Facts of the Persecution by Geng Chao and His Gang from the Xinji City Police Department and State Security Division

Geng Chao is the head of the Xinji City Police Department and the city's
State Security Division. Since the persecution began, he has followed closely
Jiang's criminal group in persecuting Falun Gong practitioners, kindhearted
people who believe in "Truthfulness-Benevolence-Forbearance." For years, Geng has searched innocent and defenseless practitioners' homes,
extorted cash, taken possession of valuable items, tortured them to extract
confessions, arbitrarily sent them to forced labor camps and prisons, and
deprived practitioners of their basic human rights by following, monitoring and
harassing them. As a result, many practitioners have been forced to become
homeless and destitute, families have been broken up, and some practitioners
have even lost their loved ones. Even today, Geng Chao and his gang continue to
commit their criminal acts. On November 24, 2005, a dozen officers, including Li Xiaofeng, and Erbao, led
by Geng Chao, broke into Ms. Liu Guilian's home. Ms. Liu, 49, is a practitioner
from Chifang Village, Xinjin City. The officers ransacked her home, found a
couple of copies of Falun Dafa books, and took possession of 3,100 yuan
in cash and several deposit certificates totaling over 55,000 yuan. Ms. Liu was
taken into custody at the police department and cruelly tortured during
interrogation. The same evening, Geng issued orders to have Ms. Liu transferred
to the city's detention center. Ms. Liu was severely abused mentally and physically while being held in
custody. Her family, relatives and friends tapped into all the connections they
could think of to persuade Geng Chao and his gang to release Ms. Liu. She was
