(Clearwisdom.net) At around 1 p.m. on October 20, 2005, San Francisco Bay area practitioners gathered in front of the Chinese Consulate. One representative read the Falun Dafa Association statement aloud, and two practitioners then delivered the statement to the consulate.

The statement said: "From today on, overseas Falun Gong practitioners will file civil or criminal lawsuits against all important government or CCP officials who participate in or continue to implement the persecution of Falun Gong and as a result, commit new crimes in addition to those they have already perpetrated against Falun Gong."

The Falun Dafa Association statement, published on October 9, 2005

Practitioner Dun Li, a representative of the U.S. West Falun Dafa Association, said: "The statement has been delivered to Chinese embassies and consulates around the world by fax. The purpose for practitioners to do so is to warn those who are still assisting the Chinese Communist government and urge them to abandon the evil path and choose to be good."

Quoting the statement, Duan said, "Heaven's destruction of the CCP is a historical inevitability. Gods must punish those criminals who have sinned against Falun Dafa. Those who refuse to do the right thing and instead continue to follow Jiang's scoundrel regime's persecution policies will be severely punished as perpetrators of unforgivable crimes."

Duan said that the brutal persecution against innocent Falun Gong practitioners has lasted for more than 6 years. Under Jiang and the CCP's influence, many province- and city-level officials have acted as ringleaders or collaborators in the torture and killing of Falun Gong practitioners. Using their official positions, they have participated in this persecution to varying degrees, not only as initiators, co-conspirators and ringleaders, but also as accomplices.

Duan stressed that overseas Chinese consulate officials had been actively acting as accomplices of the Chinese Communist Party by spreading its propaganda, instigating hatred among overseas Chinese against Falun Gong, and harassing media outlets that positively reported Falun Gong and officials who had publicly showed support to practitioners and condemned the persecution.

Citing an example, Duan said that in 2001, a San Francisco city councilman put forward a motion condemning the persecution and calling for action to help end the persecution. Then the Consul General personally called every city councilman or councilwoman to ask them to dismiss the motion. In addition, former Chinese Consul General Wang Yunxiang once wrote letters to all local Chinese media requesting them not to publish any Falun Gong related advertisements. When the local Chinese community was about to celebrate the 2005 Chinese New Year, the consulate tried to bar practitioners from being part of the celebration parade.

Reportedly, Falun Gong practitioners have sued former head of state Jiang Zemin for genocide, torture, and crimes against humanity in more than a dozen countries including the United States, Canada, Spain, and Australia. High profile attorneys from many countries have also filed cases against other key figures such as Luo Gan, Zhou Yongkang, Liu Jing, Zeng Qinghong, and Li Lanqing. Many former or current governmental or city level officials, police department officials or 610 Office directors have been named in lawsuits, as well. A few well-known figures from this list are former Hebei Province Party Secretary and current Minister of Information Wang Xudong; former Governor of Liaoning and current Minister of Commerce Bo Xilai; former CCP Beijing Party Secretary Jia Qinglin; Anhui Province Party Secretary Wang Taihua; former Deputy Governor of Liaoning Province and current Dalian Mayor Xia Deren; former Beijing Mayor and current Beijing Party Secretary Liu Qi; and Deputy Police Commissioner of Hubei Province Zhao Zhifei. In June 2003, Xia Deren and Liu Qi were found liable by the Federal District Court of Northern California for torture, cruel, inhumane, or degrading treatment, arbitrary detention, crimes against humanity, and interference with freedom of religion and belief.

The practitioner said: "The CCP has committed unpardonable crimes and is doomed to destruction by gods in the near future. Out of our compassion, we once again warn those who have committed wrongdoings during the persecution to grasp this precious opportunity to choose to be good."
