Epoch Times: Retired Teacher Exposes Crimes of Chinese Police

Last month, retired teacher, Bo Zaijing, 68, handed over a letter of
accusation to 18 departments exposing crimes that had been committed against him
by local police. The letter included details of how he had been illegally
detained, fined, handcuffed and tortured. He has lost sight in one eye due to
the torture, and his health is in a critical condition. His retirement pension
was embezzled, his house was searched several times and his property
confiscated. Bo handed the letter to law enforcement agencies in Zhangqui,
related departments in Jinan city, and the highest level department in Shandong
province.
At the same time, Bo Zaijin exposed these crimes on an overseas website,
Clearwisdom.net.
Bo Zaijin lives in Shangbo Village, Puji town, Zhangqiu city, Shandong
province. On March 6, 2002, the director of Puji Police Office in Zhangqiu City
arrived at Bo's home with a policeman. He said that the leader of the Public
Security Bureau in Zhangqiu City, Yang Bingliang, wanted to talk with him. When
Yang Bingliang arrived, he immediately started to search Bo's house without
showing any warrant. He even searched Bo's parent's home.
Bo Zaijin was then detained at Puji Police Office, for no reason. The police
produced a document that they claimed was written by Bo Zaijin. Bo was
handcuffed and illegally detained in the Zhangqiu City prison. Bo Zaijin was
subpoenaed again and again. The police forced him to admit that he'd written the
document. When Bo Zaijin was detained, he had suffered pain in his eyes five or
six times. In the end, he lost sight in his left eye.
In his statement, Bo Zaijin said that from December 1999 to November 2001,
officials in Puji Town illegally embezzled his retirement pension--nearly 30,000
yuan (US $3,620). In addition, he was illegally detained five times, and the
police extorted more than 15,000 yuan (US$1,811) in fines, bail and living
expenses. In May 2004, officials embezzled his retirement pension again, and
didn't return the money even though Bo contacted them many times.
After this, Bo was imprisoned again, which intensified his heart disease. He
was sent to the hospital for emergency surgery. The doctor said that an
operation would cost tens of thousands of yuan. He recently suffered pain in his
right eye. The doctor told him that he needed to have surgery as soon as
possible, or he would also lose sight in his right eye. The treatment costs at
least 5,000 yuan (US$604).
Under such difficulties, Bo Zaijin requested his retirement pension many
times, but without result. Bo Zaijin said, "Isn't this cutting my life off? Doesn't it force me to an
impasse? When I reflect back on my life, the only reason I've been persecuted is
because I want to practice Falun Gong. I want to be a good person, and become
healthy both physically and spiritually, and be a righteous person with a
conscience! Where is the justice? Where are my human rights?"
Bo Zaijin filed a lawsuit based on Rule 41, Article 2 in the Constitution of
the People's Republic of China. Bo Zaijin claimed that Yang Bingliang of the
Public Security Bureau in Zhangqiu City, violated Rule 248, 1 of the Criminal
Law, "The crime of beating, punishing physically, torturing prisoners," and Rule
245, "The crime of illegal search." Up to August 2004, the Puji government had
embezzled about 34,000 yuan of his retirement pension, three times without any
basis in law.
