The Chengdu City CCP 610 Office Persecutes Practitioners with House Arrest Enforced by the Families

(Clearwisdom.net) Since July 20, 1999, the authorities in Chengdu City have been using a house arrest system to persecute practitioners. The authorities threaten practitioners' families to confine the practitioners in their homes, which are located mostly in the countryside.

First they passed along Jiang Zemin's orders "to ruin practitioners' reputations, bankrupt them financially, destroy them physically" and that "killing them will be counted as suicide, the bodies will be cremated directly without identification" to the local police or village CCP secretaries. They forced the family members to closely watch the practitioners at home, to not allow them to go out of town, to keep them from doing the exercises, to forbid them from mentioning going to Beijing to appeal, etc. They turned the practitioners' homes into prisons and the practitioners' family members into guards. If any family members refused to cooperate with them, they would threaten to make them jobless, to confiscate their fields, and to withhold their living allowances. These threats were made according to orders from Zhou Yongkang, the Sichuan Provincial Governor at the time. Under these circumstances, many practitioners' family members were forced to enforce the house arrests.

Local policemen and village CCP secretaries often check on these families to see if they are doing what they were ordered to do, extort money or goods from anyone who is failing to follow the order, arrest and detain practitioners, and torture practitioners with cruel means. Practitioner Zhang Yubin from Xiaoluo Village, Chongyang Town, Chongzhou City (under the jurisdiction of Chengdu City), refused to follow the orders, and his family had to pay a 4,000-yuan fine. Zhang Yubin was arrested, locked in a small cell (1), and brutally beaten. Later Zhang Yubin was injected with nerve damaging drugs that caused a severe mental breakdown. This practitioner still cannot take care of her own daily needs.

In the small village of Xiaoluo, two practitioners have been tortured to death, Ms. Fang Guiming and Ms. Wang Xiuyun. One practitioner was tortured to the point of being disabled, Zhang Yubin. We will expose other persecution cases as time goes on.

Note:

(1) In a "small cell," the detainee is locked up in a very small cell individually. The guards handcuff the practitioner behind his or her back in a fixed position so that the practitioner can neither move nor lie down. The small cell is very damp and no sunshine comes in. Detainees have to urinate and defecate in the cell. Only half of a regular meal is served during the daytime. During the night the rats roam freely. The stench in the small cell is so bad that it is difficult to breathe.
