In late February 2006, practitioner Liu Xiufeng from Laishui County, Hebei Province requested that the Laishui County Procuratorate file a lawsuit against Wang Fucai, head of the 610 Office, press criminal charges against him and demand civil compensation. The Laishui County Procuratorate has accepted her request.

Practitioner Liu Xiufeng worked as deputy head of the Yongyang Town Judicial Bureau and head of Legal Services Agency in Laishui County, Hebei Province. She started practicing Falun Dafa in 1995. Local police and local 610 Office agents began persecuting her after July 20, 1999 because she persisted in her belief. She was sent to brainwashing sessions and illegally detained many times.

In May 2001, Communist regime agents from the Laishui County 610 Office illegally sentenced Liu Xiufeng to one year of forced labor. The Baoding Forced Labor Camp refused to admit her. Subsequently, agents from the Laishui County 610 Office illegally incarcerated her at the Laishui County Detention Center for one year.

On the evening of November 20, 2004, Wang Fucai ordered the police to detain Liu Xiufeng. They sent her to the Baoding Forced Labor Camp on January 23, 2005, but the labor camp again refused to accept her. Wang Fucai ordered the police to continue detaining Ms. Liu Xiufeng. Although Liu Xiufeng was on the brink of death many times, Wang Fucai denied her release.

On April 30, 2005, Wang Fucai sent Liu Xiufeng and two other practitioners to the Baoding City 610 Office to be "reformed." The 610 Office agents physically and verbally abused Liu Xiufeng. Because Liu Xiufeng was in critical condition several times, the Baoding City 610 Office notified Wang Fucai. This persecutor took her and the two other practitioners back to Laishui County. Wang Fucai ordered Liu Xiufeng to be held at the detention center.

On the morning of October 20, 2005, Liu Xiufeng lost consciousness in the detention center courtyard, and Wang Fucai eventually released her.
