Falun Gong Practitioners and Relatives Bring Charges against the Gaoyang Forced Labor Camp of Hebei Province for Torturing Good People

To the relevant leaders of the Supreme People's Procuratorate and the Hebei High People's Procurator:

We are part of the Falun Gong practitioners and relatives who have been abused by the Gaoyang Forced Labor Camp of Hebei Province. According to the law, we oppose the vicious crimes of maltreating the detainees. Please immediately stop this crime and severely punish the liable persons.

The following is a partial list of the crimes of Gaoyang Forced Labor Camp of Hebei:

Abducting Falun Gong practitioners and maltreating them

From September 30, 2004, the Labor Camp detained Gaoyang Falun Gong practitioners Mr. Yang Linxiang (64 years old) and Mr. Duan Guoqiao (51 years old) for two months and over one month, respectively. The guards also used a rotary telephone, an electric baton and a vicious method of hitting and kicking their stomachs to force them to write the Repentance Statement. It is the second time that Yang Linxiang has been illegally detained. The first time, he was held for more than seven months. The liable persons who directly participated in the persecution include Yang Zemin (the leader of the team), Wang Zhitai, Fang Bao and Chang Jinliang.

Abusing Falun Gong practitioners for a long period of time

They used the hand telephone, electric baton, and beating to torture female practitioners Ms. Qu Xiaoying and Ms. Zhang Sumei repeatedly, causing them mental trauma and distress. The practitioners are presently still being detained. The people who perpetrated the violence include Yang Zemin, Li Xuejun (political instructor), and Fang Bao, Chang Jinliang, Wang Zhitai, Zhang Yanyan (female), Shi Jiangxia (female) and others.

From September 18 to September 28, they used a hand telephone to torture practitioner Qin Peng, who is a Master's degree student of Tsinghua University.

From November 1 to November 15, they used a rotary telephone, an electric baton, violent forced-feeding and burning the skin with hot water to torture Zhangjiakou City Dafa Practitioner Ms. Li Cuiping. This torture caused her to lose consciousness and required that she go to the hospital twice to be rescued. In August, they used a rotary telephone and an electric baton to torture eight male practitioners for over two days and caused Mr. Dong Liyuan to fall unconscious and be sent to hospital three times. After that, they still continued the tortures. The persons who committed these violent crimes include Yang Zemin, Fang Bao, Li Xuejun and Chang Jinliang.

Concealing the evidence of crimes for a long time

1. While using inhuman torture methods and bonus incentives for guards who successfully "reformed" practitioners, the labor camp authorities lied to hide their crimes and obtained a lot of commendations from the Ministry of Justice and Bureau of Reeducation-Through-Labor Administration of Hebei Province.

2. The labor camp forged case histories so as to receive seriously ill people whom they are prohibited from accepting. The seriously ill people are still locked up to this day.

3. The labor camp cemented ten rows of handcuffs to the ground, which were used to persecute Falun Gong practitioners on a large scale from 2002 to 2003. They still keep the ground handcuffs inside a one-story house right now in order to persecute practitioners and they have hired criminals Chang Jinliang and Fang Bao to maintain it. In addition, Fang Bao also privately raised five to six ferocious dogs. The dogs have already bitten and hurt many people, but the Labor Camp still sends detainees to feed them.

4. The labor camp designs variations to the torture methods and teaches them to other labor camps.
