A Secret Notice From the Chinese Communist Party "Guard Office" By Li Zhiqing, Minghui.net reporter
(Clearwisdom.net) I recently read a secret notice issued by the Chinese
Communist Party (CCP) Committee Guard Office of Gaocheng City, Hebei Province
and sent to all relevant work units in every township, town (district) and city.
It states the intention to establish a database of practitioners who have not
been "transformed." Their intent is to carry out a new round of
persecution against Falun Gong. They intend to prevent practitioners from
clarifying the truth and enjoying their lawful rights and interests,
and it is organizing a so-called "educational discussion" to
manipulate public opinion against Falun Gong. The document from the "Guard Office" is written with the usual
deceitful techniques employed by the CCP. Let us take a look at what the
"Guard Office" truly is, and what it has done privately, behind the
scenes. What is the "Guard Office"? The complete name of the "Guard Office" in Hebei Province is the
"Office for the Prevention and Handling of [slanderous term omitted]"
(OPHC), and it is actually a branch of the notorious 610 Office. The 610 Office was established on June 10, 1999, before Jiang Zemin
officially initiated the comprehensive persecution of Falun Gong. It is a
Gestapo-like agency specifically created to persecute Falun Gong, with absolute
power over each level of administration in the Party and all other political and
judiciary systems. It is often located within the CCP Politics and Judicial
Committee and is mainly directed by Luo Gan. It is responsible for
systematically implementing Jiang's policy of "ruin [practitioners']
reputations, bankrupt them financially and destroy them physically." In 2003, the atrocities of the 610 Office were exposed internationally and
its officials have been or are being sued in many countries. The CCP has
therefore changed the name of the 610 Office. The alleged 610 offices in all
provincial governments have been dissolved, but actually they simply changed the
name to "Office for Anti-[slanderous term omitted]
Organizations." They continue to operate in the same way. Many local
organizations of the 610 are now called the OPHC. The Atrocities of the 610 Office and the "Guard Office" Jiang Zemin issued all secret orders concerning the persecution of Falun Gong
through the 610 Office. These orders directly accelerated the number of deaths
of practitioners from torture and persecution. So far, the verified death toll
is at least 1,400 people. Fifty-three percent are women and forty-one percent
are elderly people over the age of fifty. The verified cases of death from the persecution are just the tip of the
iceberg, because the CCP strictly blocks information from getting out. Internal
statistics of the CCP showed that as early as the end of October 2001, 1,600
Falun Gong practitioners had died in custody, at least 6,000 people were
illegally sentenced to prison, and more than 10,000 were detained in forced
labor camps. Under the direct command of the 610 Office, detention centers, forced labor
camps and jails throughout China commonly use torture on Falun Gong
practitioners in an attempt to force them to renounce their belief and
incriminate fellow practitioners. Torture methods include brutal beatings,
torture with electric batons and fire, forced sitting, standing, and squatting
for long periods of time, sexual abuse, being hung up and tortured, and many
other brutal methods. For example, Masanjia Forced Labor Camp in Liaoning pulled
off Falun Gong practitioner's clothes on windy and snowy days and handcuffed
them outdoors until they lost consciousness from the cold. Longshan Forced Labor
Camp in Shenyang continuously tortured beautiful young practitioner Ms. Gao
Rongrong with electric batons for nearly seven hours, severely disfiguring her
face. Tuanhe Forced Labor Camp personnel in Beijing tortured Heilongjiang
practitioner Mr. Lu Changjun so viciously that they broke his vertebra, leaving
him paralyzed. The CCP and Jiang's regime have used hundreds of unspeakable
torture methods on Falun Gong practitioners. The evildoers of the 610 office have even sent many healthy, sane Falun Gong
practitioners to mental hospitals and drug rehabilitation centers to be
persecuted. There, the practitioners are forcibly given unknown drugs that
seriously damage their central nervous systems. The medical staff at the Xuzhou
Mental Hospital in Jiangsu have said to the detained Falun Gong practitioners
there: "If we don't slowly stop the medicine for you, you will become mad
and die. Even if you run out of here, others will regard you as insane and have
you committed. When the medical reactions happen, the pain is unimaginable,
extremely frightening, and the consequences are inconceivable." Cases of
persecuting Falun Gong practitioners with "psychopathic therapy" have
occurred in 23 provinces, cities and autonomous regions in China. The 610 Office has branches around the country to randomly abduct Falun Gong
practitioners into countless brainwashing centers (called by the names of
"study class" or "legal education school"). There they force
practitioners to accept brainwashing. If the authorities can't achieve their
goal with these methods, they then employ various levels of force to compel the
practitioner to write a guarantee statement or an "expose and
criticize statement." This kind of brainwashing has no purpose but to kill
a person's spiritual belief and cause people to live in mental anguish. The pain
of the spiritual damage experienced by practitioners is far beyond any physical
suffering. Its nature is very brutal. Under the instigation and command of the central government 610 Office, eight
million youths from nearly 1,000 communities in 100 cities were deceived into
going along with anti-Falun Gong propaganda activities. Through deceitful
campaigns, more people were turned into tools for the persecution. At the same
time, they also became victims of the persecution. According to available
statistics, during the first three years of the persecution, under the command
of Jiang Zemin and the 610 Office, the media in China fabricated 70,000 articles
and reports that slandered Falun Gong. There was 700,000 hours of slanderous
propaganda on television and radio. It spent 7 billion yuan to carry
on counter-Falun Gong propaganda campaigns, 700 million yuan to publish comics,
cartoons and books against Falun Gong, and used 7 billion labor hours. The most
notorious of such anti-Falun Gong activities is the staged "Tiananmen
self-immolation incident" in 2001. All evidence reveals that the CCP
government brought false charges against Falun Gong through this staged
incident, using the state-run media to attack Falun Gong, deceive the masses and
instigate hatred both nationally and internationally. From the aforementioned activities of the 610 Office, it is clear that it is
an extremely vicious organization. In order to stop Falun Gong practitioners'
belief in "Truthfulness, Compassion, Forbearance," it has not
hesitated to use the most evil ways to destroy and torment practitioners, and to
deceive people. Its evil acts are too numerous to mention. The Arm of the Law is Extensive, a Warning to the Perpetrators In response to this unprecedented and brutal persecution, lawsuits have been
filed against the active persecutors of Falun Gong, including the 610 Office and
the main officials in charge. Since the first lawsuit was filed in Beijing in August of 2000, Luo Gan, head
of the 610 Office, has been sued for genocide and crimes of torture in ten
countries including China, Belgium, Iceland, Finland, Armenia, Moldova, Spain,
Taiwan, Germany, South Korea, and Bolivia. In October of 2002, seven Falun Gong
practitioners from six countries jointly filed charges against Luo Gan with the
United Nations Commission Against Torture and The United Nations Commission on
Human Rights. In January 2004, Luo was listed in the watch list of the Royal
Canadian Mounted Police (RCMP). If he tries to enter Canada, he will be refused
a visa, denied entry, even prosecuted in Canada for the "crimes of against
humanity" he has perpetrated. In December 2002, a criminal lawsuit was filed in France against Li Lanqing,
the chief of the 610 Office, and the former Premier of China for the crimes of
torture committed in persecuting Falun Gong. In July 2003, a criminal court in
France began legal proceedings in this case. In November 2004, a Spanish lawyer was entrusted by Falun Gong practitioners
to file charges against Zhang Xiaoguang, Zhang Xianlin, Dong Zongfang, and Gao
Kuixian, the heads of 610 Offices in Heilongjiang, Beijing, Shandong, Jilin
Provinces, in the court of Spain for "genocide" and "crimes of
torture." Fearful of international pressure, the CCP changed the name of the 610 Office
two years ago. Recently, enormous amounts of 610 Office-related contents have
been deleted from the official website of the CCP. It was reported that a file
was found in the Rongchang County CCP Committee office that demands that the
title of "County 610 Office" not appear externally, and the insignia
of the 610 Office can't be used in public activities. It is obvious that the 610
Office has become notorious and use of its name is shameful. However, no matter whether it is called the 610 or "Guard Office,"
the title cannot cover up its crimes. The "secret" notice from the
"Guard Office" in Gaocheng City, Hebei Province reveals that the CCP
has not changed. The so-called "influence of education" is still
actually evil mental torture of innocent people, the secret and brutal physical
persecution and torture of genuine believers, as well as the impudent and
shameless deceit forced on the entire population of China. History often repeats itself. No matter how the Nazis slandered the Jews and
strictly blocked news of the persecution, the real situation of the massacre was
eventually exposed. No matter how arrogant the heads of the Gestapo were, they
were finally tracked down and sentenced. Even more than 50 years after World War
II, the tracking of Nazi war criminals has not stopped. In August 2004, the
Federal Court of the United States revoked the American nationality of an
84-year-old resident of Illinois, because he joined the German Nazi
Schutzstaffel between July 1943 to the spring of 1945 and held a post in the
Schutzstaffel death camp that guarded Sachsenhausen. It is the same with the persecution of Falun Gong. No matter how aggressive
the evildoers are, or how they scheme, the truth about their persecution of
Falun Gong will be publicized. No person and no method can stop the march of
