complaint further describes the police brutality and robbery as described above.

It further states:

I hereby request:

1. The return of all my belongings, and compensation for my physical and mental suffering

2. That you hold those people (Wang Jiali, Guo Qiang, and Liu Guo Ping, etc) responsible for their crimes and liabilities according to the law.

3. A copy of this document has been sent to the Jilin Province Police Department, Jilin City People's Procuratorate, Jilin City People's Congress Standing Committee, Jilin City Police Department, and Jilin City Government.
