Two Falun Gong Practitioners from Sichuan Province File Lawsuits against Unlawful Officials and Police Officers

against officials and policemen who persecuted them and their families. They are
asking for the relevant personnel to take legal responsibility. Below are the
two documents. Jiang Lirong, a Falun Gong practitioner, is suing nine officials in Wenjiang,
Huosheng County Statement of Charges To: Chengdu City Procuratorate Plaintiffs: Jiang Lirong, and other Falun Gong practitioners and their
families who have been persecuted Defendants: Sun Xuecheng, former Wenjiang County Government Secretary; Huang
Hongshi, Deputy Secretary; Hu Dongxiang, Minister of the Department of Armed
Forces; Chen Zhiying, Deputy County Head; Zhu Biyu; Liu Hong; Li Hongyuan; Tang
Libo; and Yao Zhaocheng. Reason: The Defendants' behavior and actions have intruded upon the personal
freedoms, freedom of belief, and the rights of residence of the plaintiffs. Plaintiff's request: Facts and Reasons: My name is Jiang Lirong and I live in Section 4, Yucheng Village, Huosheng
Township, Wenjiang County, Chengdu City, Sichuan Province. On January 1, 2000, I went with fellow practitioners Hu Yuzhen and Wang
Yingfeng to Beijing to appeal to the government on behalf of Falun Gong. Our
families tried to stop us. Upon returning home, Village Head Wang Huancheng
ordered Chen Qinghua, Su Quiying, and Li Hongyuan from the local government, and
Luo Yonglin from the local police department to arrest me at home. I was taken
to the police station and accused of making trouble in Beijing. Then they
illegally interrogated me. They invited a reporter from Wenjiang Television
Station to take my picture and broadcast a news segment saying, "Police
have arrested three people who went to cause disturbances in Beijing." The
three of us were detained at the police station, and were left overnight in
freezing conditions. On January 2, my family, together with Wang Huancheng, head
of the village, and Huang Yongfu, Village Party Secretary, went to the police
station. The director of the police station forced me to write a Guarantee
Statement against my will and I was then released. The other two practitioners,
Hu Yuzhen and Wang Yingfeng were sent to a detention center for forty-five days.
Upon returning home, we discovered that all our Dafa books had been confiscated
by the local government. On January 5, Zheng Jian, Deputy Head of Wenjiang Huosheng County, brought
several policemen, including Chen Qinghua, to our brigade and ordered all
practitioners (more than 30 of us) to assemble at the Wang Huailing Tea Farm. We
were ordered to write Guarantee Statements. We were also told that we were not
allowed to practice the Falun Gong exercises or we'd be arrested. After a few days, Wang Huaicheng, the head of the village, ordered us to go
to the county government. All the Dafa practitioners were there. Li Tianfu, head
of the township, first gave a speech and then Chen Zhiying read articles and
showed a video that slandered Falun Dafa. Finally, Sun Xuecheng ordered all of
us again to write Guarantee Statements. Around January 20, Hu Dongxiang brought more than a dozen people, including
Li Hongyuan, Yang Biqun, Su Quiying, and Wang Huaicheng to my home and forced me
to pay a fine of 1,500 yuan. In the middle of March, Hu Dongxiang and Huang Hongshi brought more people to
my home and took three of us practitioners to the police station. They wouldn't
allow us to eat, forced us to mow the lawn, and clean the windows and floor.
Huang Hongshi threatened us by saying, "If you do the Falun Gong exercises
again, I'll send you to your parent's home and force your husband to divorce you
and abandon you." After five o'clock in the evening, they let Wang Yingfeng
and me go home, but still detained Hu Yuzhen at the police station. In June 2000, Hu Yuzhen, Tong Yuhua and I went to Beijing again to appeal
with the intention of telling our government leaders how we've physically and
mentally benefited from practicing Falun Gong, how my family became harmonious,
and how our Teacher teaches us to be good people. We each brought 200 yuan with
us to Beijing. The police were everywhere on Tiananmen Square. We heard that
people who had gone to the appeals bureau were arrested immediately. With no
other means to clarify the truth, we went to Jinshui Bridge and shouted out,
"Falun Dafa is good! Falun Dafa is the righteous Fa!" The police
arrested us and sent us to our hometown office branch in Beijing. We were
unlawfully detained. On the third day, Luo Yuanlin and Huosheng of the township
police, and Yao Zhaocheng of the local government, handcuffed the three of us
together with two handcuffs. After boarding the train, we were handcuffed to a
bedpost and weren't allowed to eat or drink. Tong Yuhua, a practitioner over
sixty years old, was not even spared. We boarded a vehicle after getting off the
train, and Yao Zhaocheng started hitting Hu Yuzhen and me violently on our faces
with a rolled up newspaper until we both bled from the mouth and nose. He didn't
stop until our faces turned blue. We were then sent to a detention center and
were illegally detained for fifteen days. On June 29, 2000, Zhang Xilong, Su Guiying, and Tang Libo took Hu Yuzhen,
Tong Yuhua, Wang Yongfeng, Wang Yongxiao, Yang Jingqun, other Dafa practitioners
and I to the county government office. Some of us were forced to stand in the
baking sun for a long time, some were severely beaten, and others were forced to
kneel on broken tiles. We were left in an auditorium that night and released the
next morning. At 2:30 p.m., Hu Dongxiang, Zhu Biyu, Li Hongyuan, Tang Libo, Chen
Zhiying, Liu Hong, and several other people came to my home. My seventy-year-old
mother and nine-year-old daughter were at home with me at the time, while my
husband was away. When they came into the kitchen, Hu Dongxiang said, "Go
upstairs to see if there are any Falun Gong books." I told them that there
were none. Li Hongyuan told me to bring my bank deposit book. I told him I
didn't have one. Hu Dongxiang told me to bring money. I said there was none. He
went to the porch and said, "Bring the money, or I'll break
everything." He then picked up a brick from the porch and smashed the
window. He shouted while he continued smashing the window, "If you don't
bring the money, I'll smash all the windows." All seven or eight of them
started to break the furniture and windows. They took all the unbroken items
such as a fan, a tape recorder, and blankets downstairs. They went to the
kitchen and smashed all the pots, pans, and bowls. The doors were also smashed
up. Uncooked and cooked rice was scattered everywhere. Our neighbors heard the
noise and came to see what was happening, and shouted, "The Communists are
smashing things here and robbing people! Everybody come quickly." More and
more people came and criticized Hu Dongxiang, "Why are you smashing their
things? Their house doesn't look like a house anymore. You have detained her for
a long time and now you are destroying her home." Someone asked him whether
he had a search warrant. Hu got very angry and started smashing furniture again
in the living room. He threatened those bystanders while he was breaking things,
saying, "Are you Falun Gong practitioners? I'll arrest you too if you are.
I have documents here from my superior." Li Hongyuan then said to them,
"Are you speaking for her?" Hu Dongxiang shouted to his people to
bring the rest of the unbroken items out of the house. Zhu Biyu forced me to
move a sofa. Then they put all the unbroken items in a vehicle and took them to
the government office. My husband heard the news and came home to find an empty house. He then went
to reason with them. Hu Dongxiang told him to go to the government office. My
husband and I went to the government office. As we arrived, someone said,
"Bring Jiang Lirong inside and beat her." Li Tangfu said, "Her
husband came with her. Don't beat her." They took my husband to an office
and took me to a different room. They tried to force me to write a Guarantee and
Repentance Statement and then threatened me that both my husband and I would be
sent to the countryside if I refused. Yao Zhaocheng slapped my face violently.
He yelled while beating me, "You have caused enough trouble!" Even
when I was being forced to write a Guarantee Statement, they didn't give my
husband a firm answer about what would happen to us. When we got home, I was sad
to see the pile of broken things and my daughter hiding in a corner of the
house. My husband was also very sad. A shadow had been cast upon our once happy
family. In the middle of July, my previous illness returned because I had stopped
practicing Falun Gong. One day when my husband was ready to take me to the
hospital, Hu Dongxiang and Zhu Biyu shouted at him, ordering him to give them
1,500 yuan, saying it was to pay a fine. My husband said he didn't have any
money and didn't bother with them. The next night, Wang Jun (a government
employee) came and said, "You better pay the money, Hu Dongxiang went to
see Sun Zuecheng, a government official. Sun was very mad and said he'd level
your house." On August 2, Hu Dongxiang, Wang Jun, Zhu Biyu, Li Hongyuan, Wang Huicheng,
and two others came to get the money. My husband said to them, "I don't
have any money. You have destroyed my home and we have to pay for our debt.
Besides, she is ill." Then they used both soft and hard approaches to
threaten my husband. Without a choice, my husband borrowed 2,000 yuan from our
neighbor to give them. I still have the receipt for the illegal fine. Hu
Dongxiang said, "You aren't allowed to sue us. It's useless to sue us. This
is Jiang Zemin's world." Afterwards, they often came to our home to harass
us, and we were fearful and under tremendous mental stress. Procurators, as Falun Gong practitioners, we have done our best to follow the
teachings of "Truthfulness, Compassion, and Forbearance" and to be
good people. How can it be against the law to be a good person? What they have
done violates Sections 35, 36, 37, 38, and 39 of the Chinese Constitution. They
are the officials of the government and what they have done was outside the law.
They knew the law and purposefully violated it. Who committed the crimes? Who
disturbed public order? Who slandered and framed whom? You are the procurator
for the people. You have morals and a conscience. Redressing injustice is your
duty. I am making the above request and asking for the Procuratorate to provide

Station, Xiang County, Sichuan Province Request: Denounce persecution by two policemen from Renhuo Xingyi Village
Police Station I began practicing Falun Gong in 1996. Since then I have always followed the
principles of "Truthfulness, Compassion, and Forbearance," and have
become a healthier person both mentally and physically. I went to Xianzu Temple at around 9:00 a.m. on October 14, 2003 and took a
bus home at around 10:00 a.m. On the way home, two policemen, Li Yong and Du
Chengwei, stopped the bus. They asked me whether I was a Falun Gong
practitioner. After I told them I was, they forcibly took me to the Renhuo
Police Station where they illegally body-searched, detained, and beat me. They
cruelly tortured me to obtain a "confession." The police abused their power, committed perjury, framed me, and they ignored
the law. When I refused to sign my name on a false statement made up by them for
the trial, both Li Yong and Du Chengwei slapped me on the face. Li Yong pulled
my hair with both hands and pounded my head on the ground repeatedly. Li also
kicked me with his leather shoes and stomped on my back. Several of them tied my
hands tightly behind my back and raised my hands high. Then Li and the others
bent my hands behind my back and handcuffed me. Meanwhile, Li pulled up my
ankles and stomped on me with his feet. It was so painful that I passed out.
Afterwards, my head ached and I felt dizzy. I was trembling with pain, and my
entire body was black and blue. A bunch of my hair had been pulled out, and at
the corner of my eye was a big bump, which was cut and would not stop bleeding.
After they finished torturing me, a man wearing glasses told me to sign my name.
I said, "I will not sign these false documents. I will not cooperate with
you." The man said, "Sign it! If you don't sign it, I'll beat you to
death." The police from the Renhuo Xingyi Village Police Station abused
their power and tortured me in an attempt to obtain a confession. What they did
was against Sections 37, 39, and 40 of the Constitution. They deprived me of my
personal rights. Amidst the persecution, I had no place to appeal. Instead, I
was illegally imprisoned and detained, and was deprived of a citizen's
"right of supervision" (Section 41 of the Constitution). During the forty days of detention by Li Yong and Du Chengwei, I was so
cruelly tortured that my weight dropped from 120 pounds to between 80 and 90
pounds. I suffered from headaches, dizziness, head swelling, shock, bloody
stools, and I vomited up blood. I threw up whenever I ate. I had problems
sleeping day and night. For several days, I couldn't eat or drink. On November
24, I was released because I was seriously ill. In less than ten days after my release, Du Chengwei and others still harassed
me. They made up lies to send to their superior and said they wanted to sue me.
I was under tremendous mental stress. On December 4, I was forced to leave home
to avoid further harassment. The police put up my picture everywhere and ordered
people to arrest me (and because of this, my leg was broken in an accident).
They utilized our country's money and involved many people. Many people were
implicated and lost their bonuses. My work unit, my husband and his work unit,
relatives, and friends were all implicated. It has caused much distress and
great damage to them. The police abused their power and disregarded the law and the constitution.
They also violated the "World Declaration on Human Rights," which
provides people the right of protection by their government, and that includes
the right to live, freedom, human dignity, religious freedom, right to property,
right of assembly, freedom to associate, freedom from slavery, cruelty, and
insult, etc. But what they did at the Xingyi Village Police Station was outside
the law. They frenziedly persecuted me for my belief in "Truthfulness,
Compassion, and Forbearance." Because I followed these principles, I have
become a kinder and healthier person. I am a citizen of the People's Republic of
China, and should enjoy equal rights as provided by the law. I am hoping that
the public and the law of our country will act on the facts and bring Li Yong,
Du Chengwei and others in the Xinjin County Police Station to justice. I am
hoping that the public and the law will give back my innocence and freedom. Plaintiff: Wang Xiang
