For a long time, Laishui County officials, local 610 Office agents, Public Security Bureau officers, and Laishui Detention Center staff have been persecuting Falun Gong practitioners.

In December 2004, the Laishui County Detention Center secretly transferred women practitioners Jin Ruihong, Zhang Xiuqi and Wei Fenglan, who had been imprisoned there for a lengthy time, to the Baoding Forced Labor Camp.

Since Jiang Zemin and his followers began the brutal suppression Falun Dafa, three practitioners at the Laishui County detention center have been persecuted to death. They were Ms. Jiao Fenglan from the Liting area, Mr. Wu Yanshui from Dongnanguan, and Ms. Zhang Xiuxian from Wazai.

In addition, dozens of local practitioners have been illegally sentenced to forced labor camps. One of them is Ms. Liu Jinying, the former deputy chief of the Laishui County Appeals Bureau. The authorities have arrested, fined and held her in the detention center. They have also searched her house many times and confiscated her personal property. She was sentenced without cause to five years in a labor camp. Ms. Liu Jinying has been subjected to cruel persecution methods ever since.

Although she has suffered a mental collapse from the persecution, the camp police still continue to torture her. Her husband, Mr. Zhang Dongshen, was sentenced to more than ten years in a labor camp. He is being inhumanly persecuted. Furthermore, their young daughter has been left alone at home without an adult to take care of her.
