1. The Chinese Communist Party (CCP) holds "2006 World Transplant Congress (WTC) Latest Academic Report & Discussion Forum" in Xining

Falun Gong practitioners from Qinghai Province learned that the CCP held a "2006 World Transplant Congress Latest Academic Report & Discussion Forum" on September 2, 2006 at the Yin Long Hotel. More than 100 medical experts and government officials from different parts of China attended the forum, which lasted one day.

2. Three Chinese transplant doctors were sued during the first World Transplant Congress in Boston

Earlier in the year, more than 6,000 doctors and scientists from 85 countries gathered at the Hynes Convention Center in Boston, U.S.A. on July 22, 2006 for the six-day World Transplant Congress.

About 100 Chinese attendees, who had written about 70 scientific organ transplant-related papers, attended the meeting.

The Falun Dafa Association served two of the attending Chinese doctors with a lawsuit on the morning of July 25, 2006 while they attended the WTC. Washington DC-based human rights lawyer Terri Marsh submitted a criminal complaint to U.S. District Attorney Kenneth L. Wainstein on behalf of the Falun Dafa Association. She requested an investigation of Chen Zhonghua and Zhu Tongyu, who are suspected of harvesting organs from living Falun Gong practitioners, and to issue immediate arrest warrants for these two suspects. A copy of the criminal complaint was hand-delivered to Chen Zhonghua.

Chen Zhonghua is the Deputy Committee Director of the Chinese Medical Association, Organ Transplant Division. He is also head of the Organ Transplant Research Institute at Huazhong University of Science and Technology's Tongji Medical School. The other defendant, Zhu Tongyu, is Director of the Organ Transplant Research Center at Shanghai's Zhongshan Hospital. The doctors at both hospitals admitted through phone conversations that some transplant organs had come from living Falun Gong practitioners.

According to the first group of investigation reports recently published by the WOIPFG, the Tongji Hospital Organ Transplant Research Institute, under Chen Zhonghua's direction, is an important research laboratory listed by the Chinese Department of Health. This hospital performed more than 1,000 kidney transplants in February 2005 alone.

Human rights lawyer Terri Marsh pointed out that the harvesting of organs from living Falun Gong practitioners at the two hospitals, where the two defendants work, directly violate the UN Convention Against Torture. U.S. law states that a U.S. court has the right to prosecute and punish criminals guilty of torture if the criminals are inside U.S. borders. A defendant's nationality places no restriction on prosecution.

Another criminal complaint was filed on July 26, 2006 against Boston WTC attendee Shen Zhongyang, the Director of the Oriental Organ Transplant Center (OOTC) at the Number 1 Central Hospital in Tianjin, China. He is the third Chinese transplant surgeon to be sued in the U.S. within that two-day period.

It was reported that by the end of 2004, the OOTC in Tianjin had performed a total of 1,500 liver transplants, nearly 800 kidney transplants, and many cornea transplants at the same time. The center completed nearly 900 liver and kidney transplants in 2004 alone. Shen Zhongyang said on December 30, 2005 during a press interview that 650 liver transplants have been carried out that year, and as many as 53 liver transplants were completed within just two weeks, between December 16 and December 30. Patients' families revealed that the center had performed as many as 24 liver and kidney transplants a day.

After the existence of the CCP concentration camps were exposed, the OOTC stopped its business for a brief time before resuming kidney and liver transplants for foreigners at the end of March 2006. All of the surgeries are carried out at night.

Terri Marsh stated on July 26 that this was just a beginning for the Falun Gong group, to file three criminal complaints within two days. During following days, her Human Rights Law Foundation would announce a report that will elaborate, from the point of law, on details of the Chinese Communist regime's crimes and each affiliated government body, from the central government to local, county, and city governments involved in the persecution of Falun Gong. The reports will serve as references for international human rights groups and Falun Gong practitioners across the world to file lawsuits against the above-mentioned individuals. This report will also expose the involuntary harvesting of organs from living Falun Gong practitioners.

Dr. Marsh further pointed out that Falun Gong practitioners and human rights lawyers would bring those CCP officials and physicians to justice, particularly those who do not cease their participation in the persecution.

3. The world is shocked by the crimes committed by the CCP, "a form of evil we have yet to see on this planet"

Canadian human rights attorney David Matas called the harvesting of organs from living Falun Gong practitioners "a form of evil we have yet to see on this planet."

An independent investigation group consisting of former Secretary of State for the Asia-Pacific Region and Member of Parliament Mr. David Kilgour and human rights lawyer David Matas released a "Report into Allegations of Organ Harvesting of Falun Gong Practitioners in China" on July 6, 2006.

The report analysis discusses evidence regarding the unexplained source of 41,500 organs used in transplants in China between 2000 and 2005, and that they could have come from incarcerated Falun Gong practitioners.

David Kilgour and David Matas have conducted a two-month investigation. They pointed out that the CCP harvests organs from unwilling detainees for large-scale transplants. It is highly probable that most of these organs come from Falun Gong practitioners. Many hospitals and prisons in China are involved in this operation. They wrote, "we believe that there have been and continue today to be large scale organ seizures from unwilling Falun Gong practitioners."

"We have concluded that the government of China and its agencies in numerous parts of the country, in particular hospitals but also detention centers and 'people's courts', since 1999 have put to death a large but unknown number of Falun Gong prisoners of conscience. Their vital organs, including hearts, kidneys, livers and corneas, were virtually simultaneously seized involuntarily for sale at high prices, sometimes to foreigners, who normally face long waits for voluntary donations of such organs in their home countries."

4. All Chinese doctors attending the WTC in Boston received warning letters

Congress chair Dr. Kecime, Surgical Director of Organ Transplants at Massachusetts General Hospital, said that the congress and he have learned about the allegations of harvesting organs from living Falun Gong practitioners happening in China and of the Canadian independent investigative report. He felt that if the practice of harvesting organs from living individuals, which against medical ethics is true, the congress committee and the international organ transplant community would strongly condemn it.

On July 25, 2006, the third day of the WTC, every Chinese doctor and related medical staff attending the congress received a legal notice written by three well-known Human Rights Law Foundation attorneys: U.S. lawyer Terri Marsh, Spanish lawyer Carlos Iglesias and Taiwanese lawyer Chu Wan-chi. The legal notice warns the participants involved in live organ harvesting of their criminal and civil liabilities.

The seven-page notice by the Human Rights Law Foundation is based primarily on David Kilgour and David Mata's report, as well as a 2005 U.S. Congressional report that states the Chinese government harvests organs from death row inmates, which constitutes a severe violation of human rights. The notice further warns all medical professionals currently working in the organ transplant sector in China that if any medical workers, including surgeons and nurses who participate in, support, encourage and assist in the harvesting of organs from living Falun Gong practitioners, or who profit from such acts, are violating medical ethics. These people furthermore are guilty of "genocide" and "torture," the most severe violation against the international criminal law as stipulated by the United Nations. These people violate the Universal Declaration of Human rights and the International Covenant on Civil and Political Rights, which carry severe legal implications.

Taiwanese human rights lawyer Ms. Chu Wan-chi said that those suspected of committing "genocide" and "torture" will be served with criminal and civil lawsuits in the U.S., Spain, Taiwan and other parts of the world. Medical personnel convicted of these charges will be held liable for civil compensation and criminal penalties. She hopes that Chinese medical workers will awaken to the severity of these crimes. She stated, "All Human Rights Law Foundation lawyers working in the field of international human rights will continue to focus on and pursue crimes of medical professionals suspected of involvement in live organ harvesting, in order to uphold judicial justice and moral principles."

About 100 doctors and medical personnel from China attended the WTC in Boston. Scientific articles published by Chinese doctors deal mostly with basic research. Since the source of organs in China is suspicious, clinical reports from China regarding organ transplant rarely appear in international publications, a well known fact in the medical field. Some doctors registered for the WTC under their hospitals' and work place names, but most of them registered under their own names.

According to a spokesperson for the World Organization to Investigate the Persecution of Falun Gong (WOIPFG), since the Chinese Communist regime began the persecution of Falun Gong in 1999, a secretive and large group of doctors operate inside several hundred large medical facilities throughout China. Following the CCP's genocidal policy, they systematically harvest organs from living Falun Gong practitioners on a large scale. They sell the organs at high prices. Several hundred thousand healthy Falun Gong practitioners have been illegally detained as a live organ supply bank. The Communist regime has created a highly sophisticated and organized criminal coalition of personnel from prisons, courts and hospitals.

The spokesperson also reminded the public that during the 1947 Nuremberg Trial, 23 German physicians and administrators who conducted experiments on prisoners held in Nazi concentration camps were charged with crimes against humanity; seven physicians were executed. The Nuremberg Code, accepted as an international standard, was enacted in 1948, which detailed strict guidelines that basically state no human experiments can be done without the subject's consent. This international decree has become a standard for the medical profession. Many of the Chinese doctors who received the legal notice from the Human Rights Law Foundation remained silent; a few of them showed enmity and wariness. The WOIPFG spokesperson stated that these legal notices serve as a warning for the participants, but more importantly serve as a statement of facts. It is a possibility that in the future the CCP will kill participating doctors as part of its cover-up efforts. Medical personnel would be redeeming themselves by coming forward with the truth and helping to stop this crime.

5. "To bring such investigation, no matter how long it takes, no matter how far and deep we have to search, to full closure" -- Excerpt from the WOIPFG mission statement

For the past five years, several U.S. lawyers, including Dr. Terri Marsh, have assisted the Falun Gong group in filing lawsuits against numerous CCP officials visiting the U.S., including high-ranking officials such as Zhou Yongkang, Bo Xilai, Xia Deren, Zhao Zhizhen, and Huang Huahua, who were charged with violation of human rights in carrying out the persecution of Falun Gong. At least 17 such lawsuits have been filed in the U.S. alone, and 57 lawsuits have been filed in 30 countries around the world.

Falun Gong will also pursue the legal responsibilities of all CCP officials who have participated in the persecution, and further pursue the doctors who carry out the live organ harvesting.

Right after July 20, 2006, the seventh year since the beginning of the CCP's brutal persecution of Falun Gong, the WOIFPG published an announcement, stating its determination to investigate and collect evidence on hospitals and individuals suspected of harvesting Falun Gong practitioners' organs.

The first list of names included more than 100 people and dozens of hospitals, including Shi Bingyi, Cai Ming, Qian Yeyon, Du Guosheng, Dai Xin, Li Tao and Wu Ruojun at Organ Transplant Center of People's Liberation Army (PLA) No 309 Hospital;

Guan Delin, Gao Juzhong, Wang Chen, Zhang Xiaodong, Ma Linlin, Wang Yong, Li Ning, Chen Dazhi, and He Qiang at Beijing Organ Transplant Center Affiliated with the Chaoyang Hospital in Beijing;

Huang Jiefu, He Xiaoshun, Zhu Xiaofeng, Chen Lizhong, Wang Changxi, Fei Jiguang, Zheng Keli, Zhu Lanying, Wu Peigen, Ji Yulian, Shen Qingrui and others at Guangdong Province Organ Transplant Research Center, the No 1 Hospital Affiliated with Zhongshan Medical University;

Investigations show secret concentration camp(s) exist deep in the mountains in northwest China. Several years ago, Jiang Zemin's group allocated more than 10 million Yuan to build secret concentration camps in Qinghai Province to detain and torture Falun Gong practitioners. Right now, several thousand Falun Gong practitioners are held at such camps in northwest China and within Qinghai Province. Their lives might well be imminent danger.

Therefore, the WOIPFG will also investigate the Qinghai Women's Forced Labor Camp, the Qinghai Province Forced Labor Camp, the Duoba Forced Labor Camp in Xining City, the Qinghai Province Men's Forced Labor Camp, the Haomen Prison in Haibei, and nine hospitals within Qinghai Province.

The WOIPFG vows to "bring such investigation, no matter how long it takes, no matter how far and deep we have to search, to full closure."

6. High-ranking CCP officials make appearances at the Qinghai Province "2006 World Transplant Congress Latest Academic Report & Discussion Forum"

After the exposure of the CCP's harvesting organs from living Falun Gong practitioners, the Qinghai Province 610 Office heightened the persecution of Falun Gong under the Central CCP Committee's instruction. Starting in mid-May 2006, and especially during July and August, agents from the Xining City National Security Bureau ransacked the homes of more than ten Falun Gong practitioners and arrested eight Falun Gong practitioners within the province.

The Qinghai Province National Security Bureau-run Internet Surveillance Center purchased seven pieces of monitoring equipment in June 2006, fitted with the latest technology. Four pieces of this equipment screen Xining City, and the other three monitor surrounding counties.

The Qinghai-Tibet Railway opened on July 1, 2006. The CCP General Secretary Hu Jintao remained in Xining City for a few days after attending the opening ceremony in Germu City, Qinghai Province.

Falun Gong practitioners in Qinghai Province found out that district administrative supervisors in Xining City had received orders from the City CCP Committee. They have issued documents delineating the persecution of Falun Gong. Among these orders was one from the Shengli Road Area Comprehensive Public Security Administration Committee that issued Document No 15 on August 3, 2006 entitled "Activity Plans for Anti-cult Targetted Strike Month in the Shengli Road Area."

Officials heading the Shengli Road Area Comprehensive Public Security Administration Committee are Ran Xudong, head of the committee; Chen Qiulin and Huang Haihong, deputy heads; Zou Guihai, Wang Hong, Wang Haiping, Tong Haiyan, Wang Qingquan, Li Liuying, Song Lingning, Zhou Fanghong, and Xiao Hong are committee members.

We can readily surmise the scale of the Xining City "610 Office" effort and the persecution of Falun Gong from the personnel assigned to the persecution at this relatively small Shengli Road Area alone.

A group of officers from the Chengdong District Police Department's National Security Division ransacked the home of Dafa practitioners Li Xingfu and Yuan Airong and arrested them on August 18, a month of escalated persecution against Falun Gong.

Why would the Qinghai Province authorities and personnel from the "610 Office" carry out these activities at this time?

Falun Gong practitioners in Qinghai Province revealed that Jiang Zemin secretly went to Xining, the capital city of Qinghai Province around August 10 and stayed for about one week. During his visit, two white vehicles escorted him to Taer Temple, a sacred Tibetan Buddhist temple in Huangzhong County. It was reported that there Jiang asked for the prolonging of his life. He took a private special train to Tibet on August 16.

According to a reliable source, on the heels of Jiang's visit, Zhou Yongkang, Minister of Public Security, and Zeng Qinghong also paid secretive visits to Xining City around August 23. The arrival of these two high-ranking CCP officials who closely follow Jiang Zemin in the persecution was not reported in the news.

A Falun Gong practitioner in Qinghai Province saw a private special train with only four cars leaving Xining again and going westward at 6:00 p.m. on August 25, 2006.

We sense a possible connection between the Qinghai September 2 "2006 World Transplant Congress Latest Academic Report & Discussion Forum" and the unusual but concealed visits of CCP officials.

We appeal to everyone to pay attention to the persecution of Falun Gong in China and Qinghai, and to help put a stop to it as soon as possible.
