A Chinese delegation led by Huang Huahua, Governor of Guangdong Province will visit Canada later this month. A Canadian Falun Gong spokesperson stated that Huang Huahua is one of the government officials who actively participated in suppressing Falun Gong. He cannot shirk his direct responsibility for the deaths of Falun Gong practitioners in Guangdong Province as a result of the persecution.

Therefore, Canadian Falun Gong practitioners urge the Canadian government to ban Huang Huahua from entering Canada. According to a news release issued by the Canadian Falun Dafa Association, as of October 2, 2005, at least 97 [Editor's note: the correct number is 64] Falun Gong practitioners in Guangdong Province have died from the persecution.

Investigations indicated that 42 death cases occurred after Huang Huahua took the position as the Governor of Guangdong Province in 2003. In addition, during Huang's tenure as the Guangzhou Municipal Communist Party Committee Secretary, a quarter of the death cases in Guangdong Province took place in Guangzhou.

Kevin Yang, a Toronto resident and a coordinator of the Global Organization to Investigate the Persecution of Falun Gong (GOIPFG) stated: "This organization issued a notification on February 13, 2004 to investigate the Guangdong Provincial Party Committee and provincial government officials, including Huang Huahua, Li Changchun, and Wang Huayuan. Yang said that recently, the Falun Dafa Association published an announcement to sternly advise Chinese government officials from all levels to immediately stop taking part in the persecution of Falun Gong.

Kevin Yang said, "Governmental officials from all levels, do not continue implementing the suppressive policies against Falun Gong and immediately stop the persecution of Falun Gong. Right after we issued the announcement, we already began monitoring those provincial and municipal officials who still persecute Falun Gong and we will file lawsuits against them once they leave China.

Kevin Yang stated that, currently, Falun Gong has implemented a worldwide monitoring system to investigate and track down all Chinese government officials who continue following the persecution policies against Falun Gong. For these people, we will not only file lawsuits against them in a timely manner when they visit other countries, but we'll also make sure they bear the legal responsibilities in China in the future.

Yang said that this is a global movement and they have been closely monitoring the persecution situation in all provinces, cities and counties, especially the areas where persecution is relatively severe. If local officials go abroad, no matter to which country, Falun Gong practitioners will file complaints against them. This network will ensure that the legal documents be delivered in a timely manner to these officials.

According to media reports, a lawsuit against Huang Huahua, who is currently visiting the U.S. was filed by local Falun Gong practitioners.
