After returning from a meeting in Xi'an City, Deputy Chief of Daqing Prison Jiang Shuchen and Director of the local 610 Office Guo Chuntang started another round of persecution against Falun Gong.

In the special meeting to direct the persecution campaign, Guo claimed, "It is no big deal to kill some Falun Gong. It doesn't matter at all."

Under his watch, the Second and Seventh Divisions of the prison escalated their persecution against Falun Gong practitioners. Pan Chaolin, who was in charge, instructed the prisoners, "You guys may beat them to death."

Some of the inmates tied up practitioners Chen Peiming and Zhu Hongbing for three days and nights. The chief of Division Seven announced, "If they refuse to 'transform', we'll transform their bodies to ashes."

Practitioner Mr. Xu Jishan was murdered when they drowned him in the bathhouse. When perpetrator Xu Dezhi, who was in charge of the site, saw Mr. Xu dead, he escaped. The eight other prisoners fabricated a story to conceal their crime.

Zhu Rui, the chief of Division Three, beat and cursed practitioners. Dong Fenghuan, the chief of Division Six, tortured Mr. Yuan Qingjiang, who vomited blood. Li Tie took way practitioners' clothing, claiming he was "clearing up the ward." Falun Gong practitioner Mr. Jin Sheng was confined to and tortured in an Iron Chair (1) for twenty days. Mr. Bi Yunfei and four other practitioners were held in their cells and not allowed to go to the toilet when the persecution was intensified.

The above occurrences are just a few reported cases from Daqing City Prison.

(1) Iron Chair - The iron chair is made of iron pipes. Victims are restrained on the iron chairs with both arms and legs tied up for a long period of time.
