Atrocity at Harbin City Women's Prison: A Practitioner is Drugged between Rounds of Torture

(Clearwisdom.net) Chinese Law explicitly forbids the "big hang-up" torture. However, Xu Longjiang and Liu Zhiqiang, heads of the Harbin City Women's Prison, often use this form of torture on Falun Gong practitioners. It was learned the "big hang-up" was first used at Group 2, Division 1 of this prison, and its use gradually spread to other wards. The "big hang-up" involves cuffing both hands behind one's back, with one hand extended over the shoulder and the other from the lower back. The victim is then suspended with only his or her toes touching the ground. This torture often causes the victim to lose consciousness in a very short time.

Falun Dafa practitioner Guan Shuling, 42, was illegally sent to the Harbin City Women's Prison on December 4, 2002. She was held in Group 2 of Ward 1. The guards tortured her with the "big hang-up" many times, until she lost consciousness. They then gave her heart-rescue drugs and continued the torture. Below is a brief description of Guan Shuling's experience at the prison.

On March 10, 2004, guards Sun Jian, Zhou Ying, and inmate Wang Yuanyuan handcuffed Ms. Guan Shuling in the "big hang-up" position from 2:00 p.m. to 10:30 p.m. She lost consciousness twice. Inmate Wang Yuanyuan also slapped her face.

On March 18, 2004, guards Zhou Ying and others led inmates Wang Botao, Liu Shuxia and Guan Hongying to torture Guan Shuling. They hung her in the "big hang-up" position with her feet barely touching the ground. They released her from this torture position only after she lost consciousness.

On May 15, 2004, under the guards' orders, inmates Man Yunyue and Su Xiaoguang put Guan Shuling in the "big hang-up" position with her feet barely touching the ground. They let her down after she lost consciousness.

On December 21, 2004, guards Lu Min, Lv Cuijun, Zhou Ying and He Wangqing led inmates Guan Hongying and Wen Cui to hang Guan Shuling with her feet dangling 20 cm. (approximately eight inches) above the ground. They let her down after she lost consciousness and put fast-acting heart rescue drugs in her mouth. They also ordered Doctor Shang Xiaomei to inject her with Chlorpromazine (a potent tranquilizer), after which they hung her back up with her feet touching the ground. After about 20 minutes the guards saw that Guan Shuling was still unconscious, so they sat her on the ground and cuffed her hands behind her back.

On December 29, 2004, group heads Cui Hongmei and Xia Fengying ordered guards Lv Cuijun, Lu Min, Zhou Ying and Lu Heng, and inmates Han Jianying, Wen Cui, Li Yanjing and Zhang Xiuyuan to hang Guan Shuling in the "big hang-up" position with the tips of her toes touching the ground. They again put pills in her mouth, and Doctor Shang Xiaomei placed a long needle in her philtrum [an acupuncture point at the midline groove that runs from the upper lip to the nose].

On the morning of January 11, 2005, the guards ordered inmates Liu Chao and Liu Yin to hang Guan Shuling with her hands cuffed in front of her body and her feet touching the ground. At noon, inmates Bai Xiaoli and Han Jianying went to check on her. Bai Xiaoli commented that she should be raised up higher. From noon on January 11 until around 9:00 a.m. on January 13, Guan Shuling was hung up with her feet barely touching the ground. She lost consciousness twice. Her hands are numb to this day.
