Appeal Letter from Mr. Liu Jun, Jilin City (Photos)
(Clearwisdom.net) To the Supreme People's Procuratorate: My name is Liu Jun. I was born on March 8, 1952. I am a farmer from the Third
Commune, Jilin City, Jilin Province. Due to the continuous harassment and
threats from the local police and "610 Office" agents, my family of
three was forced to leave our home and move from place to place. In 2004, our country added "human rights protection" into the
Constitution; the Administration of Justice began rectifying the corruptions in
the Public, Judiciary, and Law Departments. At the same time, they started a
year-long (May 2004 to May/June 2005) movement of "rigorous investigation
and punishment of governmental agencies and staffs' abuse of power against
citizens," to refine the legal system and protect human rights. In order to
cooperate with this movement, I have the responsibility to report to the court
prosecutor the truth about the local polices' various persecutions and illegal
deprivations of my basic human rights. I hope that the Supreme People's
Procuratorate will give me a fair and reasonable reply and settlement after
investigation. I am a Falun Gong practitioner (as are my wife and child). Since beginning
the practice in 1995, I have followed the teachings of "Truthfulness,
Compassion, and Tolerance." Falun Dafa has benefited me and my family
physically and mentally. Falun Dafa healed me and my wife from various kinds of
sicknesses and desperation. For almost ten years we have been healthy and
haven't needed to take any medication. Falun Dafa elevates our moral standard
and we help others. We have done various good deeds in our village, and people
all see us as being good people and a good family. Since July 20, 1999, the
never-before-seen persecution of Falun Gong has created inexpressible pains for
me and my family. We have suffered extreme torture and unreasonable damage
mentally, physically, financially, and professionally. Under this persecution,
our lives and finances have had no protection whatsoever. The police use any
reason, without any evidence, to ransack our house, arrest, rob, beat, threaten
and intimidate us. On September 22, 1999, when I was manipulated into going to the police
station in Erdao Township, Fengman District, Jilin City, the police ransacked my
home, took my television, stereo, cassette recorder, and 500 yuan (1) in cash.
Then they detained me for 15 days. On October 28 that same year, they ransacked
my house again, and detained me for another 15 days for appealing in Beijing.
They also extorted 4,000 yuan from us and haven't returned it. Then on December
29, they once again ransacked our house, and unconstitutionally sent me to the
Jilin City 3rd Detention Center. They tortured me for 25 days in the
detention center, and illegally sentenced me to two years of forced labor using
"disturbing social order" as the reason. On January 13, 2000, the authorities sent me to the Huanxi Ridge Labor Camp,
Jilin City and inhumanely tortured me. The labor camp used various methods, such
as depriving us of full meals, making us carry bags of sand and rocks, forcing
us to run or stand still or squat for long periods of time, as well as brutally
beating us in order to try and force us to write the "statements to break
ties with Falun Gong." On March 27, 2001, I was transferred to the Liaoyuan
Labor Camp, Jilin Province. I was brutally beaten in the labor camp and forced
to participate in brainwashing classes for a month. After the torture I couldn't
walk, I became very thin, and I passed out many times during the beatings. My
left leg was broken during one of the beatings, and I am still lame because of
it. I was released on November 13, 2001. At 8 p.m. on January 28, 2002, the
authorities arrested me again and took me to the Erdao Township Police Station.
Police officers Li Jianping, Xu Zhenfeng, and Xin Dechen put me on the
"Tiger bench." They handcuffed my hands behind my back, pulled a hood
over my head and tried to strangle and suffocate me. They beat my head with
bats. I passed out within a few minutes. The handcuffs carved bloody grooves
into my hands and wrists. My arms became severely bruised and numb. Even now,
whenever I have to carry a heavy weight my arms feel numb. Photo: A reenactment of the brutal tortures executed by Officers Li Jianping,
Xu Zhenfeng, Xin Dechen's (Note: Because a Tiger Bench is not present in the
photo, it can't fully display the cruelty of this torture). On January 29, 2002, the police unconstitutionally sent me to the 3rd
Detention Center in Jilin City again. But the center refused to accept me
because I didn't pass their physical examination. At 8 p.m., October 11, 2002, the Erdao Township "610 Office" and
local police came and ransacked my house again and arrested me. They sent me to
the Huapi Factory Labor Camp that night. On November 16, the local police took
me to 3rd Detention Center and illegally confined me. On November 5,
2002, they sent me to the Jiutai City Labor Camp, Jilin Province. The labor camp
refused to admit me because I didn't pass the physical examination. On our way
back, Officer Xu Zhenfeng from Erdao Township beat me. My head was bruised in
various locations; my face was covered with blood and wounds. They locked me
back up in the 3rd Detention Center when we returned. On November 26,
2002, because my life was in danger, the detention center unconditionally
released me because they didn't want to be held responsible. During the Two National Meetings (the two Congressional Meetings) of the
Communist Party in 2003, my house was searched numerous times. On July 22, 2003,
the police once again arrested me and sent me to the Jiutai City Labor Camp,
Jilin Province. The warrant that was issued for the labor camp was dated 2002,
but the local police changed the date and fabricated the warrant to deceive the
Jiutai City Labor Camp. Once again, the labor camp refused to accept me because
I didn't pass the physical examination.
At 8 p.m. on July 19, 2004, the Erdao Township's government agents and police
came to ransack my house yet again. I refused them entry. Ten minutes later they
brought Cao Jianguo, the Bureau Chief from Fengman District Police Division.
Under Cao Jianguo's commands, and without any warrants, they broke our windows
and locks and ransacked our house, breaking furniture and looting our house.
During the ransacking, Officer Xu Zhenfeng used a utility flashlight to beat my
wife. He continued to kick and stomp on her even after she fell to the ground.
When I tried to stop him, an officer struck the back of my head with a heavy
object, and I passed out. A senior officer was worried that they might kill us,
so he stopped the other officers. They took 500 yuan as well as another 10 yuan
that we had earned from selling vegetables. They took three cassette recorders,
a new motorcycle worth 4,000 yuan, and various Falun Dafa books, lectures on CDs
and cassettes, as well as other Falun Dafa materials. While they were beating us
and looting our home, Bureau Chief Cao Jianguo said, "You can do whatever
you want to them, even if they die I don't care. I will take
responsibility." They left my house at 11:30 p.m. The whole process took
three hours. Even though hundreds of onlookers were angered, they dared not say
a thing. I went to the National People's Congress in Jilin City to appeal on July 21,
2004, and later to the National People's Congress Political Committee in Fengman
District. The director of the Political Committee told me, "If you write a
Guarantee Statement to give up practicing Falun Gong I can fix the situation for
you: return the money, belongings, and motorcycle taken from you; and, I can
take care of the brutal police. But if you insist on continuing to practice,
then the beatings and lootings are just part of the process, even if it's
excessive. If you don't like it, you can sue them. I don't care." Because
my wife and I went to appeal, Bureau Chief Cao Jianguo became angry, and said
that he will send all three members of my family to prison for the rest of our
lives. We dared not stay at home and risk arrest, and therefore we were forced
to become homeless. Between 5 a.m. and 7 a.m. on August 4, 2004, the police came to search my
home again. There was no one at home. They returned again between 9 a.m. and 10
a.m., and then again around 10:00 at night. They were searching for us as if
they were crazed. On August 5, between 6 a.m. and 7a.m., they came again. They
used extremely despicable and inhumane methods to force my father to give
information as to our whereabouts. Due to the numerous persecutions that my
family has endured my father had been hurt both physically and mentally. He
suffered a stroke and couldn't talk nor walk. After we left home, he was the
only one at home, so there was no one there to take care of him. The three
officers took a frightened, sick old man, who couldn't speak, to my sister's
house to look for us. On August 6, some time between 10 p.m. and 11 p.m., they
came to my house once again. Practitioners always strive to be better and better people. This is
beneficial to the nation and to society. Freedom to practice one's belief is
protected by the Chinese Constitution. According to the law, I have not
committed any crime and I am innocent. In the light of the above incidents I request the following: Regards, Appealer: Liu Jun August 16, 2004 (1) Yuan is the unit of currency in China; 500 yuan is equal to the average
monthly income of an urban worker in China.
