Victim No. 1: Ms. Luo Shimei

On May 12, 2000, Ms. Luo Shimei traveled to Beijing to clarify the truth about Falun Gong, and was illegally detained for a day in the Beijing branch of the Public Security Bureau, and then for two days and nights at Panzhihua City’s Beijing Office. Afterwards, she was escorted back to Miyi County, Sichuan Province where she was detained for another month at the local detention center. Staff members from Miyi Public Security Bureau’s Political and Security Division, including Mr. Xiang Jinfa, Mr. Chai Faxiang and Mr. Zhou Lin, broke into Ms. Luo Shimei’s home and ransacked the place. They demanded 350 yuan in cash, and returned only 200 yuan afterwards. While Ms. Luo was detained in the local detention center, disciplinary staff member Lin Hai repeatedly beat the backs of Ms. Luo’s hands with a broomstick. It took two weeks for the bruises to heal.

In July 2000, staff members from Yakou Township government in Yakou Township, Miyi County, including Mr. Yan Wenda, Li Chaohong, Mr. Gao Shengquan, Mr. Xu Xiaolin, Ms. Dai Humei, Wang Huan and Mr. Weng Yuming, arrested Ms. Luo at her home and illegally detained her for three days at the Yakou Township government building. There she was subjected to forced brainwashing, deprived of sleep, and made to stand still with knees bent for a long time by Chen Zhaoqiang and Xu Xiaolin.

On December 17, 2000, policemen from Miyi County Public Security Bureau, including Mr. Chai Faxiang, Mr. Zhou Lin, policemen from Yakou Township, including Mr. Yan Wenda, Mr. Xu Xiaolin and Mr. Li Chaohong, and policeman Mr. Rao Lin from Binggu Police Station, illegally arrested Ms. Luo Shimei for distributing Falun Gong truth clarifying materials. Ms. Luo was illegally sentenced to one year in Nanmusi Women’s Forced Labor Camp in Zizhong, Sichuan Province.

During the illegal custody in Miyi County, Mr. Yang Zihua from the county’s Public Security Bureau’s Political and Security Division interrogated Ms. Luo harshly and cruelly. He repeatedly slapped her face and kicked her. He also made her stand still for ten hours with her head leaning against the wall. Policeman Xiang Jinfa denied her food, water and sleep. He made her wear handcuffs and hung her body by the handcuffs with her toes barely touching the ground for a long time until her face was distorted with pain, her hands turned purple and her fingers lost all feelings. Then, she was forced to stand with her waist bent forward and her hands held forward for five hours in the hallway. After that, her hands were chained to the sides of her body, she was forced to stand still in the hallway for three days and nights. Her legs became severely swollen. At Miyi Detention Center, Mr. Liu Qizhao made Ms. Luo Shimei wear handcuffs for an entire week. Their accomplices were Mr. Li Xuesong and Mr. Rao Xianwen from the Public Security Bureau’s Political and Security Division, Mr. Wu Xueming (Warden of Miyi Detention Center), as well as Mr. Zhu Chenglong, Mr. Lin Hai and Mr. Liu Qiming from Miyi Detention Center. After Mr. Luo was sent to Nanmusi Women’s Forced Labor Camp, Ms. Zhang Junlin and two other inmates were sent to monitor her for a week, and who forced her to sit or stand still for a long time.

On July 13, 2002, Mr. Chai Faxiang and Mr. Rao Xianwen from Miyi County Political Security Division, Mr. Yan Wenda and Mr. Li Chaoyong from the Yakou Township government, as well as policeman Rao Lin from Binggu Police Station, arrested Ms. Luo Shimei at her home again because she persevered in practicing Falun Gong. This time she was illegally sentenced to two years at Nanmusi Women’s Forced Labor Camp. Mrs. Luo was interrogated violently by Mr. Zhou Lin and Mr. Rao Xianwen from the Political and Security Division. They handcuffed her by the wrists to the steel bars of a window for twelve hours. Their accomplices included Mr. Chai Faxiang, Mr. Xiang Jinfa and Mr. Li Xuesong. At Miyi Detention Center, warden Mr. Wu Xueming and staff member Mr. Zhu Chenglong violated existing Chinese law. They left Ms. Luo Shimei in handcuffs around the clock for an entire month. She couldn’t even change her clothes because of the handcuffs. One day, five men from the Political and Security Division came to the detention center and took her fingerprints. Ms. Luo refused to cooperate. Therefore, they pulled her arms up behind her back and then knocked her to the ground. One man stepped on her back, another on her feet, and a third on her hands. Another man took her fingerprints, while yet another took her photo against her will. At Nanmusi Women’s Forced Labor Camp, Ms. Zhang Junlin, Ms. Yang Hong and three other inmates were ordered to monitor and torture Ms. Luo. Together they forced her to stand or sit without moving for extended periods of time. They also force-fed her. They used a special tool to open her mouth and force-fed her saturated salt water. One of her teeth was misaligned during the torture. They also put a thick, non-surgical plastic tube through her nose to her stomach for force-feeding. They handcuffed her hands to the headboard and ordered an inmate to ride on her torso, while repeatedly hitting her head and slapping her face. Another inmate held her legs. They tortured her like this for over a week. Ms. Luo was not allowed to take a bath. In addition, she was forced to walk in military style and jog under the blazing sun.

Victim No. 2: Ms. Zhen Shangbi

On November 23, 1999, Ms. Zhen Shangbi traveled to Beijing to appeal for Falun Gong. Beijing police illegally arrested her at the State Appeals Office in Beijing and then transferred her to Panzhihua City’s office in Beijing. She was escorted back to Miyi County, Sichuan Province the following day. Once in Miyi, she was sent to the Miyi Public Security Bureau’s Political and Security Division where Mr. Liao Hongbing kept her in handcuffs for one day and one night before detaining her at Miyi Detention Center for nine days.

On December 14, 2000, policeman Yin Jitao from Xinhe Township, Miyi County arrested Ms. Zhen at her home because she clarified the truth and distributed Falun Gong materials. She was taken to the Miyi Public Security Bureau’s Political and Security Division where she was handcuffed and left in the hallway. Two policemen, Mr. Li Gang and Mr. Guo Xiang, interrogated Ms. Zhen Shangbi violently during the night. Mr. Li Gang made her stand with knees bent and slapped her face. He also hit her back with a wooden club lined with spiked nails. He struck her face so hard that her face was badly bruised and swollen. She could not open her mouth for days. On the following day, they put her in the detention center and kept her there for fifteen months. At the detention center, Ms. Zhen Shangbi was locked in an isolation cell, where she was forced to stand still with her head leaning against the wall for extended periods of time. In addition, she was brutally beaten and forced to wear handcuffs for extended periods of time. The torturers included the warden Mr. Wu Xueming, deputy warden Mr. Zhu Chenglong and disciplinary staff member Mr. Liu Qizhao.

In April 2002, Mr. Chai Faxiang from the Miyi Public Security Bureau’s Political and Security Division and two men from Miyi Detention Center, including physician Mr. Chen Qing and Mr. Lin Hai, illegally transferred Ms. Zhen Shangbi to Nanmusi Women’s Forced Labor Camp. She was first in the fifth squadron and then transferred to the seventh squadron. There she was subjected to over six months of forced brainwashing, sleep deprivation and standing still while facing a wall for an extended time. Inmate Ms. Chai Li was ordered to monitor her. The captain of the seventh squadron was Ms. Zhang Xiaofang and the deputy captain’s last name was Qin. On November 4, 2002, Ms. Zhen Shangbi was finally released. However, depraved people from Xinhe Township continued to harass her, including Mr. Li Anming, Mr. Han Xueneng, Ms. Lu Mei, Mr. Zhou Chaokun and Mr. Ma Tuan.

On February 1, 2005, two policemen from Miyi County Public Security Bureau, Mr. Xu Xing and Mr. Mao Taining, three policemen from the local police station, Mr. Yang Bin, Mr. Leng Jie and Mr. Li Xiaogang, the village’s branch secretary Mr. Xu Jian and Mr. Huang Guangshun broke into Ms. Zhen Shangbi’s home without a search warrant and ransacked her home. They took her to Binggu Police Station and detained her overnight. The next day they transferred her to Miyi Detention Center where she was detained for thirty days. At the time of her release, three men from Miyi Public Security Bureau’s Political and Security Division, Mr. Yang Zihua, Mr. Li Xuesong and Mr. Zhou Lin, escorted her home and extorted 200 yuan from her family.

On December 14, 2005, while Ms. Zhen Shangbi was at work, staff from the Miyi County Political and Security Committee, Miyi County Public Security Bureau, the State Security Team, the 610 Office, Binggu Police Station and Xinhe Township government sent police in about a dozen police cars to ransack her home. While no one was at home, they broke down the door and the door lock, confiscated all Falun Gong books, and stole a VCR, audio recorder, stereo, and audio cassettes. The accomplices included secretary of the Political and Legal Committee Mr. Wang Yongxiang, chief of Public Security Bureau Mr. Li Guohong, Mr. Li Xuesong from the State Security Team, three other policemen from the State Security Team, Mr. Yang Zihua, Mr. Xu Xing and Mr. Zhou Lin, two men from the township government, Mr. Zhou Chaokun and Mr. Xu Jian, and two policemen from Binggu Police Station, Mr. Yang Bin and Mr. Leng Jie.

Victim No. 3: Mr. Guo Huibin and his wife Ms. Feng Shifen

On December 14, 2005, when Mr. Guo Huibin and his wife Ms. Feng Shifen were having a group Fa study and watching Teacher’s Falun Gong exercise instruction video at their home, the village branch secretary Mr. Xu Jian reported them to the police. Staff members from the Miyi County Political and Security Committee, Miyi County Public Security Bureau, the State Security Team, the 610 Office, Binggu Police Station and Xinhe Township government dispatched about a dozen police cars to break into and ransack their home. The accomplices included Secretary of Political and Legal Committee Mr. Wang Yongxiang, chief of the Public Security Bureau Mr. Li Guohong, Mr. Li Xuesong from the State Security Team, three other policemen from the State Security Team, Mr. Yang Zihua, Mr. Xu Xing and Mr. Zhou Lin, two men from the township government, Mr. Zhou Chaokun and Mr. Xu Jian, and two policemen from Binggu Police Station, Mr. Yang Bin and Mr. Leng Jie. They confiscated a TV, DVD player, audio recorders, Teacher’s photos, Falun emblem poster, Teacher’s Fa lecture audio cassettes, exercise music cassettes and all their Falun Gong books. They detained Mr. Guo and Ms Feng in Miyi Detention Center for twenty nine days.

On May 10, 2006, two policemen from Miyi State Security Team, Mr. Xu Xing and Mr. Li Xuesong, broke into their home again. They told the couple that they were still under police surveillance and asked them if they were still practicing Falun Gong.

Victim No. 4: Ms. Liao Guomei

In November 1999, policemen from Tiananmen Square Police Station arrested Ms. Liao Guomei at Tiananmen Square in Beijing. She was imprisoned in Miyi County’s office in Beijing and was subjected to a body search. She was given only one meal a day, although they extorted sixty one yuan for food. In addition, Miyi Public Security Bureau’s Political and Security Division illegally collected a fine of two hundred yuan from her and confiscated her ID. The accomplices included two policemen from the Miyi Public Security Bureau Political and Security Division, Mr. Xiang Jinfa and Mr. Chai Faxiang. In December 1999, two men from Chelian Town, Mr. Bai Tingfei and Mr. Gong Zhiguo, arrested and took her to a brainwashing session, where she suffered forced brainwashing, running and slave labor for seven days. Their accomplices included Mr. Tang Lihua and Mr. Bai Tingfei.

In May 2000, Ms. Liao Guomei traveled to Beijing again to clarify the truth about Falun Gong, and the Beijing police again arrested her. At the Miyi County office in Beijing, she was subjected to a body search and imprisonment. She was not allowed to wear clothes and she was freezing, as it was mid-winter. She was given only one meal a day. She was imprisoned for seven days and extorted of 420 yuan. After she was escorted back to Miyi County, Sichuan Province, she was illegally detained in the Miyi Detention Center for thirty days. There she was subjected to brainwashing, standing still facing the wall, with her head leaning against the wall, for extended periods of time, and wearing handcuffs for a long time. In addition, they extorted two hundred yuan. The torturers were three men from the Miyi Public Security Bureau Political and Security Division, Mr. Xiang Jinfa, Mr. Chai Faxiang and Mr. Zhou Lin, warden of the detention center Mr. Wu Xueming, and two other men from the detention center, Mr. Zhu Chenglong and Mr. Lin Hai.

On April 24, 2000, while Ms. Liao Guomei was in the middle of Falun Gong exercise group practice in Tuochanggou, Chelian Township, three men from Chelian Town, Mr. Tang Lihua, Mr. Tao Chunyun and Mr. Gong Zhiguo, reported her to the police, who arrested her and took her portable stereo and exercise music tape. The police put her in Miyi Detention Center for a month of illegal detention, during which time she suffered brutal beatings, was forced to stand still with her head leaning against the wall for extended periods of time, and forced to wear handcuffs for long periods of time. The police did not release her until they extorted 200 yuan from her. The accomplices included Mr. Xiang Jinfa, Mr. Chai Faxiang and Mr. Zhou Lin from the Miyi Public Security Bureau Political and Security Division, warden of the detention center Mr. Wu Xueming and deputy warden Mr. Zhu Chenglong.

On June 29, 2000, while Ms. Liao Guomei was working in the field, two men from Chelian Town, Mr. Tao Chunyun and Mr. Tang Lihua, arrested her and took 100 yuan and a box of Falun Gong exercise music tapes. She was taken to a forced brainwashing class where she suffered nine days of forced brainwashing, brutal beatings, forced running, standing up straight in military style, standing in the sun for long hours and slave labor.

On July 19, 2000, Ms. Liao Guomei was once again taken to a forced brainwashing session in Chelian Town and imprisoned for four days. This time the persecutors were Mr. Zhou Conggui, Mayor Yang, Mr. Tang Lihua and Mr. Jiang Yongjian from Chelian Town.

In February 2001, Mayor Yang of Chelian Town and Mr. Li Xuesong from the Miyi Public Security Bureau Political and Security Division arrested Ms. Liao Guomei at her home because she distributed Falun Gong truth-clarification materials. They took her to Miyi County Public Security Bureau and handcuffed her in the Political and Security Division for two days and one night.

In September 2002, Ms. Liao Guomei was visiting her older sister when a man named Fan Shenglian reported her to police. Mr. Chai Faxiang and Mr. Zhou Lin from Miyi County government arrested her and ransacked her home. They confiscated her Falun Gong books, Teacher’s photos, Teacher’s Fa lecture tapes and Falun Gong exercise music tapes. She was imprisoned in Miyi County Detention Center for a month, where she suffered forced brainwashing and forced standing-still with her head leaning against the wall for long hours. In addition, they extorted 200 yuan. They extorted 1,731 yuan over the past year.

Victim No. 5: Ms. Su Lijuan

On October 25, 1999, Ms. Su Lijuan attended a Fa conference in Chelian Town, Miyi County, Sichuan Province. Staff from the Chelian Township government, Binggu Police Station and Miyi County Public Security arrested her and imprisoned her in the Miyi Detention Center for eleven days. The second time they arrested her at her own home because she remained a firm Falun Gong practitioner. After having been illegally detained in Miyi Detention Center for 45 days, she was transferred to Nanmusi Women’s Forced Labor Camp on January 17, 2000. The police abducted her two more times for distributing Falun Gong’s truth-clarifying VCDs and put her into Miyi Detention Center. Each time the police ransacked her home without a search warrant. The police confiscated Falun Gong books, article printouts, Falun Gong exercise music tapes, Teacher’s Fa lectures tapes and videotapes.

During imprisonment in the detention center, Ms. Su Lijuan was repeatedly interrogated, threatened, blackmailed and tortured. They slapped her face, made her stand with knees bent for long hours, made her stand still with her head leaning against the wall for hours, deprived her of sleep and made her stand without moving overnight. In addition, they smashed her head against the wall repeatedly, made her stand up still with her arms flat against the wall, and made her wear handcuffs for long hours and days. At the time, deputy head of Political and Security Division Ms. Liao Hongbin could not get any information from Ms. Su during the interrogation, so she slapped Ms. Su’s face hard and cursed her.

Since the persecution began on July 20, 1999, Mr. Xiang Jinfa, Mr. Yang Zihua, Mr. Zhou Lin, Ms. Liao Hongbin and Mr. Chai Faxiang from the Miyi County government Political and Security Division, Miyi County 610 Office, and Mr. He Fuqiang, Mr. Chen Linping, Mr. Tang Lihua, Mr. Zeng Pingan and Mr. Fu Chenglong from Chelian Town government often harassed Ms. Su Lijuan. Many unidentified men also harassed Ms. Su Lijuan and her family. Since China started to openly persecute Falun Gong on July 20, 1999, they summoned Ms. Su Lijian to Chelian Town government for illegal interrogation daily and forced her to hand in all of her Falun Gong books and materials. They also tried to force her to make other Falun Gong practitioners in the area do the same. In addition, they repeatedly tried to force her to give them a list of Miyi County’s Falun Gong assistants and other Falun Gong practitioners. The local authorities kept watching her for a long time. Her telephone and mobile phone conversations were tapped.

The monitoring was particularly intense in July 2001. At the time Ms. Su Lijuan had just been released. A fellow Falun Gong practitioner went to visit her at home. She had no idea that she was being watched. After the practitioner left, the police arrested and took her to the county government for a body search. After they found Falun Gong materials, they dispatched several dozen people to her home and videotaped her home. They ransacked her home without a search warrant. Her children trembled in fear. Her guests at the dinner table ran away in fear. Her husband was frightened and worried.

Next they arrested Ms. Su Lijuan and stole merchandise from her store. On September 9, 2002, the police found her home phone number in the cellular phone of an arrested fellow Falun Gong practitioner, so they came and ransacked her home again. Ms. Su Lijuan had no choice but to become homeless for an entire year. During the year, her family was constantly watched, followed, threatened and intimidated. The police often came unnoticed and ransacked her home. Due to the constant harassments for many months, her children were too frightened to stay at home and did not want to return home alone because they did not know whether it was a thug or a policeman in civilian clothes that was following them. When they looked out of the window at night, they often saw a few cigarette lights across the streets, from men smoking in the dark. The children were often terrified and in tears.

In January 2000, Ms. Su Lijuan was transferred from Miyi Detention Center to Nanmusi Women’s Forced Labor Camp in Zizhong, Sichuan Province. On January 17, 2000, she was held at the fifth squadron. Later she was transferred to the second squadron and then the seventh squadron. She suffered threats, intimidation, body searches, verbal insults, slandering, military training, forced brainwashing and mistreatment. He personal belongings were illegally confiscated. The police extorted money from her and charged her all kinds of expenses for her illegal imprisonment. They extorted Falun Gong practitioners’ money at will. In addition, she was not allowed to take phone calls or receive letters, she was deprived of food and drink, denied use of the toilet, and denied the right to take a bath. Her mail was opened and she was refused family visits. Besides all that she was forced to sit still, squat or repeat standing up and sitting down for long hours, wear handcuffs for long hours, shocked with electric batons, and beaten with police clubs, bamboo sticks, belts and broomsticks. She also was punched and kicked. Sometimes, two inmates would stand on her body, stomping, jumping and hitting. They would knock her to the ground and drag her around on the floor. They would lift her body up and slam it to the ground. The police had prison inmates take turns watching and torturing her. The police also ordered prison inmates to verbally and physically attack Ms. Su Lijuan as a group. During the time she was held at the second squadron, a woman known as "Accountant Huang" once pulled Ms. Su Lijuan by her hair over the ground for over ten feet before she stomped, pinched and hurt her lower back. Then she smacked her head hard against the wall before she tied her to a tree for over five hours. Finally the captain of the second squadron started to feel that it was enough. She told "Accountant Huang" to release Ms. Su, but she refused. Ms. Su Lijuan asked to use the bathroom and asked to be released, but "Accountant Huang" did not release her until she verbally insulted her. However, she told the inmates to tie her to the tree again after she used the toilet.

In May 2000, Ms. Su Lijuan was in custody of the second squadron. A prison inmate from Sichang kicked Ms. Su’s lower back while she was practicing Falun Gong exercises. As a result, she vomited and discharged blood in her urine for two weeks. For a very long time, she was unable to turn her upper body. Her lower back was severely bruised for many days. Ordered by police, prison inmates often punched and kicked Falun Gong practitioners, causing severe bruises and internal injuries.

During her detainment in the seventh squadron, two prison inmates, Ms. Li Xiaolin and a woman known as "San Niu," repeatedly punched Ms. Su Lijuan’s face. For days, she was unable to open her mouth to eat. The first captain of the seventh squadron with the surname Li once told Falun Gong practitioners, "If you are tortured to death, all we need to do is to cremate your body and bury the ashes. With the Chinese Communist Party backing us up, no one dares to seek justice for you! No one dares to question our actions!" They worked closely with the police from other areas and special agents to deceive Falun Gong practitioners and make them give up practicing Falun Gong. They also forced Falun Gong practitioners’ family members to send over banners and letters of appreciation to help them advance in their careers.

The following is their persecution against Ms. Su Lijuan from the economic perspective. From November 25-December 4, 1999, Ms. Su Lijuan was illegally detained for eleven days in Miyi County Detention Center. She went on a hunger strike protest for seven days. At the time of release, they extorted 45 yuan. On November 23, 1999, Ms. Su Lijuan went to Beijing to appeal for Falun Gong and was arrested and taken to the Miyi County office in Beijing. About a dozen Falun Gong practitioners were locked in a small room. Each practitioner had to pay daily fifty yuan for "living expenses." On December 3, 1999, Miyi County Political and Security Division took Ms. Su Lijuan to Miyi County Detention Center and imprisoned her there for forty five days before transferring her to Nanmusi Women’s Forced Labor Camp. They extorted 225 yuan for living expenses. However, during the 45-day imprisonment, Ms. Su Lijuan went on hunger strike, protested her detainment repeatedly and hardly ate anything. After Chelian Town government arrested her and took her to Miyi County Detention Center, they fired her from her position as the head of Chelian Town Culture Center and did not pay her 1999 salary. During the illegal imprisonment in the Nanmusi Women’s Forced Labor Camp, they charged physical exam fees and even charged her for the inmate uniform twice. In order to pass the environment inspection from their supervisor, the camp forced Falun Gong practitioners to rent bed sheets made by the camp and charged an absurd rental fee. When their families called, the camp charged them two yuan per minute. Often the camp received 10-50 yuan with one incoming call for a Falun Gong practitioner.
