Yang Xingting, who lives in Hedong District in Jianyang City, Sichuan, has been influenced by Chinese Communist propaganda. He has treated Dafa with many acts of hatred. Ever since 1998, Yang has created chaos around practice sites at Hedong District to keep Dafa practitioners from practicing their exercises freely. After the persecution officially began on July 20, 1999, Yang started to defame Dafa and Teacher Li. He shredded and burned Dafa books on many occasions. He also destroyed many truth clarification materials.

Yang traces and reports Dafa practitioners' residences to the Dongxi District Police Station. At times, he has even directed the police cars registered with the Jianyang Judicial District to capture Dafa practitioners located in Dongxi District. Many Dafa practitioners living around Dongxi District were persecuted because of him. Among those persecuted, some were captured repeatedly, and some were fined huge sums of money. Wan Lin Gong, a Dafa practitioner, is still illegally detained at a detention center.
