Mr. Luan Fusheng Seriously Ill in Prison and Needs to Be Released for Medical Treatment
(Clearwisdom.net) Mr. Luan Fusheng, 55, from Shijiazhuang, Hebei
Province, China, was illegally arrested in October 2002 for practicing Falun
Gong and for printing Falun Gong truth-clarification materials. The Wanbolin
Precinct Court in Taiyuan City sentenced him to 11 years in prison. Mr. Luan
Fusheng was taken to Jinzhong Prison in Shanxi Province in the beginning of
November 2003 and has been held in the prison's 13th district since then. Mr. Luan Fusheng has suffered cruel and inhuman torture. In the beginning of
June 2005, Mr. Luan became very ill. He was diagnosed with inflammation of the
pectoral muscles, complications from diabetes and high blood pressure. He is
skin and bones and extremely frail. Additionally, his body has become swollen,
especially his legs. He suffers from labored breathing and can barely finish a
sentence before being out of breath. He was admitted to the 109 Public Security
Hospital in Taiyuan City three times for daily insulin injections. Mr. Luan has
been taken back to Jinzhong Prison, but the staff there does not provide the
required medical treatment and care, much less the special diet required for
diabetes patients. His health has been deteriorating. In fact, his life is now
at risk. His family requested that he be bailed out for medical treatment, but
the prison has turned the request down. The following is a brief summary about
Mr. Luan Fusheng and his being victimized because of China's persecution of Faun
Gong. Mr. Luan Fusheng used to work for the Properties Division of Hebei Provincial
government. Mr. Luan started practicing Falun Gong in 1995, which improved his
health and morality significantly. He used to suffer from severe diabetes and
high blood pressure, but returned to health after he started practicing Falun
Gong. In October 1999, Mr. Luan Fusheng went to Beijing to the State Appeals Office
to clarify the truth about Falun Gong. He was arrested and taken back to
Shijiazhuang. A policeman named Wei Ming from the Xinghua Street Police Station
in Qiaoxi Precinct, Shijiazhuang City handcuffed Mr. Luan's hands to the
balustrade of the 2nd floor balcony during interrogation, during which he was
subjected to torture. Afterwards, he was imprisoned in Beijiao Detention Center
for 30 days. In the beginning of 2000, Mr. Luan Fusheng went to Beijing again to exercise
his constitutional right as a Chinese citizen. He went to appeal to the State
Appeals Office for Falun Gong and was illegally arrested. Because he refused to
tell the police his name or address, they tortured him for days before they
finally released him. Later he visited his friend's home in another town, where
he was illegally arrested and detained by police. He was imprisoned for over 60
days in the No. 1 Detention Center in Shijiazhuang and then sentenced to one
year forced labor. Because of his high blood pressure, he was released on bail,
after the police from Xinghua Police Station had extorted 1,000 yuan from him. In 2001, Mr. Luan was warned that staff from Xinghua Street Police Station
was planning to take him to a forced labor camp again, so he left home to avoid
further persecution. He stopped at several areas before arriving in Shanxi
Province. In late October 2002, the police arrested him and 24 fellow Falun Gong
practitioners in Taiyuan City or Taigu County, Shanxi Province. Mr. Ding Lihong,
a Falun Gong practitioner from Shijaizhuang, was also arrested, and police
tortured him to death during interrogation. On July 7, 2003, Wanbolin Precinct Court in Taiyuan City illegally sentenced
him to 11 years in prison. Four months later, he was taken to Jinzhong Prison in
Shanxi Province and has been imprisoned in the 13th district since. Mr. Luan Fusheng wanted to prove his innocence. Therefore, he appealed to the
Appeals Court of Taiyuan City. However, Taiyuan City Appeals Court disregarded
the law and overruled his appeal in October 2003. The physical and mental torments he suffered resulted in his becoming quite
ill. Between June 2005 and December 2005, Mr. Luan Fusheng was sent to the
hospital for emergency resuscitation three times. His health deteriorated
rapidly. After over two months of medical treatment, Mr. Luan's condition
finally stabilized. A diabetes patient needs a special diet and meticulous care.
At present, Mr. Luan suffers from high blood pressure. He is very skinny and
frail. He is always out of breath and can hardly finish a sentence. Prison is a
harsh environment and is not the place for someone with severe illnesses. He
should be released immediately. His family has repeatedly requested parole for medical reasons, but the
prison denied the request each time, claiming that Falun Gong practitioners do
not have the right to be bailed out for medical treatment. Nevertheless, his
family continues to write to the prison, but the request has been turned down
repeatedly. Mr. Luan Fusheng is 55 years old. Simply because he chooses to practice Falun
Gong and clarify the truth about Falun Gong, he has not had a moment of peace
during the past seven years. The physical and mental torments he suffered have
reached an impasse. He is a late-stage diabetes patient and prone to
life-threatening complications. If his condition is not treated, Mr. Luan will
be beyond treatment. Human life is of utmost importance. Each and every Falun Gong practitioner
has the right to live as a citizen in any country. Shanxi Province Prison Bureau
