On April 25, 1999, based on the rights bestowed by the Chinese Constitution, about ten thousand Falun Dafa practitioners gathered near the Zhongnanhai Compound to peacefully appeal, requesting that government officials release Falun Dafa practitioners arrested in Tianjin City, and requesting a non-threatening cultivation environment and the legal right to publish Falun Dafa books. Premier Zhu Rongji and other high ranking officials met with representatives of Falun Dafa practitioners while practitioners on the sidewalk maintained an excellent order. They left the site quietly at 11:30 p.m. when their requests were addressed, leaving a clean sidewalk. Thus, this peaceful appeal caused by violence was resolved rationally. This is the shocking incident of "April 25 Peaceful Appeal." The proper processing of this event had been praised by the international media as "establishing the first example of Chinese government accepting people's suggestions," and the comments said "Chinese people have raised their civility."

The world media was shocked again only less than three months later, on July 20, 1999, when the CCP backed off its "free to practice" promise and initiated a violent, cruel, and continued genocide of Falun Gong practitioners who believe in "Truthfulness, Compassion, Forbearance."

What caused the CCP to wildly persecute these common people who have never harmed anything and who follow the principles of "Truthfulness, Compassion, Forbearance?" Some people think the "April 25 Zhongnanhai Appeal" is the cause of the CCP persecuting Falun Gong. But analyzed from insider information, Jiang wrote a letter to all Politburo members and other officials on the night of April 25, 1999. In his letter, Jiang accused and said there was a capable man that had secretly planned and directed the April 25 Appeal (Reference: Top Secret, Central Office Fax [1999] #14, Central CCP Office Notice of Passing down Comrade Jiang Zemin's Letter to Politburo Members and Other Leaders). On June 7, 1999, Jiang said again at the Politburo Meeting that Falun Gong had a deep political societal background a complicated international background, and "it is the most severe event since 1989 political movement." His talk was secretly passed down internally in the CCP system on June 13, 1999 (Top Secret, Central Office Fax [1999] #30, Notice of Print and Passing down Comrade Jiang Zemin's Talk on the Central Politburo Meeting about Quickly Solving the Falun Gong Problem). Proven by other high ranking CCP officials, Jiang exposed his extreme desire for personal power in the above two documents, and stubbornly decided on the wrongful persecution.

In fact the mistreatment of Falun Gong started as early as in 1996 with the Guangming Daily incident (an article was posted that slandered Falun Gong). The CCP has systematically followed its persecution of Falun Gong policy with ulterior motives. First, they banned the publishing of Falun Dafa books. Secondly, the Ministry of Public Security withheld the Chairman of the People's Congress, Mr. Qiao Shi, and Premier Zhu Rongji's positive comments about Falun Gong. Thirdly, in July 1998, the First Division of Ministry of Public Security defined Falun Gong as a cult internally and sent out a large amount of spies to collect evidence, chase away exercising groups, ransack people's homes, confiscate personal belongings, etc. The mistreating of Falun Gong group activities by the CCP had been escalating gradually until the "Tianjin City Incident" - where policemen beat and arrested Falun Dafa practitioners causing ten thousand practitioners to peacefully appeal in Zhongnanhai on April 25, 1999.

The Epoch Times published the Nine Commentaries on the Communist Party on December 4, 2004, and for the first time completely and deeply revealed why the CCP brutally persecutes Falun Gong practitioners who believe in "Truthfulness, Compassion, Forbearance" in a genocide manner. It also revealed how Jiang initiated and sustained this evil persecution using the CCP system.

"The former general secretary of the CCP, Jiang Zemin, is the one who launched, plotted and commanded the evil persecution. Jiang Zemin fully utilized the CCP's power, position, disciplinary methods, and mechanisms for political movements to start this persecution against Falun Gong. He bears unavoidable responsibility for this historic crime. On the other hand, if there wasn't any CCP, Jiang Zemin would have been unable to launch and conduct this evil persecution. From the day it came into being, the CCP has turned against righteousness and goodness. With suppression as its tool of choice and persecution as its expertise, the CCP based its reign on strict mind control that follows a single, central party. By its very nature, the CCP dreads "Truthfulness, Compassion, Forbearance" and regards Falun Gong as the enemy. Therefore, its suppression and persecution of Falun Gong was inevitable. While attacking "Truthfulness, Compassion, Forbearance," Jiang Zemin and the CCP gave the opportunity for falsehood, evil, violence, poison, wickedness, and corruption to propagate. What followed was a widespread moral decline in the land of China, which affected everyone. Hence, no matter if the "April 25" peaceful appeal had happened or not, the CCP would have attacked the hundred million practitioners who follow Truthfulness, Compassion, Forbearance. It is determined by its evil nature and this is the fundamental reason for the genocidal persecution of Falun Gong.

As a monumental historical event, judging from the process of peacefully resolving the problem of the "April 25" Zhongnanhai Appeal, the author believes it is a contribution to China and the world, and to the progress of Chinese society. The human moral is extraordinary and profound.

1. Peace is benevolently resolving and following heaven's will - the "April 25" peaceful appeal is a moral victory of Chinese ordinary people.

The peaceful resolving of the "April 25" appeal is firstly because a group of ordinary people believing in Truthfulness, Compassion, Forbearance were defending their faith and rights without violence or extreme slogans, but with rationality, and clear, calm, firm minds. Their kindness, sincerity, and tolerance were understood by some high ranking leaders, and mutual peacefulness and rationality manifested in the value and beauty of Truthfulness, Compassion, Forbearance, and finally reached a peaceful settlement.

"Truthfulness, Compassion, Forbearance" is a faith in God, and a common virtue that all humans should follow. Currently Falun Gong is wide-spread in eighty countries and regions and has won thousands of awards and recognitions. We can see that people with kindness, peace, and solid righteous faith are the moral foundation of countries' prosperities, and confirm heaven's will. Truthfulness, Compassion, Forbearance is treasured and respected by all kind hearted people worldwide. Only the CCP has persecuted Falun Gong seven years. The CCP has disobeyed the heavenly will, lost favor from the people, and thus, it lost its foothold of existence.

2. The peaceful resolving of April 25 appealing is due to upholding conscience and justice.

We can see that the overall actions of Falun Dafa practitioners are peaceful and rational, but firmly reasonable, and through legally appealing, a peaceful settlement resulted on the same day. Within the CCP, there existed two totally opposite attitudes which have manifested throughout the whole process of the suppression and persecution. The choice between righteous and vicious, and goodness and evil only differs from one thought, but the results can be heaven and earth. When the evil is ruling, brutal killings and shameless scoundrels come into play. The seven year cruel persecution has attacked the CCP internal members who still have conscience remaining, and every person's virtue is severely tested.

Actually, after the April 25 incident, the openness and State policies about persecuting Falun Gong has been a dividing line of CCP power which is completely deteriorating and demonizing.

3. The global tide of quitting the CCP is a heavenly kind act to peacefully disintegrate the CCP. Withdrawing from the CCP is a trend that obeys the will of gods.

The CCP has persecuted Falun Gong for seven years, and has accumulated bloody debts as colossal as a mountain. Its only possible doomful destiny is heaven's will. Any wish or action that tries to save the CCP can only lead to more tragedies in China. Only through denouncing the CCP from one's mind, disintegrating the CCP organization, and eliminating all of its evil elements will China will have a future.

The global tide of quitting the CCP has provided an opportunity that enables China to pass to a non-communist society peacefully, because first of all, heaven is eliminating the CCP. You can only survive through withdrawing and this is heaven's compassionate salvation to humans. Secondly, as the global tide of quitting the CCP proceeds, all beings that have lost their moral conscience and righteous faith will be weeded out. Meanwhile, the great tide will form future Chinese societal backbones with virtue, which has provided a fair chance to all beings. However strong this moral current, it doesn't only depend on everyone's moral awakening, but also depends on people's efforts after learning the truth. We are paving the way for tomorrow, because tomorrow's success is born from today's sacrifices.

From April 25, 1999, when ten thousand Falun gong practitioners peacefully appealed in the Zhongnanhai compound, to April 25, 2006, when globally over ten million people have quit the CCP, the end of the CCP is certain. This miracle was created peacefully by the courage derived from the endless energy of Truthfulness, Compassion, Forbearance. Falun Dafa practitioners guard their faith in Truthfulness, Compassion, Forbearance with their lives, and have established a virtue monument that will last in every generation.
