Si Jiaxiang was born in July 1949. In October 1970, he became a member of the Communist Party and he has been a deputy party secretary in the Daqing City Party Committee, and a secretary of the Daqing City Discipline Committee since 1998. After the persecution of Falun Gong began in July 1999, Si Jiaxiang was put in charge of persecuting Falun Gong practitioners. It has been verified that under his directive, at least 55 Daqing practitioners died from persecution. Though local practitioners advised him not to continue his crimes, he paid no attention whatsoever. On July 15, 2005, Si Jiaxiang died in a car accident. After his death, the Daqing City Government sealed the news tightly.

An Gengchun, 50, is a party secretary in Luquan Town, Luquan City, Hebei Province. An has harassed practitioners on numerous occasions. He ordered practitioners to write a guarantee statement promising not to practice Falun Gong. When the practitioners refused, he wrote the statement himself and forced the practitioners to sign their names on the statements. At present, An Gengchun is paralyzed and bedridden. He is unable to take care of himself.

Wu Fuyang, 27, was the former 610 Office deputy director in Shange Town. Currently, he is in the Hedong Street Community Office. Wu Fuyang closely followed Jiang's regime in the persecution of Falun Gong. Then in 2003, his kidneys failed and he spent over 70,000 yuan to have a kidney transplant. At present, he cannot walk or sleep normally. We hope Wu Fuyang can come to realize that this retribution resulted from his mistreatment of Falun Gong and we hope he will stop doing bad deeds.

On July 8, Dafa practitioner Zheng Xiaoyan and another practitioner were in a residential area of Panjin City clarifying the truth when several residential area security guards reported them to the police. Zheng Xiaoyan was surrounded and arrested by the security guards while her fellow practitioner was able to escape. Ms. Zheng was sent to a detention center.

Then around 10 p.m. on July 10, the security guards who reported Ms. Zheng began to fight amongst themselves. Several guards were injured and two of them were hospitalized. The next day, these guards were suspended from work.
