(Clearwisdom.net) Recently, secret verbal orders were issued by the 610 Office stipulating that the police, procuratorate and court organizations at all levels may not accept any charges, appeals or lawsuits brought by Falun Gong practitioners. This secret document supersedes existing laws and blatantly contradicts the Constitution.

Article 5 of China's Constitution states that "All state organs, the armed forces, all political parties and public organizations and all enterprises and undertakings must abide by the Constitution and the law. All acts in violation of the Constitution and the law must be investigated. No organization or individual may enjoy the privilege of being above the Constitution and the law." Article 41 states that "Citizens have the right to make to relevant state organs complaints and charges against, or exposures of, violation of the law or dereliction of duty by any state organ or functionary."

The Civil Procedure Law of the People's Republic of China stipulates, "In dealing with civil litigation arising from disputes on property and personal relations between citizens, legal persons or other organizations and between the three of them, the people's courts shall apply the provisions of this Law."

The Administrative Procedure Law of the People's Republic of China stipulates, "If a citizen, a legal person or any other organization considers that his or its lawful rights and interests have been infringed upon by a specific administrative act of an administrative organ or its personnel, he or it shall have the right to bring a suit before a people's court in accordance with this Law."

The same two laws also stipulate, "The people's courts shall exercise judicial powers with respect to civil cases. The people's courts shall try civil cases independently in accordance with the law, and shall be subject to no interference by any administrative organ, public organization or individual."

The 610 Office is an organization of terror and was established in secret. In spite of this, it is able to issue orders to the courts to reject any lawsuits filed by Falun Gong practitioners. Chinese law is being trashed by the 610 Office. Such orders are in blatant violation of China's laws, which should be faithfully observed by the courts. Otherwise, how can it be claimed that "legal cases are processed based on the law"?

In countries around the world, citizens have the right to file lawsuits, but more than 100 million people who have had their property and personal rights violated in China do not have a place to file a complaint.

All organizations in China, including government agencies, business enterprises, grassroots groups, individual proprietorships, and self-governed organizations have to go through authorization at various levels before being registered. However, the 610 Office was set up based on the will of one person--Jiang Zemin. It even has the power to issue secret orders, which supersede all Party and legal organizations. It has issued one command after another, sending officials scurrying to execute them. Was this done for the country's prosperity, economic growth or social stability? No, it was done for none of these reasons. It was done merely to satisfy the will of one tyrant driven by jealousy and cruelty.

As long as this organization, which ignores the law the goal of "building a socialist country ruled by law" as was set forth by the Sixteenth National Congress of the Party and its Third and Fourth Plenary Sessions will not be accomplished. Who will ever believe that China is a country ruled by law as long as 100 million people are subjected to the arbitrary suppression of a tyrant?
