Since 2005, agents from the Xiangcheng National Security Bureau in Henan Province have frequently watched and harassed Dafa practitioners at their homes. Most wicked are the following individuals:

Ma Zefeng: He extorted money and gifts from practitioners and their families, ranging from 500 yuan to 2,000 yuan. He also demanded an additional 3,000 yuan parole payment from the practitioners' families.

Niu Hanqing told Dafa practitioners' families to invite him out to meals and demanded additional money, from 300 to 500 yuan. When the families visited practitioners at the detention center, he made up various schemes, saying that, unless they greased his palms and again treated him to meals, they would not be seeing their loved ones.

Jiang Weijian and Wei Jianhua often monitored and followed practitioners. They used excuses to "void" the parole money paid by the practitioners' families. He took mobile phones from Dafa practitioners and has never returned them.

Others guilty of persecution include Zhou Qingwu, Jin Hai, Zhao Jie, Li Zhi.
