Subject: To express concern for the current wellbeing of our county residents' families jailed and missing in China.

Dear Consular Officer:

The city of San Jose Human Rights Commission wishes to express our deep concern regarding the wellbeing of three Falun Gong practitioners in China, who are the families of residents of Santa Clara County. Information regarding these jailed or missing persons is listed below. We would like to request your help in getting a report regarding the current whereabouts, and the living and health conditions of these people.

Ms Jian Hua Lu, age 51, resident of Tieling City, Liaoning Province. Ms Lu formerly lived in San Jose, California from 1992 to 1999, and returned to China in Dec.1999. Ms Lu was sent to the labor camp between Oct. 2000 and Aug. 2001 because of practicing Falun Gong. Again she has been jailed in Liao Ning Woman's Prison since Aug.27, 2002. Ms Lu was sentenced to 4 years because of practicing Falun Gong, and supposed to be released this coming August.

Mr. Zhiming Hu, born in 1972 in Chaoyang, Liaoning Province graduated from Air Force Engineering University, Xi'an. Mr. Hu was a former Lieutenant and computer laboratory director at the Air Force Training Equipment Research Institute in Beijing. Mr.Hu was detained in April 2000 at Beijing West Mountain detention center because of practicing Falun Gong, and was discharged from the active military service in May 2000. Mr.Hu was sentenced to four years in October 2000 without legal proceedings, and imprisoned at Tilan Qiao Prison in Shanghai. After his release, Mr. Hu worked in a hi-tech company in Beijing, and has been reported missing since September 2005.

Mr. Xiong Huang, born in 1978 in Wanan County, Jiangxi Province, and began the practice of Falun Gong in 1996. Mr. Huang was arrested in February 2000 in Beijing because he went to the central government to appeal against the persecution of Falun Gong. He was sent home from Beijing, and was sentenced two years in a labor camp under Jiangxi Ji An Security Agency. Mr. Huang has been reported missing since April 2003. Before he went missing, he was staying at the reception center of Shanghai Tongji University. The case of Mr. Huang is also currently listed as a United Nations Emergency Rescue Case. The US Embassy in China has contacted the China Ministry of Foreign Affairs three times since last August, asking for information regarding Xiong Huang, but got no response.

As Falun Gong is legally practiced in the US and over 70 other countries, we are deeply concerned regarding the humanitarian crisis in China as the result of the persecution of Falun Gong. Your cooperation in finding out information about the persons listed above and forwarding it to the Human Rights Commission will be highly appreciated.

Sincerely,

Robert Bailey
Chair, City of San Jose Human Rights Commission
