Who has Ultimate Responsibility for These Crimes of Rape?

evening of November 24, 2005, police from Dongchengfang Township, Zhuozhou City,
Hebei Province arrested female Falun Gong practitioners Liu Jizhi, 51, and Han
Yuzhi, 42, at their Xitong Village, Dongchengfang Township home. At 2 p.m. on
November 25, policeman He Xuejian raped Liu Jizhi and Han Yuzhi during
interrogation and detention at the Dongchengfang Township Police Station. When He committed this heinous crime, Liu called loudly for help. Alas,
policeman Dajun simply stood there and watched, instead of preventing the
crimes. Before the rape, the police abused Liu over and over again. They shocked
her breasts with electric batons and cruelly injured her legs, buttocks, and
other parts of her body. Every person with any sign of humanity will be thoroughly indignant upon
hearing such news. In broad daylight, with people inside and outside the room, a
policeman raped two kind elderly women from his own hometown! Not even animals
would stoop that low! The crime is beyond words. Only demons could do something
like this. It is difficult to imagine how policeman He would feel if his mother and
sisters were abused in such a heinous manner. I wonder how his friends and
relatives will feel about him when they hear the news. His crimes produced more
karma than he will be able to repay. Figuratively speaking, his karma has become
higher than a mountain. He has brought shame to his family, which will haunt his
family and people living in his area for generations to come. This inhuman and
shocking crime will make people remember this area of Hebei province, Zhuozhou
City and Dongchengfang Township, as place they'd rather not visit for a long
time to come. Yet, it is greatly disturbing to think about the great and
long-lasting suffering this crime brings the victims and their families. Condemning the criminal who has committed this atrocious crime is not enough,
because we have witnessed too much and too many similar crimes over the past
years. On May 14, 2001, a depraved policeman stopped a female Falun Gong
practitioner while distributing fliers in Beijing. The policeman beat the
practitioner for over 2 hours, knocking out her two front teeth. Then he raped
her. In Wanjia Forced Labor Camp, fifty to sixty female practitioners in Division
No. 12 who refused to write a "statement" renouncing Falun Gong were
forced into the men's cells. There, they suffered cruel torture. This occurred
on May 24, 2001. An eyewitness observed that several police officers carried a
female practitioner into one of the men's cells where she was gang raped by
three male prisoners. Masanjia Forced Labor Camp in Liaoning Province was made infamous for having
stripped 18 female Falun Gong practitioners naked and thrown them into men's
cells. A gang rape was the result. In May 2003, Ms. Wei Xingyan, a graduate student at Chongqing University in
Sichuan Province, was raped by a policeman in front of two female prison inmates
after she was taken into police custody for practicing Falun Gong. In 2005, policemen in Miyun County, Beijing raped a 17-year-old female Falun
Gong practitioner in broad daylight. The thought of these crimes causes me to hold deep-seated anxieties. For
every victim, the mental and physical torment is beyond words. The worst part
is, these heinous crimes are only the tip of the iceberg, as they are happening
throughout China. The abovementioned incidents indicate clearly the evilness of
the persecution against Falun Gong. Police who commit these crimes are evil
beyond description. But, the root cause of such evil is the Chinese Communist
Party (CCP), which controls the persecution and allows these crimes to be
perpetrated systematically and for a long period of time. The persecution policy initiated by Jiang Zemin allows the police to escape
punishment, no matter how heinous their crimes. They claim, "Practitioners
killed in the persecution have committed suicide," and cremate
practitioners' bodies immediately after they are killed (to eliminate evidence
of officials' wrongdoing). In short, Jiang has given corrupt officials and
police license to do whatever they please in the persecution of Falun Gong. The policy brought to light the corrupt authorities' evil nature and gave
them free reign to abuse female practitioners. The policy has established a
safety net for police who rape female practitioners, while in police uniform and
in the name of "enforcing the law." CCP policies are the underlying cause for such heinous crimes happening
throughout China. CCP protection allows such crimes to continue unchecked, and
criminals go unpunished. For every country and society, the existence of women's rights is a clear
indication of how civilized the country/society is. Protecting women's rights is
the fundamental root behind morality. We remember the heroine Qiu Jin, who
achieved a place in China's history when facing death with a smile at the gate
of Guxuan Pavilion, Shaoxing City in 1907. She had two requests: "Do not
publicly display my head, and do not take off my clothes," and both were
honored by the corrupt officials of the Qing Dynasty. Alas, the CCP's crimes are without doubt the most heinous and without equal
in all of China's history. We recall that sixteen years ago, a foreign journalist interviewed Jiang
Zemin. He was questioned about a female college student who had survived the
Tiananmen Square Massacre, only to be raped in a forced labor camp. Jiang
commented, "Serves her right!" The CCP persecutes millions of innocent practitioners while bringing about
rape and sexual abuse. Many female practitioners suffer cruel and inhuman
torture. Statistics speak for themselves -- as of this date, female practitioners
count for 54.7% of the verified 2,790 practitioners tortured to death. It is easy to recognize the decadence of the CCP and China's regime. One can
clearly see the deterioration of China's morality. When the country's law
enforcement is run by criminals, how could human dignity and social security be
maintained? How could the basic values of human civilization be maintained?
Looking at it from this angle, it becomes evident that victims of the
persecution of Falun Gong are not only practitioners, but also entire nation and
all of humankind. Incidents of police raping innocent women have become a common occurrence.
Such incidents cry out for the persecution to stop. We ask the CCP officials who
ignore the heinous crimes and atrocities committed by their inferiors, "How
are you different from those criminals who commit the actual crimes? You who
quietly sit by the sidelines and watch these evil deeds happen. How could you
face your conscience? One day, the criminals and the CCP officials who are responsible for the
persecution and its crimes will be tried by human laws, and courts that uphold
morality and heavenly principles. As the truth about Falun Gong becomes widely
known and people are awakening, the time of reckoning draws closer. 12/02/2002
