Handan Labor Camp Unlawfully Extends Tsinghua MBA Student's Imprisonment
(Clearwisdom.net) Falun Gong practitioner Mr. Qin Peng was a graduate
student at the School of Economics and Management, Tsinghua University. He was
first arrested for participating in a cultivation experience sharing conference
in October 1999 and arrested a second time in June 2000 for practicing the Falun
Gong exercises in public. Tsinghua University, one of the most prestigious in
China, later forced him to drop out. In the early morning of January 1, 2001,
Mr. Qin was arrested by officers from the Zhongguancun Police Branch and
sentenced to two years in the Beijing Tuanhe Forced Labor Camp, Group 3. On June 19, 2003, a few months after he had been released from the labor
camp, Qin Peng was deceived into going back to Tsinghua University and arrested
again. He was detained at the Beijing "Legal System School" where he
was handcuffed to a bed and isolated for one month. His knees were injured by
being kicked. It is said that the police officers at the Beijing Police Station tried to
persuade Qin Peng to be an undercover agent for them as the condition of his
release. His refusal resulted in a two-and-a-half-year term at a forced labor
camp. Later on, the Beijing Police Station "sold" Mr. Qin and 100
other prisoners for the price of 1,500 yuan each to Gaoyang Forced
Labor Camp in Baoding City, Hebei Province. At Gaoyang Forced Labor Camp, Qing Peng reported an abuse case of a female
Falun Gong practitioner to the supervisors of the wardens. In revenge, the
wardens bound him and beat him, and did not allow him to sleep for seventeen
days. His chest was injured badly as a result, and he has yet to recover. In October 2005, Qin Peng and others were transferred to Group 5, Handan
Forced Labor Camp, Hebei Province from Gaoyang Forced Labor Camp. The group head
assigned inmates to watch him. Criminal Yin Haijun made trouble for Mr. Qin many
times and reported to the group head. Group head Li Xiuduan threatened to give
Qin Peng a very hard time. When assigning some heavy construction work in February 2006, the group head
purposely assigned Qin Peng to be in a group of old or sick people with leg
problems to pull heavy carts of bricks and soil. In April 2006, the wardens ordered Qin Peng to make twenty pairs of leather
gloves every day. One day, after finishing his own work, Qin Peng offered to
help some of the other inmates. However, group heads Hao Changjiang and Zhang
Kun lied that Qin Peng had not done his work well and destroyed some leather
materials. Before Qin Peng was able to explain the situation, he was pushed out
of the room and beaten by Hao Changjiang. All the inmates of Group 5 witnessed
the whole process. Group head Li Haiming joined in beating Qin Peng, while Zhang
Kun ordered inmate Zhang Pei to beat him, too. The four of them beat Qin Peng to
the floor, dragged him up and beat him down again and again. The torture lasted
from 2 p.m. to 4:30 p.m. The deputy director of the labor camp, Wei, came to
Group 5 while the four people were beating Qin Peng. The group heads lied to Wei,
saying that Qin Peng refused to work and refused to follow orders of the
management, and called the group heads names. After the beating, Hao Changjiang issued an order in front of all the
inmates. He assigned two inmates to watch Qin Peng all day and night, even when
he went to the bathroom. Qin Peng was not permitted to talk to anybody, nor was
anybody allowed to talk to him; otherwise they would get their prison terms
extended. Group heads Li Xiuduan, Zhang Kun, Li Haiming, Hao Changjian, and
others were discussing how to extend Qin Peng's imprisonment. They ordered every
inmate write a defamatory letter with false evidence about Qin Peng under the
group heads' instruction. Qin Peng was supposed to be released in May 2006. Fully aware of the fact
that he was framed, the wardens at the Handan Forced Labor Camp worked together
to extend his imprisonment. On June 2, 2006, the labor camp held a big meeting to announce the extension
of Qin Peng's term by six months and four days, the "reason" given
that he remained steadfast in practicing Falun Gong, was against the Chinese
Communist Party and socialism, did not follow the camp management, refused to
work, refused to wear the camp uniform, etc. The labor camp also assigned June
to be a "Strict Management" month and presented Qin Peng as a
"bad" model to show the inmates. To appeal the mistreatment, Qin Peng
wrote a letter to the Procuratorate branch at the labor camp but received no
response. Having been persecuted physically and mentally by wardens and others for the
past three years, Qin Peng is still being detained at Handan City Forced Labor
