Paris: CCP Minister of Public Security is Sued in France (Photos) By a French practitioner (Clearwisdom.net) On July 21, 2006, the French Falun Dafa Association,
on behalf of three Falun Gong practitioners as the plaintiffs, filed a complaint
with the Tribunal de Grande Instance de Paris to sue Zhou Yongkang, the Chinese
Communist Party's (CCP) Minister of Public Security and State Council Member of
China, the former CCP General Secretary of Sichuan Province. The complaint
alleges that Zhou Yongkang bears direct responsibility for the crimes of torture
against Falun Gong practitioners in China. The Tribunal de Grande Instance de
Paris received the three complaints. The three plaintiff are Falun Gong practitioners Ms. Ying Dai, living in
Norway, and Mr. Heping Li and Ms. Zhengfang Mo, living in the UK. Ms. Dai was the wife of a multi-millionaire in Shenzhen City. Due to
practicing Falun Gong, she was illegally sentenced to three years in
a labor camp. After that, she was sentenced again for another two years in a
labor camp. During the periods of serving the sentences from March 2000 to
January 2003, and from March 2003 to October 2004, Ms. Dai experienced extremely
severe persecution and was in danger of losing her life. The CCP regime had to
release her early due to her precarious physical condition. Ms Dai had been
deprived of personal freedom for nearly four and a half years. During these
periods of incarceration, she was subjected to brutal tortures and she has lost
sight in her left eye, while her right eye has only 0.1 vision left due to
prolonged electric shocks to her temples. The forced-feeding Ms. Dai experienced
resulted in blood-spurting out of her mouth and nose. Male and female police
officers stripped her and twenty other female Falun Gong practitioners of their
clothes. She also suffered other abuse including sleep deprivation and
brainwashing, and was forced to do hard labor. Ms. Zhengfang Mo was arrested in Beijing in December 1999 due to appealing to
the Beijing authorities for justice for Falun Gong. During the period of the
illegal detention, she was beaten by the police from her hometown of Chengdu,
Sichuan Province. At that time she was eight months pregnant. Mr. Heping Li, a graduate of Chongqing University, was imprisoned in
Shiliping Forced Labor Camp in Zhenjiang Province from August 2001 to June 2003
because of practicing Falun Gong. He was subjected to tortures including sleep
deprivation, injection with harmful drugs, threats and other abuse. Both his
body and mind were very much damaged by the severe persecution. The defendant, Zhou Yongkang, was appointed as the CCPˇ¦s general secretary
of Sichuan Province from December 1999 to December 2002. During his tenure, Zhou
actively ordered and directly participated in the persecution of Falun Gong and
made Sichuan one of the provinces known for the most severe persecution of Falun
Gong in China. He was noted for slandering Falun Gong on various significant
occasions many times, and also rewarded and encouraged individuals and
departments of the Sichuan police who actively carried out the persecution of
Falun Gong. He even gave specific suggestions to some department to deploy
persecution methods against Falun Gong. On August 27, 2001, while visiting the
US, Zhou was sued for the crimes of torture and crimes against humanity. Zhou
Yongkang was accused under the "Torture Victims Protection Act" and
the "Alien Tort Claims Act." The indictment was filed by a
thirty-six-year-old Boston resident, Mr. Haiying He. Although Zhou Yongkang did not have any work experience in the public
security field, he closely followed Jiang Zemingˇ¦s policy of persecuting Falun
Gong. Therefore he was promoted to the post of Minister of Public Security of
China in December 2002, and also appointed as the deputy-director of the Social
Safety Comprehensive Administration Committee of the central government, and the
deputy CCP General Secretary of the Political and Legal Committee of the central
government. All of these titles give him full power to persecute Falun Gong. According to an investigation report into the 610 Office by the
World Organization to Investigate the Persecution of Falun Gong, the 610 Office
is subordinate to the Political and Legal Committee. The Political and Legal
Committee has authority over the Public Security, the Judicature, Education and
the Culture Departments. In December 2002, Zhou Yongkang took the post of Public Security Minister. At
the beginning of his term, he continuously made speeches at nationwide
videophone meetings to the police system and at conferences to high-level
officials in the national police system, to drive the persecution of Falun Gong.
He also made use of the opportunities of surveillance throughout the country to
emphasize the "strict guarding" and "strict striking"
against Falun Gong. Zhou Yongkang, using the title of Public Security Minister,
also made recommendations and gave material rewards to those individuals and
groups who were actively involved in the persecution of Falun Gong. In addition, under the excuse of carrying out "comprehensive maintenance
of social public security," "striking the hostile influences inside
and outside China," "anti-terrorism," and "maintaining
stability," Zhou Yongkang many times coerced and made use of the police and
judicial systems to conduct the persecution of Falun Gong, which resulted in the
steady escalation of the persecution. Since December 2002, the numbers of
confirmed and documented cases of Falun Gong practitioners being persecuted to
death rapidly increased from over 600 to approximately 3,000. In summary, Zhou Yongkang is directly responsible for the crimes of the
persecution of Falun Gong in Sichuan Province as well as nationwide, including
the brutal persecution of the three plaintiffs. The French Falun Dafa Association informed the public media after handing in
the complaints to the court. Agence France Presse (AFP) published a report
immediately, and several important media reprinted or contacted Falun Gong
practitioners to express their concern. The Chinese Department of Radio France
International (RFI) promptly broadcast the story twice in their report to
